Dear Sir,

My name is BAILLY Soumaila. Im working for UNOCI and, since this mission is phasing out, I
write you concerning my interest in Position Project Officer Advocacy and Outreach, for which I meet
the requirements.
As you will see in my PHP, Ive worked for more than 13 years for UN bodies, the Ecowas, West
Africa, 3 years and 14 years in private company as Senior Manager of Business level.
In these regions, Ive worked in different positions related to yours, such as Civil Affairs Officer
for the Sector East (UNOCI), Reporting Officer (UNOCI), Community Recovery Coordinator
(UNDP/UNOCI), Reintegration Expert (UNDP/UNOCI), Security Sector Reform Coordinator (UNOCI) and
Project Manager/ Developer in Stabilization issues (UNOCI).
In most of these positions Ive provided political and strategic advice to UN senior management,
prepared daily and weekly analytical reports, situation reports, notes to file, options papers and talking
points, most of which were related to conflict analysis, stabilization, political issues, implementation of
mission mandates and socioeconomic recovery. I have organized several political, intercommunity
dialogs and mediation exercises. I have always worked with information databases relating to potential
disputes and conflicts. Besides, in most of these positions Ive supervised teams and developed, planed
and managed post conflict or stabilization projects.
These positions have allowed me to improve my professionalism as well as my communication,
teamwork and organizing skills. Im used to analyse factors that undermine development and cause civil
unrest. Indeed, I have important oral and writing communication skills (in French, English), and my
supervisors have always evaluated with the best qualifications my collaboration and teamwork skills as
well as my planning and organizing capabilities.
Regarding my formal education Ive studied a Master degree in Peace and security, a
Postgraduate Certificate in International Cooperation and the Postgraduate Certificate in Armed
Conflicts and Crisis Management of the United Nations Institute for Training and Research (UNITAR). Im
presently finishing the PhD Conflict management (Mediation, Conflict Analysis and Resolution).
Finally, I would like to close this brief summation by emphasizing my personal commitment to
the UN philosophy and mandate. My aim is to continue working in contexts related to peace and
stabilizationin the UN applying my experience and conceptual knowledge. I hope, therefore, that my
combination of academicand work experience represents the type of background that would make me a
suitable candidate.
