Chapter 2

Design Summary
This chapter of the PER provides an overview / summary of the proposed upgrades and improvements to
the Salisbury WWTP necessary to achieve the future enhanced nutrient removal (ENR) required by their
MDE NPDES permit, improve the operational reliability of both the liquid and solids treatment processes,
and reduce the amount of biosolids the facility must dispose of by replacing the unsafe and unreliable
dryer. The information presented in this chapter is expanded upon in chapters 3 through 21 of this PER
and additional backup / supporting material can be found in the Appendices.

2.1 Flows and Loads


BC updated the basis of design presented in the CAP as a result of the data collected during the
wastewater characterization study (Appendix A) as well as additional influent and primary effluent
complimentary data collected by plant staff. Appendix B describes the development of the flows and
loads used to develop the basis of design presented in Table 1-1. These data sets indicated that the
influent TKN-to-COD ratio used during the CAP was low compared to the actual values measured during
the wastewater characterization study. This value came from very limited historical data available at the
time. BC believes the value obtained from the wastewater characterization study is more representative
of the wastewater at the City of Salisbury WWTP. Additional samples collected over the last several
months have confirmed that the higher TKN values are correct.
There are two significant changes in the design criteria in Table 1-1 and those used in the CAP. The first
is the design AADF. After the CAP, the City of Salisbury directed BC to use 8.5 mgd for the design AADF
instead of 10.2 in the CAP, because MDE will not issue the Salisbury WWTP a permit for 10.2 mgd. The
second change is the increase in influent TKN load. After the special sampling, BC recommended
increasing the design influent TKN concentration from 36.4 mg/L to 53.8 mg/L. This increased the
influent TKN load from 3,100 pounds per day to 3,800 pounds per day.

2.2 Process Flow Diagrams


Figures 2-1 and 2-2 illustrate the overall process flow diagrams (PFDs) for the recommended liquid and
solids treatment processes, respectively. Although the recommended liquid and solids treatment
processes are essentially the same as those recommended in the CAP, the following changes should be
noted:
Conversion of the Internal Recycle Valve Vault to a junction box to blend RAS and IMLR prior to the
Internal Recycle Junction Chamber (Figure 2-1).
Removal of the internal baffle wall in the primary anoxic tanks based on modeling results that
demonstrate that separation of this zone into two tanks was unnecessary (Figure 2-1).
Providing four trains for the supplemental tanks (rather than three trains) to provide additional
redundancy and allow more of the WWTP to be in-service during annual maintenance on fine
bubble diffusers (Figure 2-1).
A fourth secondary clarifier is recommended to avoid increasing the supplemental biological tank
volume to handle the higher influent TKN values that were discovered during the special sampling
and in subsequent samples collected over the past several months (Figure 2-1).

Addition of rotary drum thickeners to thicken the waste activated sludge (WAS) prior to the first
tank of each aerobic digester / sludge holding tank train. This will allow Salisbury the flexibility to
either co-thicken the WAS and primary sludge in the primary clarifiers or thicken the WAS
separately in the rotary drum thickeners (Figure 2-2).
Addition of a surge bin after the dryer to cool down the material and stabilize the loading process
(Figure 2-2).

2.3 Site and Yard Piping Plans


Figures 2-3 and 2-4 illustrate the proposed site plan and yard piping plan for the recommended liquid
and solids treatment processes, respectively. The color coded highlighting on the figures is as follows:
1) Red new process unit or equipment, 2) Yellow significant modifications to existing unit processes
or equipment and 3) Green either minor or no modifications to existing unit processes or equipment.
This is a high level overview of what is described in greater detail in chapters 3 through 21 of this PER.
The modifications between these site plans and those provided in the CAP are as follows:
Installation of the new alkalinity storage and feed system where an unused secondary
containment area is currently located.
Conversion of the Internal Recycle Valve Vault to a junction box to blend RAS and IMLR prior to the
Internal Recycle Junction Chamber.
Modifications to the biosolids storage building and the installation of an adjacent mixing / loading
/ unloading pad with controlled storm water runnoff.
Relocation of the new generator area to immediately adjacent to the new Blower Building to
provide backup power to MCC-11 that distributes power to most of the new equipment proposed
for this upgrade.
A fourth secondary clarifier west of secondary clarifier 3.
Shifting the supplemental Biological Tanks north into the adjacent property that the City plans to
acquire.
Relocation of the backflow preventer on the potable water line where it enters the WWTP site.
Shifting the UV building from west of the maintenance building to east of the maintenance
building.
Addition of a storm water treatment system on the eastern end of the site near the existing
chlorine contact basins.

2.4 Hydraulic Profiles


Figures 2-5, 2-6 and 2-7 illustrate the proposed hydraulic profiles for the recommended liquid treatment
process. Figure 2-5 represents the upstream portion of the Salisbury WWTP hydraulic profile from the
Headworks through the Supplemental Biological Tanks. Figures 2-6 and 2-7 represent the hydraulic
profiles for the Salisbury WWTP from downstream of the Supplement Biological Tanks through the outfall
in the Wicomico River. These two profiles represent two options that are still being considered: 1) Keep
the existing 30-inch outfall line and elevate the new UV structure or 2) install a new 36-inch outfall line
and reduce the height of the new UV structure. Brown and Caldwell used our proprietary Profile model to
develop these profiles. Profile model outputs are in Appendix C of this report.
It should be noted that there appears to have been a disconnect between the hydraulic calculations and
the hydraulic profile prepared by OBrien and Gere (OBG) as part of the BNR/ENR upgrades project. We
have determined that there is significantly more loss between the outfall and the effluent of the existing
filter structure than shown on the hydraulic profile in the as-built drawings. Details of how we propose
to overcome this obstacle are discussed in Chapters 9, 10 and 11.

2.5 Design Criteria for the Recommended Improvements


Table 1-2 provides a summary of all of the design criteria for the existing (re-used) and proposed
BNR/ENR improvements at the Salisbury WWTP required to achieve the nutrient removals and improved
performance required. New unit processes or equipment is highlighted by BOLD text, whereas existing
equipment or unit processes are normal font. Details on all of this information can be found in Chapters
3 through 21, which are arranged from the upstream to downstream end of the liquid treatment train
and then from the upstream to downstream end of the solids treatment train.
