I call upon India and Pakistan to find a peaceful solution through engagement and dialogue to
resolve the Kashmir dispute. I am already engaged in bringing about a dialogue between India
and Pakistan to resolve the Kashmir dispute through my meetings with the prime ministers of
the two countries. I met three times the Prime Minister of Pakistan (Nawaz Sharif) and two times
the Prime Minister of India (Narendra Modi). For someone accused of doing nothing, it is quite
a number of meetings.

Kashmir freedom movement is legitimate
The people of Jammu and Kashmir
have been engaged in a just
struggle to secure their right to
self-determination for the past
almost seven decades. They are
continuing their struggle on
political and diplomatic fronts to
achieve this right which was
acknowledged by several UN
Security Council resolutions
sponsored by major world powers
including the US, UK, Germany,
Canada, former USSR, etc. and
accepted by Pakistan and India.
It is a fact that India had promised
the people of Jammu and Kashmir
of giving them an opportunity to
decide their fate by themselves but
later backed away from its
commitments. Indias refusal to
resolve the Kashmir dispute
through peaceful means forced the
Kashmiris to adopt other options
including the armed struggle to
secure their inalienable right. They
launched a massive struggle in
1989, giving sleepless nights to the
Indian rulers. The Indian armed
forces responded to this popular
movement with extremely brute
force. The worst kind of Indian
state terrorism during the last
twenty eight years has resulted in
the killing of around one hundred
thousand Kashmiris including
over eight thousand in custody.
These killings have rendered over
twenty two thousand women
widowed and about one hundred
eight thousand children
orphaned. Over eight thousand
people have been subjected to
custodial disappearance by Indian
troops and police personnel
during this period. The discovery
of thousands of unnamed mass
graves across occupied Kashmir
has raised the apprehension that
the people killed or disappeared in
custody might have been secretly
buried in these graves after being
killed in fake encounters. It is a fact
that the brutalities of Indian forces
could not intimidate the Kashmiri
people into submission and they
are determined to continue their
struggle till it reached its logical
conclusion.
KASHMIR INSIGHT
Following the 9/11 attacks in
America, India tried its best to link
the Kashmiris liberation move-
ment with global terrorism but
failed in its nefarious designs. The
world community did not accept
New Delhis narrative. While the
political and diplomatic nature of
the Kashmir movement is interna-
tionally-recognised under several
UNSC resolutions, the armed
struggle of the Kashmiri people is
also legitimate under the UN
resolution adopted in 1982 that
reaffirms the legitimacy of the
peoples liberation struggle from
foreign occupation by all available
means, including armed struggle.
In a recent unfortunate develop-
ment, the US in an attempt to
appease India, designated veteran
Kashmiri leader, Syed
Salahuddin, as a global terrorist
thus trying to link the Kashmiris
freedom movement with terror-
ism. The move was illogical as
Syed Salahuddin is only fighting
against Indias illegal occupation
of Jammu and Kashmir and has
never worked against the
American interests. He has never
pursued any global agenda and
involved himself in any incident,
which could be described as
terrorism. The people of Kashmir
consider him their hero and the
fact is that they are victims of the
worst type of Indian state terror-
ism.
The US should acknowledge the
reality that the people of Jammu
and Kashmir have been engaged
in a long and peaceful struggle
aimed at achieving their basic
human and political right - the
right to self-determination -
guaranteed by the UN but
ruthlessly resisted and suppressed
by the Indian state through the use
of extreme force. It should take
steps towards mitigating the
sufferings of the people of Jammu
and Kashmir by putting pressure
on India to resolve the Kashmir
dispute in accordance with their
aspirations.

Bloodbath by Indian troops in IOK continues
The people of occupied Kashmir
have been facing the worst kind
of Indian state terrorism in their
just struggle aimed at securing
their inalienable right to self-
determination for the last almost
seven decades. Indian troops and
police personnel enjoying
unbridled powers under black
laws are committing grave
human rights violations - in fact
crimes against humanity - in the
occupied territory to intimidate
the Kashmiris into submission.
Killing of innocent youth and
other atrocities by the troops are
order of the day in the occupied
territory, turning the paradise on
earth into a hell for its inhabit-
ants. Indian troops killed thirty
seven Kashmiris in occupied
Kashmir in the month of June
2017.
On June 1, the troops martyred
two youth, Aijaz Ahmed Mir and
Basharat Ahmed Sheikh, during
a crackdown operation in
Nathipora area of Sopore. As the
news about the killing of the
youth had spread, thousands of
people had assembled in the
native villages of the martyrs at
Brath Kalan and Bomai in Sopore
and participated in their funeral
prayers. They raised high-
pitched anti-India, pro-Pakistan
and pro-freedom slogans. The
martyrs were wrapped in
Pakistani flags and laid to rest.
Complete strike was also
observed in Sopore, Tral and
Bhaderwah areas against the
killings.
On June 5, Indian troops
martyred four youth in a fake
encounter in Sumbal area of
Bandipore district. The locals
refuted the claim of Indian police
that the youth were shot dead
after they attacked an army
camp. They said that bodies of
the martyrs were badly muti-
lated by the troops.
The killings led to intense clashes
between protesters and Indian
forces in Sumbal. Many

protesters were injured when the
troops fired teargas shells, stun
grenades and pepper gas on
them.
On June 6, a 12th class student,
Aadil Farooq Magray, was killed
and several people were injured
in the firing of Indian forces
personnel on peaceful demon-
strators who were protesting
against a siege and search
operation in Ganowpora area of
Shopian. Thousands of people
offered funeral prayers of the
martyred student before he was
laid to rest amidst wet eyes, high-
pitched pro-freedom slogans
and emotional scenes.
Anti-India protests, marked by
shutdown, were held across the
occupied territory on June 7
against the killing of Aadil
Farooq Magray. Indian troops
used brute force and fired
teargas shells on the protesters,
mainly students. Hundreds of
students of Islamic University of

Awantipora, were subjected to
brute force by the troops when
they raising pro-freedom and
anti-India slogans marched on
Srinagar-Jammu Highway. The
troops fired teargas shells and
pellets on the protesters in
Pulwama, Namblabal and
Pampore areas, critically injuring
several persons including girl
students. The mobile Internet
services that were restored four
days ago were again suspended
in the territory.
Indian troops during violent
military operations killed seven
Kashmiri youth in Machil and
Nowgam areas of Kupwara
district on June 7 and six others in
Uri area of Baramulla district on
June 9. One more youth was
martyred by the troops in Gurez
area of Bandipore district on June
10.
On June 15, a civilian, Naseer
Ahmed, a resident of Bandipore,
who was critically injured in the
firing of Indian paramilitary
personnel on protesters in
Rangreth area of Srinagar
succumbed to his injuries at a
hospital. Thousands of people
attended the funeral prayers of
Naseer Ahmed at his native
Ashtengoo area in Bandipore.
They raised high-pitched anti-
India and pro-freedom slogans.
On June 16, two civilians,
Muhammad Ashraf and Ahsan
Dar, were killed and several
others injured due to the use of
brute force by the troops on
protesters in Arwani area of
Kulgam district. Bodies of three
youth Junaid Mattoo, Nasir Wani
and Aadil Mushtaq, were
recovered from the debris of two
houses blasted by the troops in
the area. Tens of thousands of
people participated in the
funeral prayers of the martyred
youth, Junaid Mattoo, Nasir
Wani and Aadil Mushtaq in
Islamabad, Shopian and
Pampore areas amid high-

