NSP53 St Thomas St / Bermondsey St update

OBF cafe consultation on NSP53 proposals completed with 130+ responses sent to
Southwark Council within their deadline. 88% of respondents were unaware of the
NSP53, despite Southwark Council claiming they have fully consulted. 78% agreed
development on NSP53 shouldn't be high rise. Comments not yet received from
Southwark.

OBF now intend to produce community lead counter proposals for NSP53 in order to
demonstrate locally desired alternative to high rise development.

Network Rail and Sellar invited to join todays meeting, both send apologies and offer to
meet another time.

Action: arrange meet with Sellar / Network Rail, collate remaining NSP53 responses and
issue to Southwark

Launch of local buildings list

Southwark currently do not have a local list therefore OBF are to begin collating a local
list in order to designate features within the neighbourhood that contribute to the
character and culture of the area that are otherwise undesignated. Entries can include
buildings, public realm, gardens, street furniture and features. OBF propose splitting the
neighbourhood area into 5 smaller parts in order to manage collating of local list. At the
meeting 9 buildings with area 1 (St Thomas Street to Leathermarket Street) were
discussed and agreed for inclusion, and additional nominations tabled.

Unclear as to how the Local List should be formalised, either as stand alone policy or
appendix to Neighbourhood Plan - direction from Southwark required.

Placemarks project should be considered during creation of Local List, this could form
basis for Local List entries. This is considered as a less formal Local List, Southwark have
agreed in principle to a Placemarks List as an appendix to Neighbourhood Plan

Action: send a mail-out of blank template asking for nominations for local list, beginning
with area 1.

Vinegar Yard warehouse as an Asset of Community Value [ACV]

OBF exploring the potential of nominating the Vinegar Yard warehouse as an ACV
marking it as a property of importance to the local community which is subject to
additional protection under the Localism Act.

More research required into if this is possible, suggestion that a vacant building may not be
an accepted nomination. Southwark Council have a published list of all approved ACV
nominations online, 10 out of 15 entries are public houses. Potential of Horseshoe Inn Pub
being nominated, suggestion to be motioned to owner.

Southwark Council have set Russell an email of all the rejected nominations, this needs to
be studied to further understand approval process.

Action: further research ACV, approach Horseshoe Inn public house
