1. General information about the projects implied in the analysis

In this stage subject to impact assessment Priority Axis 3 "Economic and Social Development" - Area
of Intervention 3.3 "People to People" Cooperation were all projects completed by 30.10.2012.
Thus 9 projects have been analysed, whose total value was of 1.726 million euro. Among the
projects in the analysis, 7 were coordinated by organizations / institutions of the Romanian border
region Ro-Bg and 2 projects were coordinated by organizations / institutions in the Bulgarian
region. The analyzed projects totaled a number of 31 partners (16 partners from Romania and 15
partners from Bulgaria). The projects were implemented under the proposed operations 3.3.3
"intensifying the exchanges in education, culture, health, youth and sport'(7 projects) and 3.3.1"
Support the development of civil society and local communities "(2 projects).

2. General objectives of the project

The projects implied in the analysis had the following objectives:

Improving Romanian-Bulgarian cooperation in oro-dental health and reducing disparities

between rural and urban areas in the cross-border area of Romania and Bulgaria;
Development of the common Romanian-Bulgarian cooperation in education and health;
Setting the stage for economic and social cooperation between communities Mehedinti-
Vidin border area;
Improving cultural exchanges among young people and older people through the game of
chess;
Developing sustainable partnerships between sport clubs in the border area Olt - Russe and
increasing the number of sport events;

Increased awareness of cultural identity, to stimulate and maintain the customs and habits
in the Montana Calafat border region;
Sharing the art and traditions of the cross-border area to create new "communities" and to
strengthen existing ones;
Connecting the communities of the cross-border region through children and increasing the
feeling of European identity among them;
Building a sustainable cooperation between cross-border communities Constanta-Silistra,
through the recognition of cultural and social characteristics of the area;
Creating sustainable links between people and a high level of cooperation in the field of
social and cultural communities of Kardam and Negru Vod.

regardless of age and gender, religious belief or physical
disabilities. Chess is the game, sport, science and art, and
for this reason has the property to build very close

beliefs. Chess players have a language of their own
language consisting of 8 letters and numbers, but full of
amazing combinations, a persistent strategy and a strong
desire to win.
People in different countries speak different languages,
have in common sports. Practicing a sport encourages
cooperation in teams, developing the competitive
element, provides a challenge and an opportunity to
meet new people and to acquire new friends.
Investments in sports facilities improve a lot the quality of
sports projects and the promotion of talent. At the same
time, the investment in sport leads to the development of
other important sectors, such as tourism, retail,
transport, and communications.
The activities aim to strengthen cross-border ties
between the people of Calafat and the people of
Montana to enhance cultural exchange, creation and
dissemination of cultural products.
Supporting raising awareness of cultural identity,
encouraging the preservation of national identity in terms
of the way of life, customs and traditions of the Bulgarian-
Romanian border area, key elements for sustainable
development of the two Member States on the one hand,
and the combination of more competitive and attractive
cultural elements from the two countries.
The activities have created prerequisites for the
development of young artists in the framework of cross-
border communities and to identify means of
communication between them. It brought into focus the
vision of youth about environmental issues, about the
future of cross-border area, the desire of communities on
both sides of the Danube to find an effective common
response to the needs of young people.
Contribution to the promotion of cross-border cultural
coherence through cooperation in cultural, sporting,
artistic and between communities, through the children.
The activities emphasized the exchange of ideas,
knowledge and practices concerning the history, culture,
traditions, arts, and priorities for future career
development, and life goals. Therefore, strong links have
been created among young people in Constanta-Silistra
cross-border area, to ensure future cooperation between
these communities.

For the first time in Constanta was launched "Caravan
of Dentistry" by purchasing by the "Ovidius"
University of Constanta, of the first mobile dental
clinics, through the Faculty of Dentistry.

The caravan has traveled thousands of miles, passing

through a number of localities (in the Romanian area:
Cuneti, Bogata, Rasa (Grditea, Clrai), Topalu and
Capidava Topalu, in the Bulgarian area: Pchelarovo,
Zograf, Gradini, Snop, Zhiten, Krasen, Rositsa,
Loznitsa, Rosen, Kraishte, Kochmar, Nova Kamena,
Kladenci, Gradnica), in disadvantaged areas where
there are people who have no access to dental
services.

