1. General information about the projects implied in the analysis

In this stage subject to impact assessment Priority Axis 3 "Economic and Social Development" - Area
of Intervention 3.3 "People to People" Cooperation were all projects completed by 30.10.2012.
Thus 9 projects have been analysed, whose total value was of 1.726 million euro. Among the
projects in the analysis, 7 were coordinated by organizations / institutions of the Romanian border
region Ro-Bg and 2 projects were coordinated by organizations / institutions in the Bulgarian
region. The analyzed projects totaled a number of 31 partners (16 partners from Romania and 15
partners from Bulgaria). The projects were implemented under the proposed operations 3.3.3
"intensifying the exchanges in education, culture, health, youth and sport'(7 projects) and 3.3.1"
Support the development of civil society and local communities "(2 projects).

2. General objectives of the project

The projects implied in the analysis had the following objectives:

Improving Romanian-Bulgarian cooperation in oro-dental health and reducing disparities


between rural and urban areas in the cross-border area of Romania and Bulgaria;
Development of the common Romanian-Bulgarian cooperation in education and health;
Setting the stage for economic and social cooperation between communities Mehedinti-
Vidin border area;
Improving cultural exchanges among young people and older people through the game of
chess;
Developing sustainable partnerships between sport clubs in the border area Olt - Russe and
increasing the number of sport events;

Increased awareness of cultural identity, to stimulate and maintain the customs and habits
in the Montana Calafat border region;

feeling of European identity among them;
Building a sustainable cooperation between cross-border communities Constanta-Silistra,

5.1 Improving the Romanian-Bulgarian cooperation in oro-dental health and

6. Intensifying the exchanges in education, culture, health, youth and sport


6.1 Enhancing cultural exchanges among young people and older people through the game of
chess

among young people. The events have received very good
feedback from all participants regardless of whether they were
spectators or competitors.

Activities have focused on raising awareness of the
importance of sport.

Among the participants in the competition there


were supporters, spectators, the number of people
reached to 200 per event (approximately 800 in
total).

Information and promotion Eight articles were published in press and


publications and there was also presented a brief
report on a local television. Presentation to the

events and to increase the number of participants
and spectators.

6.3 Increasing the level of awareness about cultural identity, for stimulating and

Creating a Cultural Information Center Ro- Information Center was opened in the premises of

information to tourists in the cultural field in order to

region, has published promotional brochures and
catalogs with attractive products and cultural
institutions of the area.

("Bobocica" in Bailesti and "Mladost" in Montana)


have formed a partnership of cross-border dances,
Bulgarian dancers taught Romanians while Romanian
dancers taught Bulgarians folk dances. Learning the
specific folk dances was done under the guidance of
masters and experts in folk dances of Romania and
Bulgaria.

Two shows were carried out by the folkloric dance


performers (one in Romania and one in Bulgaria)
with the participation of 40 dancers and 10 cultural
experts. After completion of the project, the folk
dance bands have been invited to attend to other
important cultural events: performances,
international city in Serbia, the tremendous turnout
at Festival "Friendship without borders" organized in
Romania at Calafat and Vidin in Bulgaria.

In order to promote the event, there were


conducted 500 DVDs and 500 CDs with cultural and
folkloric shows (500 and 500 Romanian language in
Bulgarian).

6.4 Sharing the art and traditions of the cross-border area to create new "communities"
and to strengthen existing ones

Organizing art exhibitions in various places in 4 exhibitions were held in the following cities and

coming from the ranks of students, teachers, NGO
and MEDIA representatives and the general public.

6.5 Connections between the communities of the cross-border region through children
and increasing the feeling of common European identity among them

Partnership between education centres . It was created a partnership between general
schools of Castelu, Nisipari, school "Ivan Vazov" of
Silistra, "Lucian Grigorescu" School, Medgidia,
school "Hristo Botev" of Alfatar, Silistra district,
which has organized five settlements in the gym
and sports competitions, folklore events, painting
exhibitions, art camps. the events were attended
by 2,000 people in the five villages (students and
teachers at schools, local government
representatives, senators and deputies,

Creation of artistic cultural formations, well In each partnership school, it was created a cultural

Organising creative camps. At Castelu was organized a camp of painting for 7

Organizing painting exhibitions . With the paintings realized in the camp of creation
there was a painting exhibition at Castelu, which
has enjoyed the participation of about 750 visitors.