pitched pro-freedom, pro-
Pakistan and anti-India slogans.
Funeral prayers were held
multiple times to accommodate
the participants. The martyred
youth were laid to rest after being
shrouded in Pakistani flag.
The puppet authorities had
imposed restrictions in Srinagar
and other parts of the Kashmir
Valley on June 17 to prevent
people from staging demonstra-
tions against the killing of the
youth in Rangreth and Arwani
areas. Complete shutdown was
observed in the occupied
territory on the call of joint
resistance leadership to register
protest against the killings.
On June 21, Indian troops,
martyred two Kashmiri youth,
Gulzar Ahmed and Basit
Ahmed, during a siege and
search operation in Rafiabad area
of Baramulla district. Thousands
of people participated in the
funerals of Gulzar Ahmed and
Basit Ahmed in their native
Sopore and Pattan areas.
On June 22, Indian troops
martyred three more Kashmiri
youth in Pulwama district. The
bodies of the youth identified as
Abdul Majid, Shariq Ahmed and
Irshad Ahmed were recovered
from the debris of a house

destroyed by the troops during a
crackdown operation in
Kakapora area of the district.
Later, a civilian, identified as
Tauseef Ahmed Wani, was killed
after the troops fired bullets and
pellets on protesters who had
gathered in thousands in
Kakapora to attend the funeral
prayers of the martyred youth.
The authorities also imposed
restrictions and suspended
Internet services in all major
towns in south Kashmir soon
after the killings.
On June 25, Indian troops
martyred two Kashmiri youth
inside a school building during a
violent cordon operation in
Pantha Chhoke area of Srinagar.
The troops had
killed the youth in a
vindictive action
after the killing of an
army officer and
injuring of two other
personnel in an
attack in the area.
On the other hand,
Hurriyet leaders
paying glowing
tributes to the
martyred youth said
that killing of
innocent Kashmiris at the hands
of Indian troops would continue
till settlement of the Kashmir
dispute in accordance with the
Kashmiris aspirations.
The All Parties Hurriyet
Conference Chairman, Syed Ali
Gilani, in a statement issued in
Srinagar said that the oppression
against the youth in Kashmir was
part of Indian policy. He said that
Indian oppression in Kashmir
had been going on for last several
decades and the rigid policies of
Indian rulers were aggravating
the situation in the territory. He
said that after the recent state-
ments of Indian Army Chief,
General Bipin Rawat, the
occupational forces were treating
occupied Kashmir as a hunting
ground and were ruthlessly
killing whosoever came in their
way. He said that the sacrifices of
Kashmiri martyrs would not be
allowed to go waste and their
mission would be accomplished
at all costs.
The Chairman of Hurriyet
forum, Mirwaiz Umar Farooq, in
a statement in Srinagar said that
the Kashmiri youth were
sacrificing their lives for a sacred
cause. He said that it was the
collective responsibility of the
people of Kashmir and the
Hurriyet leadership to take the
ongoing movement to its logical
conclusion.
The Chairman of Jammu and
Kashmir Liberation Front,
Muhammad Yasin Malik, in a
statement said that India had
turned Kashmir into a killing
field and a big prison. He said
that the worst kind of Indian
state terrorism could not stop the
Kashmiris from carrying
forward their freedom move-
ment.
Other Hurriyet leaders including
Shabbir Ahmed Shah, Agha Syed
Hassan Al-Moosvi Al-Safvi,
Mukhtar Ahmed Waza,
Muhammad Yousuf Naqash,
Yasmeen Raja, Zamruda Habib,

Farida Bahenji, Shabbir Ahmed
Dar, Muhammad Ahsan Untoo,
Bilal Siddiqui, Zafar Akbar Butt
and Javaid Ahmed Mir in their
statements also paid glowing
tributes to the martyred youth.
They appealed to the interna-
tional community to take
cognisance of Indian state
terrorism in occupied Kashmir
and impress upon New Delhi to
settle the Kashmir dispute in
accordance with the Kashmiris
aspirations to mitigate their
sufferings.
The killing of innocent people in
occupied Kashmir by Indian
troops is not a new thing as such
killings have been occurring
since 1947. However, the
phenomenon saw
an alarming
increase during the
last three decades.
The rigidity and
stubbornness of
India is the only
cause of this
bloodshed in
Kashmir. Kashmiris
want to live a
peaceful and
prosperous life but
the key for estab-
lishing peace in Kashmir lies
with India. The criminal silence
maintained by the international
community and world human
rights organisations on the
happenings in occupied Kashmir
has further emboldened India to
continue its brutalities in the
territory.
The world community particu-
larly the UN must put pressure
on New Delhi to stop its state
terrorism and take steps towards
settling the Kashmir dispute in
accordance with the Kashmiris
aspirations to prevent further
bloodshed in occupied Kashmir.

final of the ICC Champions
Trophy at the Oval, England, by a
huge margin of 180 runs on June
18, 2017. Thousands of
firecrackers were burst in
Srinagar and other towns of the
Kashmir Valley while people
were seen exchanging sweets.
Joy was palpable in Srinagar and
all other areas as youth came out
of their homes to celebrate
Pakistans victory.
Markets and transport in
Srinagar and all other towns had
shut much before the start of the
match between the two arch-
rivals.
Thousands of firecrackers went
up as youth celebrated Pakistans
win throughout the night on the
streets of Srinagar, Budgam,
Ganderbal, Baramulla, Rafiabad,
Sopore, Uri, Sangrama, Pattan,
Palhalan, Tangmarg, Kunzar,
Handwara, Langate, Kupwara,
Kralpora, Lolab, Islamabad,
Kulgam, Shopian, Pulwama,
Bandipora and other areas.
Firecrackers disrupted the eerie
clam in Srinagar right at the start
of the Indian innings when India
started losing its wickets. In old
city areas, hundreds of youth
assembled outside Jamia Masjid
and held prayers amid slogans
and firecrackers. In the hostels of
the University of Kashmir, the
students came out and started
singing and dancing. Mosques at
many places hummed with pro-
Pakistan and anti-India slogans.
Pakistans anthem was played at
many places.
In some areas, Indian forces used
brute force on the people
celebrating Pakistans victory
against India. Two youth were
injured when Indian troops fired
pellets on them in old city area of
Srinagar. Indian forces smashed
vehicles in Fatehkadal and
Sakidafar areas of Srinagar and
dispersed crowds by resorting to
teargas shelling.

Witnesses said that the students
of a private school at Lal Chowk,
soon after the school was off,
burst firecrackers. The students
were seen praising the
performance of Pakistan cricket
team, the witnesses said. They
said that the students of other
government schools including
SP Higher Secondary School also
burst firecrackers.
If India lost to anybody
Kashmir would have celebrated
but India losing against Pakistan
doubles the celebrations, said a
student.
Reports of similar celebrations
by the students were also
received from other parts of
occupied Kashmir.
After Pakistans victory over
India in the Champions Trophy,
nobody celebrated more
passionately than the Kashmiris.
In Srinagar, the air was filled
with the sounds of firecrackers as
victory processions went up and
down the streets. A local

crowds was uploaded on Twitter

Ghafoor, whose page identifies
him as the official spokesman for
the Pak Army. Thirteen hours
after the post, it had received
more than 13,000 likes and 6,000
retweets.
Pulwama and Tral areas of south
Kashmir saw victory marches
during wich the participants
raised high-pitched anti-India
slogans.
The authorities of National
Institute of Technology,
Srinagar, had closed the gates to
the campus. Massive clashes
between Kashmiri students and
the students from different
Indian states studying in the
university were witnessed in the
campus last year when the local
students had celebrated Indias
defeat to West Indies during T20
World Cup.

