INTRODUCTION

A CFSP GLOSSARY

The most common types of bonds that every

community develops over time are those related
to language. This applies to language itself,
to idiomatic usage and to what is regarded by
the outside world as technical jargon, i.e. the
language used by professionals in a particular
area of activity. The European Union foreign
policy community is no exception in this regard.

This brochure is intended to provide some insight

into the ways in which some of the activities
related to policy and operational developments
under the European Unions Common Foreign
and Security Policy (CFSP) are defined or referred
to in EU documents. Words matter when mens
and womens lives are at stake. Likewise, foreign
policy, far from being foreign, is intrinsic to our
daily lives. What happens outside the borders
of the European Union, particularly in our
neighbourhood to the East and to the South,
has political, social, economic and security
implications for citizens throughout the Union.
In a world characterised by increased political

and economic interdependence, experiencing
persistent regional conflicts and prone, at times,
to power fragmentation and unpredictable shifts
in global governance, the European Unions
response in the international arena remains
crucial in ensuring that our fundamental
principles are preserved and promoted around
the world. Those principles comprise democracy,
the rule of law, human rights and an international
system based on stronger multilateral cooperation
and good global governance.

The Unions Common Foreign and Security

Policy was created with a view to advancing such
principles in the wider world, though also with
the clear aim of preserving peace, preventing
conf licts and strengthening international
security, always in accordance with the purposes
and principles of the UN Charter. The Unions
actions in the CFSP context are also aimed at
eradicating poverty, encouraging the integration
of all countries into the world economy,
preserving and improving the quality of the
environment and the sustainable management
of global natural resources, and assisting
populations, countries and regions confronting
natural or man-made disasters.

One of the most visible aspects of the Unions
external action is its many civilian and military
missions around the world. The Union currently
deploys more than 7 000 men and women in
ten civilian missions and five military operations,
from the Western Balkans, the Caucasus
and Central Asia to Northern, Central and
Eastern Africa. In Kosovo, EULEX assists the
Kosovo institutions in further developing and
strengthening an independent and multi-ethnic
justice system and a multi-ethnic police and
customs service. In Mali, the EUTM provides
training and advice to the Malian Armed Forces,
with the overall aim of helping to restore Malis
territorial integrity and reduce the threat posed
by terrorist groups. Off the coast of Somalia,
EU NAVFOR Atalanta protects the vessels of
the World Food Programme while successfully
preventing acts of piracy and armed robbery off
the Somali coast.

In the post-Lisbon Treaty environment,

the European Council and the Council of
the European Union, together with the High
Representative of the Union for Foreign Affairs
and Security Policy, continue to play a critical
role in the Unions external action.

The European Council identifies the Unions
strategic interests, determines the objectives
and defines the general guidelines for the CFSP.
The Council of the European Union frames
the CFSP and ensures the unity, consistency
and effectiveness of action by the Union. The
High Representative chairs the Foreign Affairs
Council meetings, contributes through her
proposals to the development of the CFSP and
ensures the implementation of the decisions
adopted by the European Council and the
Council of the European Union.

I hope this glossary will prove to be a useful

collection of the most commonly used terms
in the CFSP area in the 24 official languages
of the Union and will help citizens understand
better what they hear and read about the Unions
external action.

InterActive Terminology for Europe IATE

In 1999, the EU institutions decided to develop

a brand new database merging the content of all
their terminology databases in order to enhance
interinstitutional cooperation, taking advantage
of new technologies. In 2004, IATE was launched
for internal use in the European institutions and
in June 2007 it was made available to the general
public.

IATE is a live database, continually updated,

with hundreds of new terms added every
working day. It contains over 8 million terms,
including approximately 520 000 abbreviations
and 140 000 phrases, covering all official EU
languages.

At the General Secretariat of the Council of the
EU, IATE is fed by the terminology network
of the Translation Directorate, which is part
of Directorate-General A3 Translation and
Document Management.