Quizzes and sports competitions. Two competitions were organised of handball and
football: one from Silistra and Nisipari.

Organizing Educational Camps (one in Romania and In which regards the camps, there have been

in Romania now and others have in mind to
continue their university education in
Romania, in Constanta.

In total, the project was attended by 238


adolescents (103 boys and 136 girls).

8. Conclusions

In this stage, subject to impact assessment Priority Axis 3 "Economic and Social Development" -
Area of Intervention 3.3 "People to People" Cooperation were 9 projects whose cumulative total
was of 1.726 million euros. The most commonly represented in the project by the beneficiary
organizations were in the Romanian area, Constana (8 representation), Dolj (3 representations)
and Olt (3 representations) and in the Bulgarian area, f Dobrich, Vidin and Silistra (3 each represent
each ). However, within the area analyzed, in the Bulgarian area, the districts are implied in the
project more than the counties in the Romanian area, namely 7 districts having representatives in
the project (Dobrich, Vidin, Montana, Pleven, Ruse, Silistra, Veliko Tarnovo) to only five counties in
the Romanian area (Constanta, Calarasi, Dolj, Olt, Mehedinti).
In the field of "Education, Training, Culture, Sport" there were included 8 projects, all related to
Priority Axis 3 "Economic and Social Development" - Area of Intervention 3.3 "People to People"
Cooperation.
The number of people trained in areas where the projects were implemented was of 136 people. A
total of 10 students and 20 adults of Bulgarian origin studied at universities in Romania that
followed training programs in Romania. Their satisfaction from training conditions was high.
In health, a number of 10,200 people in rural areas have received free treatment in a caravan of
Dentistry.
The cultural events organized within the projects analyzed (a total of five folk festivals) made a very
good impression of the participants and enhance social coherence, cultural cooperation between
people and local communities in the program area. Three groups were created cultural and artistic
foundations were laid partnerships between known bands on both sides of the Danube on tour to
promote the common folk values. The events have enjoyed a good representation of local and
regional media.
To these are added a significant number of 63 events (exhibitions, art camps, physical education
and sports camps, games and contests), totaling about 4,000 direct participants. To participate in

these events about 1300 children / young people have been trained. Of the 63 events, 16 were
devoted to sport.
We will stop further to mention the events and actions which may be permanent in "Education,
Training, Culture, Sport", drawn from the projects in the analysis:

- Common sports competitions held in both areas (chess, football, table tennis, martial arts,
etc). There is even the idea of organizing a cross Olympics Ro-Bg;
- Educational camps, theme camps (eg common history) Visual Arts camp (painting,
photography, film, etc.), sports camps;
- Festivals / performances of folklore, folk music;
- Formations artistic - cultural
- Common ethnographic exhibitions of painting;
- Continuing Dental Caravan and in other regions of the border area.

The projects undertaken have helped to improve the potential for future development of cultural
exchanges and cooperation in the border region. Some projects have generated other projects,
some results are continued after completion, but their number is quite low. There remained
broadly relations between people on both sides of the Danube and relations between institutions /
organizations in both Romanian and Bulgarian areas that can be a source of ideas for future
cooperation and a basis for other projects.
Some of the events in the projects were continued / taken by some of the partners, especially in
the cases where they also organize events prior to the project, the project consolidating its position
as organizers, this time, border. However, overall sustainability of project results should be
strengthened, an example of this is represented many websites projects that after completion of
the projects are not updated, they are not tracked by administrators although in many cases, they
continue to be of interest to visitors / target groups of the project. A continuation of the project
activities to be undertaken by the partners, will lead to updating these websites.