Valley was one of a spectator at
the match in the Oval ground
sporting a T-shirt that read
Winner takes Kashmir.
Some young people explained
the euphoria as a reaction against
the hyper nationalism on Indian
TV channels and the popular
narrative of hatred against the
Kashmiris. This is what people
in India think of us, said a
young man in Srinagar. So if we
are bad, lets be bad then.
Meanwhile, the Chairman of All
Parties Hurriyat Conference,
Syed Ali Gilani and other
resistance leaders greeted the
people of Pakistan for Pakistani
teams win in the Champions
Trophy by thrashing India in the
final. The leaders in their
statements said that they shared
joyful moments with the
Pakistanis.
During the
day on June 18

house arrest.
His party had
condemned his house detention
saying that he was being
prevented from discharging his
social and religious obligations.
But even the Mirwaiz did not
know what will happen. At
around 11pm, hundreds of youth

assembled at the gate of his
residence. They had come from
Rajouri Kadal with the
firecrackers in vehicles. For 15
minutes, they burst the
firecrackers and danced at
freedom slogans.
Finally, the Mirwaiz, though
under house arrest, came out and
talked from the wall of his house
briefly to the cheering crowd.
Later, he requested the youth to
return to their homes and stay
safe. He thanked the youth for
driving all the way from Rajouri
Kadal to see him at 11pm in the
night.
In an interview, the Mirwaiz
said, Anti-India sentiment is so
strong now. It wasnt like this
even in the 1990s.
He said, the Kashmiri youth are
reacting to the way they are
being portrayed. He said that for
some time now, the genuine and
indigenous struggle of
Kashmiris had been seen as
Pakistan-sponsored.
Everything is thought to be
Pakistani here. So its a way of the
youth getting back at the
government, he added.
Three days back the Mirwaiz had
tweeted wishing best of luck to
Pakistan. As we were finishing

wrote on micro-blogging site
Twitter. That was when Pakistan
won the semi-finals against
England.
Even member of the so-called
Kashmir Assembly, Engineer
Abdur Rasheed, in a statement
said that the celebrations held all
across the territory after
Pakistans victory over India in
the Champions Trophy was
Kashmiris referendum against
Indian occupation. He asked
New Delhi to learn lessons from
the celebrations that anti-India
sentiment had got deep-rooted in
occupied Kashmir. He said that it
was strange that Indian TV
Channels were still trying to
distort the facts and putting their
own narratives and fabricated
versions. The way Kashmiris
celebrated Pakistans victory
over India in the Champions
Trophy, not only in cities and
towns, but in the remotest
hamlets from Kupwara to
Kishtwar, it is proven beyond
doubt that New Delhi is ruling
through the
barrel of
gun and has
miserably
failed to win
hearts and
minds of
even those
who had
some corner
for New
Delhi in
Kashmir,
he said. It is strange that even
large numbers of cops belonging
to local police were praying for
Pakistan which is an ample proof
that New Delhis grip on
Kashmir is now only through the
courtesy of military might. The
celebrations have proved like a
referendum against Indias
arrogance, he added.
On June 12, Indian Army and
paramilitary personnel had
vandalised houses, shops and
vehicles in Shopian district
against celebrations over
Pakistans win against Sri Lanka
in the Champions Trophy.
Earlier on June 4, before the start
of pool match of the Champions
Trophy between Pakistan and
India at Edgbaston, Birmingham,

the stadium and staged an anti-
India demonstration. Videos and
photos of the demonstration
went viral on social media in
occupied Kashmir. The
demonstrators were seen
holding placards with slogans

Reports said that for the past
several days, Kashmiris settled in
the UK had been preparing to use
the scheduled match as a
platform to highlight the
atrocities being committed by
Indian forces on the people of
occupied Kashmir as well as to
spread awareness among the
world community regarding the
Kashmir dispute.
It is worth mentioning here that
the Kashmiris have been rooting
against Indias cricket team for
the past several decades
particularly since 1983 when the
West Indies beat India in the
inaugural One Day International
match in Srinagar. When India
lost to Australia at the same
stadium in 1986, the crowd again

NIA raids on Hurriyet leaders, activists in IOK denounced
In occupied Kashmir, the joint
resistance leadership strongly
condemning the arbitrary and
coercive raids conducted by
Indian National Investigation
Agency (NIA) on the residences
and offices of Hurriyet leaders
and activists termed it as a
malicious campaign by India to
defame the Hurriyet leadership
and the ongoing freedom
movement.
The joint resistance leadership
comprising Syed Ali Gilani,
Mirwaiz Umar Farooq and
Muhammad Yasin Malik in a
statement issued in Srinagar on
June 3, 2017 denounced the
crackdown by the NIA against the
resistance leaders to implicate
them in false cases to break their
resolve towards the freedom
movement. They said that the NIA
was threatening to re-open the old
fake cases in which the courts had
acquitted the Hurriyet leaders.
They said that such coercive
tactics could not deter the
Hurriyet leaders from pursuing
their just cause.
Referring to famous religious
scholar, Dr Zakir Naik, the
resistance leaders said that he too
was forced to leave India after
being framed on basis of
concocted stories. In a similar
manner, Indian authorities, in
order to suppress the freedom
movement, are planning to frame
fake cases against the leadership,
they said and warned of dire
consequences if this process (NIA
raids) was not stopped forthwith.
The leaders said that during raids
in Srinagar no objectionable
material was found but through
their mischievous plans, the NIA
officials were trying to get hold of
resistance leadership on fictitious
charges as was done in Dr Zakir
Naiks case. This has proved
beyond any doubt that NIA is not
an autonomous agency but a tool
in the hands of fanatical
authorities in New Delhi; and they
take undue advantage of this
agency against their opponents or
those pursuing their freedom
struggle in Kashmir, they
pointed out.
The resistance leaders maintained
that Kashmir dispute is a reality
and through such repressive
measures, India will not be able to
achieve any good. They suggested
the Indian authorities that instead
of meddling through these
feverish tactics, they should
address the core issue and provide
an opportunity to the Kashmiri
people to decide their political
future by themselves. It will
definitely make an end to
prevailing political uncertainty in
Jammu and Kashmir and also
boost economic condition of
Indian citizens, they added.
The resistance leaders said that
the NIA raids depicted frustration
of the Indian government over the
exemplary unity among the
Kashmiri people and Hurriyet
leaders. They said that
harassment by the Indian
authorities could not weaken the
freedom sentiment of the
Kashmiri people and they would
continue their struggle till it
reached its logical conclusion.
On the other hand, the puppet
authorities imposed curfew and

Kashmir Valley on June 9, 2017 to
prevent people from staging anti-
India demonstrations over the
NIA raids. Call for the march was

Indian police arrested
Muhammad Yasin Malik from his
office in Srinagar and lodged him
at Kothibagh Police Station to
prevent him from leading the
demonstrations. Later, he was
shifted to Srinagar Central Jail.
The puppet authorities had also
placed Hurriyet leaders including
Syed Ali Gilani, Shabbir Ahmed
Shah and Mukhtar Ahmed Waza
under house arrest or in custody
to prevent them from leading the
demonstrations.
It merits mentioning here that
after the failure of Indias different
tactics to suppress the Kashmiris
ongoing freedom struggle, NIA
launched raids in June 2017 to
intimidate and harass the
Hurriyet leaders and activists,
putting them to questions for
hours.

13th July - The Kashmir Martyrs' Day
Background
Kashmiris on both sides of the
Line of Control and across the
world observe Kashmir Martyrs'
Day on July 13, every year. The
day is commemorated to pay
homage to 22 Kashmiris who
were shot dead, one after the
other, outside the Srinagar
Central Jail by the troops of
Dogra Maharaja. The victims had
gathered in the jail premises to
attend the court proceedings
against one, Abdul Qadeer, who
had asked the Kashmiri people to
challenge Dogra rule.
The Jammu and Kashmir was on
the boil since 19th April 1931
after stopping of the Imam,
Munshi Muhammad Ishaq, from
giving Eid Khutba (sermon) in
the Municipal Park of Jammu by
the Dogra police chief, Chowdry
Ram Chand. The incident had
triggered massive
demonstrations in Jammu city
that continued for many days.
Later, the desecration of the Holy
Quran by Dogra troops in
Jammu added fuel to the fire and
led to widespread resentment
throughout the territory.
In order to denounce this
blasphemy and demand
punishment to the culprits, a
large number of people had
gathered in different areas of
Srinagar. One such gathering
was held in Khanqah-e-Mualla
and was addressed by prominent
Kashmiris. A youth, Abdul
Qadeer, was also among the
people listening to the speeches
of the leaders. When the meeting
concluded, he pointed his finger
to Maharaja's palace and raised

anger had forced the trial of
Abdul Qadeer from court to

incident, the Kashmiris had been
facing the worst atrocities of their
rulers since the selling of Jammu
and Kashmir - with
predominantly Muslim
population - by the Britain to
Dogra dynasty for Rs 75 lakh
under the Treaty of Amritsar in
1846. The Dogra period is
considered to be the worst phase
of the Kashmir history on
account of cruelty meted out to
the Muslims. This situation was
amply depicted by Walter
Lawrence who wrote: Almost
everything save air and water
was taxed in Kashmir. The poor
coolies, who were engaged to
carry load for travellers, had to
give up as tax half of their
earnings.

