1. Minority Affairs Minister Najma Heptulla launched Nai Manzil scheme in Patna

aimed at addressing educational and livelihood needs of minority communities by

giving the bridge courses to trainees and getting them Certificates for Class XII

and X from distance medium educational system. Skill training in 4 courses

Manufacturing , Engineering, Services and Soft skills shall also be imparted to

trainees. The scheme will cover people in between 17 to 35 age group from all

minority communities as well as Madrasa students.

2. Social justice and empowerment minister Thaawar Chand Gehlot launched

Accessible India Campaign (Sugamya Bharat Abhiyan) that focuses on

building accessible government buildings for persons with disabilities).

8. Bhupender Yadav Committee on Insolvency and Bankruptcy Code

2015 submitted report. As per report Any person adjudged as

insolvent may also be covered under definition of bankrupt.

Provident fund, pension fund and gratuity which provide social safety net of

employees should be secured in the event of liquidation of a Company.

New provisions relating to crossborder insolvency should also be Inserted.

9. Chief Economic Advisor Arvind Subramanian led Committee recommendations for

Tax Rates under GST Goods and Services Tax (GST)

Standard GST rate of 17 to 18 %. It is the rate at which most products would


likely be taxed.

Revenueneutral rate of 15 to 15.5 %. It is a single rate at which there will

be no revenue loss to the centre and states in the GST regime.

Two options for states: Single rate of 1 % or a range of 1718 %.

Threetier GST rate structure: Essential goods will be taxed at a lower rate of

12 %. Demerit goods such as luxury cars, aerated beverages, pan masala

and tobacco products will be taxed at 40 % and remaining all goods will be

taxed at a standard rate of 17 to 18 %.

10. Commission headed by Upamanyu Hazarika submitted report on illegal migrants

from Bangladesh into Assam. It reflected that huge number of Migrants from

Bangladesh may reduce indigenous population of Assam to a minority by 2047.

Incometax Act to clarify the inapplicability of MAT (Minimum Alternate Tax)

Wildlife Conservation.

25. Expert Committee under Anand Desai has submitted its report about

examining Specific Relief Act 1963. Committee recommended that courts

intervention in public works should be minimal, specific performance of

contracts be made the rule and damages or compensation be the exception

and a separate class of contracts for public utility contracts should be created.

26. Finance Ministry constituted a SubCommittee under High Level

Committee (HLC) to review issues related to excise duty. The sub committee

will be headed by Ashok Lahiri and will review excise duty imposed on

32. Government approved Ujwal DISCOM Assurance Yojna (UDAY

scheme) under Ministry of Power for financial turnaround of Power

Distribution companies (DISCOMs).


Power sector is seeing good growth but the weakest link in value chain is
distribution DISCOMs in the country have
accumulated huge debts. Revival of these stressed DISCOMs is important for
ensuring power supply for all.