The people of occupied Kashmir
gave impetus to their liberation
movement in 2008. During the
next three years, thousands of
people hit the streets of Srinagar
and other major towns,
demanding their inalienable
right to self-determination. It
was estimated that on several
occasions, the number of
protesters was well above one
million mark. These massive
demonstrations were a clear
referendum of Kashmiri people
against the Indian rule. It is
unfortunate, that once again
New Delhi's response to this
mass uprising was use of brute
force that resulted in the killing
of hundreds of innocent
protesters and injuring of
thousands others. Hundreds of
youth were put behind the bars
for participating in pro-
liberation demonstrations.
The occupied Kashmir is once
again simmering since the
extrajudicial killing of popular
youth leader, Burhan Wani, on
July 8, 2016. So far over 150
people have been killed, more
than 20,000 injured and
hundreds others blinded due to
the firing of pellets, bullets and
teargas shells on protesters by
Indian police and troops.
The Indian Army has intensified
the cordon and search operations
across the occupied territory and
waged a war against civilian
population following the recent
provocative statement of Army
Chief, General Bipin Rawat, and
also after the awarding of an
Army Major for his criminal act
of using a Kashmiri civilian as a
human shield. General Rawat
had warned that the people
staging demonstrations during
military operations would be
treated as the over-ground
workers of mujahideen and
would be dealt with sternly.
However, such threats have
failed to intimidate the
KASHMIR INSIGHT
Kashmiris into submission and
they are hitting the streets and
facing the Indian troops and
police personnel with courage
and valour.
Conclusion
The people of Kashmir are
rendering unparalleled sacrifices
in their struggle to secure their
inalienable right to self-
determination since 1931
particularly since 1947. It is due
to these sacrifices that the world
community has realised the
urgency involved in the
settlement of the Kashmir
dispute. The recent statements
from officials of different
international organisations
including the UN High
Commissioner for Human
Rights, Zeid Ra'ad Al-Hussain,
in which they expressed serious
concern over the human rights
violations perpetrated by Indian
troops and police personnel in
occupied Kashmir are
encouraging for the Kashmiri
people. The time is not far away
when India will have no option
but to respect the aspirations of
the Kashmiris and give them
their right to self-determination
it had promised several decades
ago.

Importance of Accession to Pakistan Resolution
Background
19th July is an important
milestone in the history of
Jammu and Kashmir. It was on
this day in 1947 when the
genuine representatives of
majority of Kashmiris had
decided to attach their future
with Pakistan. They had
unanimously passed a resolution
for Kashmir's Accession to
Pakistan during a meeting at the
residence of Sardar Muhammad
Ibrahim Khan in Aabi Guzar area
of Srinagar. Sardar Ibrahim later
became the first president of the
liberated part of Jammu and
Kashmir.
The historic resolution,
representing the aspirations of
millions of Kashmiri Muslims,
called for the accession of the
State of Jammu and Kashmir to
Pakistan on the basis of religious,
geographical, cultural and
economic bonds enjoyed by the
two regions. The resolution
stated: "This convention of
Muslim Conference has reached
the conclusion that geographical
conditions, 80 percent Muslim
population, important rivers of
Punjab passing through the state,
language, cultural, ethnic and
economic relations and
contiguity of the state with
Pakistan make it imperative to
merge with Pakistan".
This important development had
come following the
announcement of Partition Plan
of Indian subcontinent under
which the princely states were
free to accede to either of the two
newly established countries,
Pakistan and India. The
resolution of 19th July 1947 was a
testimony to the fact that the
people of Kashmir wanted to
become part of Pakistan and they
had linked their future with the
country. The people of Kashmir
took this decision of joining
Pakistan to protect their political,
religious, social, cultural and
economic rights, as they were
well aware of their fate under
Hindus who had deep-rooted
animosity for Muslims in Jammu
and Kashmir.
Indian invasion
The Partition Plan of 1947 had
stated that the Indian British
Colony would be divided into
two sovereign states, India and
Pakistan. As per the
understanding the then princely
states had the choice to either
accede to Pakistan or India,
considering their geographical
situation and communal
demography. Kashmir was a
Muslim-majority state and had a
natural tendency to accede to
Pakistan, but its Hindu ruler,
Dogra Maharaja, destroyed the
future of Kashmiri people by
announcing its accession to India
under a controversial accession
document (Instrument of
Accession). India invaded
Jammu and Kashmir by landing
its army in Srinagar on October
27, 1947 on the basis of this so-
called deal. Many neutral
observers deny the existence of
KASHMIR INSIGHT
such document with the
argument that had it been there,
Indian government would have
made it public either officially or
at some international forum.
Indian troops, the forces of Dogra
Maharaja, and Hindu extremists
massacred over three hundred
thousand Kashmiri Muslims
within a period of two months
with the intention to change the
demographic composition of the
territory.
Kashmiris' resistance to
occupation
Right from the day one in 1947,
the people of Kashmir rejected
India's illegal occupation and
started a revolt against it,
liberating a vast area now known
as Azad Jammu and Kashmir.
Sensing defeat to its forces, India
approached the UN Security
Council to seek help of the World
Body to settle the dispute. The
UN Security Council through its
successive resolutions nullified
Indian invasion and occupation
of Kashmir. At that time Indian
rulers had promised before the
UN to resolve the dispute and
provide the people of Kashmir
with their basic right of self-
determination but later backed

away from their commitments.
The people of occupied Kashmir,
disappointed at the failure of all
the efforts aimed at resolving the
Kashmir dispute through
peaceful means, launched a
massive uprising in 1989 to
secure their right to self-
determination. However, Indian
authorities responded to this
popular uprising with brute
force. Since then, Indian troops
have killed over ninety four
thousand Kashmiris, widowed
more than twenty two thousand
women, orphaned over one
hundred thousand children and
molested or gang-raped more
than ten thousand Kashmiri
women. The whereabouts of
thousands of innocent
Kashmiris, disappeared in the
custody of troops, are yet to be
made known while thousands of
unnamed graves discovered in
the occupied territory are
believed to be of the disappeared
Kashmiris.
From 2008 to 2010, the Kashmiris
staged massive pro-freedom
demonstrations and on some
occasions the number of
protesters had crossed one
million mark in Srinagar city
alone. Occupied Kashmir is once
again on the boil since the
extrajudicial killing of popular
youth leader, Burhan Wani, on
July 8, 2016 with thousands of
people taking to the streets on
daily basis. Unfortunately,
instead of taking these mammoth
demonstrations as the Kashmiris'
referendum against its illegal
occupation, India subjected the
protesters to brute force, killing
hundreds and injuring
thousands of them. During the
ongoing mass uprising, the
occupational troops have
blinded hundreds of youth with
the firing of pellet guns. They are
not even sparing students
including girls who are on the
streets to demand their
KASHMIR INSIGHT
inalienable right to self-
determination and an end to
Indian occupation of their
motherland. India's continued
stubbornness on the Kashmir
dispute has posed a serious
threat to the regional peace as
both Islamabad and New Delhi
now possess nuclear weapons
and a minor clash between them
could prove disastrous for the
whole world.
Pakistan's support
Pakistan is the only country of
the world that has been
extending its unconditional and
continued support to the
Kashmiris in their just liberation
struggle since 1947. Pakistan's
affinity with the people of
Kashmir can be understood in
the backdrop of several reasons -
both share strong bonds in
respect of religion, geography,
culture and aspirations. It has
been hosting since 1947
hundreds of thousands of
Kashmiri people who migrated
from occupied Kashmir to
Pakistan due to their strong
emotional attachment to the
country after they were subjected
to the worst kind of state
terrorism by Indian forces.

Pakistan. They hoist Pakistani

days. The matter of fact is that
Pakistanis and Kashmiris
consider the Kashmir dispute as
an unfinished agenda of the
partition of the South Asian sub-
continent in 1947 and the
Kashmir liberation struggle as an
inseparable part of Pakistan
movement.
The ideological and sentimental
attachment of the Kashmiris with
Pakistan was worth-seeing when
the entire valley erupted in
jubilation on the Pakistani team's
victory in the ICC Champions
Trophy's final by crushing
Indian team at the Oval,
England, on 18th of June 2017.
The Pakistani leadership has
always represented the
Kashmiris' aspirations and never
betrayed the faith reposed on
them by the Kashmiri people.
The father of the nation, Quaid-e-
Azam Muhammad Ali Jinnah,
due to his commitment to the
interests of the Kashmiri people
had visited Jammu and Kashmir
three times before 1947. He had
rightly termed Kashmir as the
Jugular Vein of Pakistan.
Former Prime Minister, Zulfiqar
Ali Bhutto, had vowed to wage a
thousand-year war for Kashmir.
Prime Minister, Mohammad
Nawaz Sharif, and the Army
Chief, General Qamar Javed
Bajwa, are forcefully advocating
settlement of the conflict over
Kashmir in accordance with the
Kashmiris' aspirations in line
with the relevant UN resolutions
for ensuring durable peace in
South Asia. There is no denying
the fact that despite facing the
KASHMIR INSIGHT
worst kind of Indian military
aggression for supporting the
Kashmiris during the past almost
seven decades, Pakistan never
gave up its support to the
Kashmir cause and continues to
advocate resolution of the
dispute according to the
aspirations of the Kashmiri
people.
Conclusion
The passing of Accession to
Pakistan Day resolution on 19th
July, 1947 by the majority of the
people of Kashmir was their
verdict that they will be a part of
Pakistan. This resolution is still
valid and continues to establish
the fact that the Kashmiris have
spiritual, social, political and
cultural links with Pakistan and
they want to be the part of this
country. The worst kind of
Indian state terrorism in
occupied Kashmir during the
past almost seven decades and
the ongoing wave of Hindu
extremism featured with anti-
Muslim tirade in India stand
testimony to the fact that the
Kashmiris' decision of accession
of Jammu and Kashmir with
Pakistan was justified.

HR violations in IOK during June 2017

India has been resorting to the
worst kind of state terrorism in
occupied Kashmir to suppress the
Kashmiris' just struggle aimed at
achieving freedom from its illegal
occupation of their motherland
for the last almost seven decades.
Indian troops and police
personnel enjoying unbridled
powers under black laws are
committing genocide of the
Kashmiri people to intimidate
them into submission.
Even the UN High Commissioner
for Human Rights, Zeid Ra'ad Al-
Hussein, in his opening remarks
at the 35th session of United
Nations Human Rights Council
held in Geneva, Switzerland, in
June 2017 expressed grave
concern over human rights
situation in occupied Kashmir. He
said, ..We continue to receive
reports of increasing violence,
civilian casualties, curfews and
website blackouts in Kashmir.
This was the third successive
policy statement by the UN
official at the Human Rights
Council that chastised India for
gross human rights abuses by its
forces in the occupied territory.
Earlier, in September 2016 and
March 2017, Zeid Ra'ad Al-
Hussein had raised similar
concerns about the sufferings of
the people of occupied Kashmir at
the hands of Indian forces.
India needs to acknowledge the
fact that it will not be able to
continue its illegal hold on Jammu
and Kashmir for long and must
initiate measures to give the
Kashmiri people their inalienable
right to self-determination it had
promised several decades ago.

occupied Kashmir during the
month of June.
June 1: Indian troops killed three
youth during a crackdown
operation in Nathipora area of
Sopore.
Indian police arrested seven
youth from Chursoo,
Awantipora, Qamarwari and
Hajin areas.
June 2: At least fifteen people
were injured when the troops
fired pellets and teargas shells on
peaceful protests in Srinagar,
Islamabad, Sopore, Trehgam and
Handwara areas against the
killing of the youth.
Over thirty shops were gutted in
a fire that broke out due to the
firing of teargas shells by Indian
forces at Reshi Bazaar in
Islamabad town.
The puppet authorities put the

Burhan Wani A new phase of Kashmir resistance movement
Indian troops killed a popular
Kashmiri youth leader, Burhan
Muzaffar Wani, in cold-blood
during a fake encounter in
Kokernag area of Islamabad
district in Indian Occupied
Kashmir on July 8, 2016. A sea of
people was witnessed in Tral, the
hometown of Burhan Wani, on
July 9, 2016. Thousands of people,
defying curfew and other
restrictions, converged on the
town from different areas of the
territory to attend the funeral
prayers of the martyred young
leader. Additionally, funerals in
absentia were held at several
places in the territory. Almost
every Kashmiri was on the streets
of the occupied territory on that
day.
Indian forces personnel
responded with brute force
against the mourners and
showered them with bullets,
pellets and teargas shells. Men,
women and children were beaten
up mercilessly on the streets and
in their homes. The participation
of hundreds of thousands of
people in the funeral prayers of
Burhan Wani and in the
subsequent protests over his
killing was a clear referendum of
the Kashmiris against the Indian
occupation of Jammu and
Kashmir. On one hand, it depicted
their love, affection and
attachment to the Kashmir
movement, while on the other, it
rooted out the false narrative of
India and its media that had
always tried to equate the
Kashmiris' liberation struggle
with terrorism and dub the
movement as an activity of a
handful of misguided Kashmiri
youth.
Burhan Wanis killing initiated a
new phase of Kashmir resistance
movement that infused fresh
blood to the uprising. The mass
movement triggered by his death
continues even after the passing of
one year. However, at the same
time, the past one year has been a
year of miseries and agonies for
the people of Kashmir. Instead of
respecting the Kashmiris
sentiments, India has been
resorting to new methods of
cruelty and use of force. Since 8th
July 2016, more than 150 people
have been killed so far and over
19,350 injured - of whom 68 have
been blinded totally. Around 200
youth have lost their eyesight in
one eye and over 1800 have
suffered partial damage to their
eyes - due to the firing of pellets,
bullets and teargas shells by
Indian police and troops on
peaceful protesters. About 18,000
people including Hurriyet leaders
and activists have been arrested
during this period and 792 of them
have been booked under
draconian law, Public Safety Act.
Despite all the mayhem, which
ensued the extrajudicial murder
of Burhan Muzaffar Wani, people
remained on streets for 133
successive days as part of protest
programmes given by joint
resistance leadership comprising
Syed Ali Gilani, Mirwaiz Umar
Farooq and Muhammad Yasin

Malik. The occupation authorities
continued to keep mobile and
internet services suspended for
over four months besides
imposing curfew and other
restrictions for around one
hundred days. The authorities
still continue to keep Hurriyet
leadership under house arrest or
in police custody. It is a fact that
Burhan Wani who had become a
new icon of the Kashmiris
resistance movement had
unnerved Indian authorities due
to his effective role in exposing the
Indian nefarious designs against
the people of Kashmir and
projecting the Kashmir cause
through social media. This was
admitted even by a retired Indian
Army General, Syed Ata Hasnain,
who spent more than two decades
serving in occupied Kashmir. In
an interview with the New York
Times dated July 10, 2016, General
Ata said, He (Burhan Wani) was
not personally associated with
violence so much, but was
associated with leadership. He
also said that Burhan Wani had
conveyed the message of
freedom.
Burhan Muzaffar Wani was a
brave blossoming young man.
Like others, he had cherished

dreams and ambitions for his life.
However, opting for a path of
resistance full of dangers meant a
lot that he had explained in many
of his posts. He had found himself
morally bound to become the
voice of Kashmiris who were
brutally suppressed, killed,
maimed and humiliated by India
and were deprived of all basic
human rights. This way he
actually represented the
aspirations of millions of
Kashmiri youth who have stood
against Indian repression even at
the cost of their lives and consider
Burhan as their hero. The murder
of Burhan Wani in a staged
encounter has not been a new
thing in occupied Kashmir. India
accelerated the process of the
genocide of the Kashmiris after
1989 when they intensified their
freedom movement. The killing of
innocent Kashmiri youth in fake
encounters near the Line of
Control after arresting them from
different parts of the occupied
territory has been a decades-old
practice of Indian troops. The
main aim behind such actions has
been to malign the Kashmiris
ongoing freedom movement by
portraying the victims as
intruders. The Machil and
Pathribal fake encounters are the
glaring examples of this wicked
practice. It has been proved after
thorough investigations that
dozens of encounters including
the above-mentioned two were
staged by Indian Army personnel
to earn medals and promotions.
Such extrajudicial killings are in
clear violation of International
Laws and Geneva Conventions
under which even the killing of a
combatant after being taken into
custody is a serious crime. The
extrajudicial killings cannot be
justified by any internationally
established law. The Indian
forces personnel have so far
killed over 7,000 Kashmiris in
custody and subjected more than
10,000 to custodial disappearance
since January 1989. The discovery

of thousands of unnamed mass
graves across the occupied
territory solidifies the
apprehension that the people
killed in custody and those
subjected to disappearance by the
troops are buried in these graves.
The world community needs to
hold India accountable for its
genocidal acts and crimes against
humanity and take practical
measures to settle the Kashmir
dispute by ascertaining the will of
the Kashmiri people regarding
their future through holding of
UN-supervised plebiscite in
Jammu and Kashmir. The stepped
up Indian state terrorism
following Burhan Wanis killing
must serve as a wakeup call for the
international community. It is also
high time for New Delhi to accept
the reality that no amount of its
state terrorism can intimidate the
Kashmiris into submission. It
should respect the aspirations of
the Kashmiri people and give
them their inalienable right to
self-determination in accordance
with the UNSC resolutions on
Kashmir. This is imperative for
ensuring permanent peace and
stability in South Asia.

UNHRC session: World attention drawn

towards Indian atrocities in IOK
Speakers at different functions
including seminars, conferences
and demonstrations organised
during the 35th session of the
United Nations Human Rights
Council held in Geneva,
Switzerland, from June 6 to 23,
2017 condemned the gross
human rights violations
perpetrated by Indian troops and
police personnel in occupied
Kashmir. They asked India to
stop killings in the territory and
settle the Kashmir dispute by
giving the Kashmiri people their
inalienable right to self-
determination for ensuring
permanent peace in South Asia.
Kashmiri representatives
including Altaf Hussain Wani,
Syed Faiz Naqshbandi, Sardar
Amjad Youssef Khan, Mrs
Shamim Shawl, Hassan Al-
Banna, Ahmed Quraishi, Pervaiz
Ahmed Shah and Professor
Shagufta Ashraf took part in
different activities during the
UNHRC session and highlighted
the Indian atrocities in occupied
Kashmir. They also met
representatives of different
organisations and many
dignitaries and apprised them of
the present human rights
situation in the occupied
territory.
On June 6, the UN High
Commissioner for Human
Rights, Zeid Raad Al-Hussein,
in his opening remarks at the
session expressed grave concern
over human rights situation in
occupied Kashmir. He said,
..We continue to receive
reports of increasing violence,
civilian casualties, curfews and
website blackouts in Kashmir.
This was the third successive
policy statement by the UN
official at the Human Rights
Council that chastised India for
gross human rights violations in
occupied Kashmir. Earlier, in
September 2016 and March 2017,
Zeid Raad Al-Hussein had
raised similar concerns about the
sufferings of the people of
occupied Kashmir at the hands of
Indian forces in the occupied
territory. With these statements
ended the UNs 50 years long
silence on Kashmir.
On June 7, the Kashmiri
representatives while taking part
in a debate in the UNHRC called
upon the Council to appoint
Special Representative to assess
the rights situation in occupied
Kashmir.
Syed Faiz Naqshbandi in his
speech extended support to the
initiative of UN High
Commissioner for Human
Rights of sending a UN team to
occupied Kashmir to take stock
of the ground situation in the
territory.
He said, systematic human rights
violations are taking place in
occupied Kashmir. Pellets and
bullets are being fired
indiscriminately on peaceful
protestors by Indian forces.
Medical reports show that pellets
and bullets have been fired by
Indian troops above the
abdomen. All this is happening
in a systematic manner, as the
forces enjoy impunity under
black laws Armed Forces Special
Powers Act and Public Safety
Act, he added.
Syed Faiz Naqshbandi further
said that human rights abuses
had touched extreme height as
Indian forces personnel
deployed in occupied Kashmir
used civilians as human shield.
He pointed out that on April 9, a
Kashmiri youth namely Farooq
Ahmed Dar was tied to the
bumper of an Indian military
jeep as a human shield. He
deplored that the culprit military
officer, Major Leetul Gogoi, was
awarded commendation card by
the Indian Army Chief for his
brutal action.
He told the UNHRC that India

services in the territory. This all
is aimed at hiding the atrocities
of Indian forces on people, he
said and asked the Council that
how long it would take the UN
mechanism to intervene to stop
the loss of lives in occupied
Kashmir?
Mrs Shamim Shawl in her
address said that Indian forces
had snatched all fundamental
freedoms and human rights in
occupied Kashmir. The UN
General Assemblys Resolution
of 17th December 1979 provides
the guidance on the Code of
Conduct in all the conflict
zones, she said, adding that the
use of pellets to blind and kill
people was a gross violation of
international law.
Shamim Shawl said that the
arrest of hundreds of students
under draconian law, Public
Safety Act, was a deliberate
attempt to stop them from
continuing their education.
Kashmir has been turned into a
graveyard, she added.
The killing of 12th class student,
Aadil Farooq Magray, in the
firing of Indian troops on
peaceful protesters in Shopian on
June 6, 2017 was also raised on
the occasion.
Sardar Amjad Youssef Khan
commended the top UN Rights
Chief for his policy statement in
which he mentioned his request
to the governments of India and
Pakistan to invite teams from the
office of the High Commissioner
to examine the situation of
human rights on both sides of the
Line of Control.
He also welcomed the statement
made by the Permanent
Representative of Pakistan to the
United Nations, Ambassador
Farrukh Amil, assuring to
facilitate the UN Mission and
asking India to do the same.
This Mission is essential
because of the deteriorating
situation in occupied Kashmir,
Sardar Amjad Youssef said.
Altaf Hussain Wani in his speech
drew attention of the diplomats
towards the crackdown on the
members of civil society and
restrictions on peaceful protests
and assembly in occupied
Kashmir. He said that during the
first five months of 2017, over 40
people were killed and hundreds
injured in different incidents in
occupied Kashmir involving the
Indian troops.
On June 9, Syed Faiz Naqshbandi
met Ms Kate Gilmore, United
Nations Deputy High
Commissioner for Human
Rights, and apprised her of
Indian atrocities in occupied
Kashmir. He told the UN official
that Jammu and Kashmir was a
UN-recognised disputed
territory where Indian troops
and police personnel were
committing massive human
right violations. He said, Indian

protesters due to which

On June 11, British expert and
historian, Victoria Schofield,
while speaking at an
international event on the
sidelines of the UNHRC session
said that the holding of UN-
supervised plebiscite as was
promised in the resolutions of
Security Council was a key
requirement to resolve the
Kashmir dispute.
The event was organised by three
international NGOs - World
Muslim Congress (WMC),
International Islamic Federation
of Student Organisations
(IIFSO), and International
Muslim Womens Union
(IMWU) - all having special
status at the UN. Altaf Hussain
Wani moderated the event while
Sardar Amjad Youssef was a
keynote speaker.
Victoria Schofield, the author of
several books and papers on
Kashmir conflict, told the
diplomats and rights defenders
that settlement of the Kashmir
dispute through UN-supervised
referendum was pending for the
past several decades. She
compared life in Kashmir under
curfews to the life in cities in
Europe to highlight the
sufferings of the Kashmiri
people.
She was joined by activists from
occupied Kashmir, Palestine and
Western Sahara, and UNs
independent expert on the
promotion of equitable
international order, Alfred de
Zayas. The UN Independent
expert said that the World Body
was duty-bound to implement
its resolutions on Kashmir.
Referring to states that became
independent without shedding
of blood after the fall of Soviet
Union, Alfred de Zayas
wondered why Kashmir
freedom was taking time despite
so many sacrifices.
On June 16, members of
Kashmiri delegation apprised
the diplomats and
representatives of international
human rights organisations
about the sufferings of the people
of occupied Kashmir at the hands
of Indian forces.
Ahmed Quraishi told a sideline
event at the UNHRC that India
was at war against an entire
generation in occupied Kashmir.
The event titled, Youth in
Conflict and Right to Education
was presided over by Sardar
Amjad Youssef Khan and the
speakers included Altaf Hussain
Wani and Hassan Al-Bana.
Ahmed Quraishi said that the
worlds largest movement for
civil and political rights,
including the right to self-
determination, was underway
now in occupied Kashmir.
Young men and women are
leading it. India is trying to stop
the movement by crippling the
younger generation through
torture and murder, he said.

up to eighty percent.
On June 17, Shameem Shawl held
a meeting with David Kaye, the
UN Special Rapporteur on
freedom of expression and
opinion, and apprised him of the
continued ban imposed by the
Indian government on social
media and Internet in occupied
Kashmir. She also briefed him
about the gross human rights
violations and brutalities
committed by Indian forces in
occupied Kashmir and
demanded that the UNHRC
teams should visit and take stock
of the situation prevailing in the
territory.
On June 19, Syed Faiz
Naqshbandi addressing the 35th

Beauty Thy Name is
Hangul - the Kashmir stag
The Kashmir stag, also called
Hangul, is a subspecies of Red
Deer. It is a native of occupied
Kashmir and Indian state of
Himachal Pradesh. It is listed as
critically endangered animal by
the International Union for
Conservation of Nature (IUCN)
as population was counted 160
mature individuals in 2008
census.
Description
This deer has a light rump patch
without including the tail. Its
coat colour is brown with a
speckling to the hair. The inner
sides of the buttocks
are grayish white,
followed by a line on
the inner sides of the
thighs and black on the
upper side of the tail.
Each antler consists of
five tines. The beam is
strongly curved
inward, while the brow
and bez tines are
usually close together
and above the burr.
The male hangul is
known for its
magnificent antlers that can have
nine to 16 branches. It is an
extremely shy deer found either
alone or in small groups. It is
termed critically endangered
by the IUCN Red List and in
Schedule 1 of the Wildlife
Protection Act in India.
Distribution and ecology
This deer lives in groups of two
to 18 individuals in dense
riverine forests, high valleys, and
mountains of the Kashmir Valley
and in northern Chamba area of
Himachal Pradesh.
In occupied Kashmir, it is found
in Dachigam National Park at an
altitude of 3,035 meters above the
sea level.
Threats and conservation
This deer once numbered from
about 5,000 animals in the
beginning of the 20th century.
Unfortunately, they were
threatened, due to habitat
destruction, overgrazing by
domestic livestock, and
poaching and they dwindled to
as low as 150 animals by 1970.
However, the administration of
occupied Kashmir in
collaboration with the IUCN and
the World Wildlife Fund (WWF)
prepared a project for the
protection of these animals. It
became known as Project
Hangul. This brought great
results and the population
increased to over 340 by 1980.
Shortly before the expedition
was mounted, Fiona Guinness
and Tim Clutton-Brock, both
noted deer experts, had visited
occupied Kashmir and had
gathered some useful field data,
which confirmed that hangul
numbers were at a dangerously
low level.
Scientifically known as Cervus
elaphus hanglu, the hangul is the
only surviving race of the Red
Deer family of Europe in South
Asia. The animal is battling for its
survival in its last bastion. The
stags are now scattered within

141 km of the Dachigam
National Park located on
foothills of Zabarwan range in
Srinagar. Known for its
magnificent antlers with 11 to 16
points, hangul was once
distributed widely in the
mountains of Kashmir. During
1940s, their number was believed
to be about 3,000 to 5,000. As per
the latest census in 2008, only
around 160 animals existed.
The hangul moves between
upper and lower Dachigam in
search of food. It spends winter
on lower elevations below 2,000
metres in valleys and
gorges while in spring
it moves up the
mountain slopes in
search of lush green
grass that comes up
after the snow melts.
The deer spends the
summer months at
elevations between
2,700 to 3,600 metres
and again returns to
lower elevations at the
onset of winter.
The stags use lower
Dachigam between September
and April; the mating season
starts in mid-September and
ends a month later. By the end of
April, after the fawning, they
move to upper Dachigam to their
summer grazing grounds.
Currently, these same grazing
grounds are used by the Gujjars,
Bakarwals and other shepherds
who take their livestock to higher
altitudes during summer. In the
vast areas of Nageberan and
Marser, thousands of sheep,
goats, horses and cattle are
grazed by Gujjars, Bakarwals
and Banyaris. This has created
potential competitors and
persistent sources of disturbance
for hangul during summers.

when he is off his land. Clever
people exploit his simplicity, his
ingenuousness and his capacity
to work. He may be made the butt
of many a jest, or the victim of a

practical joke, and he bears his
cross on his ample shoulders
patiently.
Owing to the rigor of the climate
in Kashmir, the peasant has to
pass through a period of unem-
ployment for nearly five months
in a year. The well-to-do farmers
can afford to enjoy this enforced
rest, consuming cooked rice,
lentils, turnips and pickled knoll
kohl to their hearts' content.
Those who are not so well-off
supplement their slender
incomes by working on cottage
looms and turning out woolen
blankets. Others, standing at the
lowest rung of the ladder, hire
themselves out as domestic
servants in the larger towns, or
the metropolis of Srinagar. Aziz
Bhat commonly known as Aziza
belonged to this last class.
Many years ago when the corn
was abundant to the extent of
superfluity, Aziza could not
stretch his harvest so far as to
cover the needs of the family all
the year round. He was the father
of two children, and in spite of the
labours of the whole family even
the elder child would sometimes
contribute his mitehe ran into
debt. He was, therefore,
compelled to drift towards the
city in search of temporary
employment as a domestic
servant.
Untutored in the ways of the
world as he was, he did not think
it would be easy for him to find
some employment in the city. He
spent the first night in a mosque
wrapped in a blanket, for he
knew of no secular habitation
where he could obtain shelter. He
feasted on a couple of dry loaves
and sincere prayers rose from his
heart. The next morning had a
pleasant surprise for him, for he
met an acquaintance, a rare
experience for him. The man
belonged to a village in the
neighbourhood of his own, and
they knew each other moderately
well. Aziza considered his night
well-spent when his acquain-
tance promised to get him the sort
of employment he was after.
The acquaintance was as good as
his word. Aziza was taken to the
house of a man who appeared to
be very prosperous. There were
already a couple of servants in the
house and Aziza made the third.
Khwaja Saheb, that is how the
head of the house was desig-
nated, called him to his presence
and said, "Many people proudly
seek my service for the consider-
ation of free board and lodging.
Will that satisfy you?"
Aziza was so overawed by the
manner of the Khwaja in his
costly shawl and turban that he
found words missing from his
tongue. With difficulty he
seemed to stammer out: "Noble
sir, I am a poor man having left
little ones in the village."
Khwaja Saheb was thereupon
pleased to fix half-anass load of
paddy as his monthly wages
besides the privilege of free board
and lodging. "But, mind you, if
ever one of my servants is not
able to complete a task given to
him, he is subjected to a fine," said
he, half in jest and half in serious-

ness. Aziz's companion only
laughed "ha! ha" by way of taking
the sting out of these words and
he himself grinned bashfully.
The winter was on and Aziza
gave his best to the employer.
Late at night before he went to his
bed Aziza had the privilege of
being admitted to the bed
chamber of his employer. He was
asked to massage the legs of
Khwaja with his strong muscular
hands, for he found sleep
evading him until he was
subjected to this process. Early in
the morning, sometimes even
before the rooster crew, the
Khwaja would shout "Aziza" and
the latter was expected to be
ready with the hubble-bubble,
refilled with fresh water from the
river, with tobacco and live coal
to enable his employer to fumi-
gate his interior to his fill. He was
the favourite of the harem so far
as he would be entrusted with all
tasks requiring personal atten-
tion. His colleagues the fellow
servants in the house encouraged
him in this belief, for otherwise
such tasks would fall to their own
lot. This encouragement light-
ened their tasks, for Aziza could
easily be got into the right frame
of mind so as to volunteer to
undertake what all shirked.
At the end of a period of about
four months Aziza thought of
going home. He had not seen his
family all the while and soon his
farm would claim his attention.
He made a request to the great
Khwaja, the first of its kind. The
latter did not seem to relish it, and
with a face beaming with a
mischievous smile he said,
"Aziza ! I shall certainly pay all
your dues. But before I do so, go
to the market and get me two
things, wy (eh!) and wai (oh!).
Your wages will be paid to you
only when you get the things."
"Eh and Oh!" ejaculated Aziza in

utter amazement, for he had
never heard of such things.
However, he had not the face to
articulate his suspicions lest it be
only his ignorance. So he set out.
He roamed long and far, but
never did any shopkeeper seem
to deal in these substances. Some
laughed outright, others pricked
their ears while some came to
regard him light in the head.
"Should I fail in this last task?"
cried he. "All these months I
worked to the utter satisfaction of
everybody and now this last
straw seems to be too much for
me and the big man will probably
eat up my wages if I fail to satisfy
him.... "
He was walking abstractedly,
with these thoughts pressing
upon his mind. He went from
shop to shop. At the seventh or
the seventeenth shop he met with
a different response to his
inquiry.
And what do you require them
for, my good man?" asked the
shopkeeper, an old man with a
rich stubble on his face.
Aziza told his tale.
"And if you fail to place them
before him you won't get your
pay, your hard-earned dues, is
that it?"
"Exactly; that is what the man
threatens me with."
The old man soon found out that
the Khwaja was trading upon the
simplicity of the peasant. He was
himself something of a sport and
he thought of playing the game
for the fun of it.
"I can give it to you provided you
hand it over directly to the
Khwaja himself without showing
it to any one else. Do you agree?"
Aziza agreed.
"Such precious things are not
found with every grocer. Even I
keep it in a godown. You will
wait here for me."
He returned after
half-an-hour and
gave Aziza a
package covered in
an old newspaper
bound with a dried
weed. He got eight
'annas' for his pains
and Aziza was glad
that he could now
keep his head high
in the presence of all
the other servants in
that he had not
failed in his errand.

very rosy mood
when Aziza
appeared before

Indian Criminal leadership
Dear editor, the news stories and
videos emanated from occupied
Kashmir before the imposition of
ban on the Internet services in the
Kashmir Valley have depicted an
extremely cruel Indian
occupation that has exceeded
even the strongest prohibitions
in the laws of warfare.
It was always assumed that the
brutal actions of Indian troops in
occupied Kashmir - from using a
Kashmiri youth as a human
shield by tying him to the bonnet
of a jeep to the use of pellet guns
to blind peaceful protesters -
were the acts of individual
soldiers and commanders caught
in the heat of battle. It was
thought that the regular Indian
Army held itself to the standards
of decency and proportionality
enshrined in international law
that are upheld by all
professional armies in the world.
However, the recent statements
by the Indian Army Chief,
General Bipin Rawat, indicate
that these actions are directed
from the top as a policy matter.
It was a shameful day for the
armed forces of the so-called
largest democracy of the world
when General Rawat not only
personally awarded with the
commendation card the officer
who ordered the use of a
Kashmiri youth as a human
shield but also openly advocated
the use of such actions in the
future as well.
He has publically stated that I
wish these (Kashmiri) people,
instead of throwing stones at us,
were firing weapons at us, then I
would have been happy, then I
could do what I want,
displaying his disdain for rules
and regulations and his desire to
kill innocent Kashmiri youth.

way he would order to shoot

and perhaps even much worse.
While Narendra Modi-led
government cannot be expected
to say anything, international
human rights groups are
speaking up.
The Executive Director of
Human Rights Watch, Kenneth
Roth, in a statement called
General Rawat's support for
human shields as criminal
leadership while the Amnesty
International has called upon the
Indian government to stop using
pellet guns as they offend global
standards of policing.
Despite this widespread
condemnation of its actions, the
Indian Army is being told by its
leadership to continue violating
international law in occupied
Kashmir.

Remembering martyrs
Dear editor, it was on July 13,
1931 when twenty-two unarmed
peaceful protesters were gunned
down by the forces of Maharaja
Hari Singh outside Srinagar
Central Jail while they were
demanding release of one Abdul
Qadeer, who had dared to
condemn the autocratic ruler of
Kashmir - the Dogra Maharaja.
Therefore, July holds a special
place in the hearts and minds of
the people of Jammu and
Kashmir. In this long struggle for
emancipation, hundreds of
thousands of Kashmiris have
rendered their lives and others
have been forced to become
captives in their own land. Since
the partition of Indian
subcontinent in 1947, over
100,000 Kashmiris have been
martyred in their struggle for

achieving their right to self-
determination, but despite all
hardships, the Kashmiri people
firmly believe that the sacrifices
of their martyrs would not go
waste and they would soon get
rid of Indian bondage. I believe
India's brutal tactics will, in no
way, be able to break the resolve
of the Kashmiri people to carry
forward their struggle for
securing their inalienable right.

Kashmiris' genocide
India has been committing
genocide of the Kashmiris for the
past almost seven decades in a
planned manner. It is muzzling
the peaceful voices of the
Kashmiri people through its
military might. Killing of
innocent people, custodial
disappearances, extrajudicial
murders, rape of women and
destruction of the public
properties by Indian troops and
police personnel is a routine
matter in occupied Kashmir.
Indian forces' personnel are
committing the worst kinds of
human rights violations - in fact
crimes against humanity - with
impunity due to the unbridled
powers given to them under
draconian laws like Armed
Forces Special Powers Act and
Disturbed Areas Act.
The world community needs to
realise the fact that peace would
continue to elude South Asia
until the Kashmir dispute was
settled as per the aspirations of
the Kashmiri people. It must take
steps towards resolving this
dispute to save the Kashmiris
from Indian brutalities.