The number of patients who have received free

medical services mobile clinic was 10207.
The caravan met dental health patients with major
dental problems, unfortunately, for many rural
residents, oral hygiene is still an unknown subject.

There were created 2000 brochures (1000 for helth

There has been organized a professional training
session attended by 20 doctors of medical practices in
the border area of the network ROBUDENT.
There were informed8787 students from rural schools
in Constanta and Dobrich District, 10 high schools in
Constanta (M.Kogalniceanu, Murfatlar, Baneasa,
Topraisar, Ostrov, Cogealac Cobadin, Castelu and
Poarta Alba) and 2 high schools in General Tochevo-
Bulgaria (Agricultural School "Rachinski Tudor" and
"Nicola Vaptzarov")
During the project 10 Bulgarian high school graduates
were enrolled in the Faculty of Dentistry, University
Ovidius.
Information and publicity was done by the local press,
Telegraph and Day of Constanta, Cuget Liber, local
television: TV Neptun Radio Constanta and also by
making the 2050 bilingual posters and brochures
(2000 leaflets and 50 posters).

A conference was held in Mehedinti on "Building a
new agenda of cooperation in the border region RSC
Mehedinti - Vidin" held at Dr. Tr Severin and another
in Vidin district on "women in development projects

The first conference was held in Drobeta Turnu
Severin attended by 120 people of which 40
representatives of business, 30 of civil society, 40
public authorities, 5 representatives of universities
and academic institutions, two representatives of the
government.
The second conference which was held in Vidin in
partnership with CCIAMH gathered over 80 women in
the Vidin - Mehedinti of which 30 representatives of
civil society, 30 student representatives, 20
representatives of the business community.
This event was a bridge to a better understanding of
the economic and social needs of the project and
promoting cross-border cooperation among women.
Following these events there were signed business
contracts (import agricultural products from Bulgaria
and PVC and aluminum profiles) as well as in tourism.
There are 10 companies in Vidin and 3 companies
from Mehedinti who meet regularly and conduct
cross-border business.
The two seminars were held in the county Mehedinti
were attended by over 70 people from both counties
(35 Mehedinti + 35 Vidin), representatives of local
authorities and the business sector, aimed at
attracting investment for the development of border
areas.

Impact of projects in the border region Ro-Bg
The impact of the results of projects at the level of Ro-Bg cross-
border area
Partners were ARDBC Vidin and Chess Club in Vidin. Twelve
events were held in the following locations (6 in RO and 6 in BG):
Orova (1), Vidin (3), Drobeta Turnu Severin (1), Craiova (1),
Calafat (1), Kula (1), Belogracic (2), Macre (1), Bileti (1).
Developed ideas formed the basis of another project within the
programme to 11 sports, all to be trapped in a Mini Olympics (CBC
Mini Olympic Games) to be carried out 3 days in Romania and
Bulgaria in 3 days in the area Calafat-Vidin..
The 12 chess events have included the 10 tournaments. The
majority of chess matches have been mixed (EN-FR). Participants
had age between 7 and 70 years old. The children were trained by
masters of chess players from Romania and Bulgaria. Chess
centers were established at Calafat and Bileti. In Kansas City
there's a Chess Club "Young Masters" who was trained in the
project.
On the opposite side of the Danube, chess is a better awareness
among young people. The events have received very good
feedback from all participants regardless of whether they were
spectators or competitors.
Over 800 people attended events organized under the project
(200 students participating in the exercises, at least 50 participants
in each tournament chess set (500 participants), 40 participants at
Chess camp, 60 participants in the Carnival of the Shah)

and a Carnival with a total of

week, with 40 children in RO and BG. The Carnival was attended
by about 60 people. The activities carried out within this project
have been perpetuated and after its completion. Moreover, in
Bulgaria the chess side is better developed, and it involves more
administration in support of the sport, an example of this being

events at chess and children/young people in the Romanian chess
(Craiova, Calafat, Bileti) but not only. Even during the period of
the analysis of the impact of Balkan chess tournament for
amateurs (www. belchess. com) attended by representatives of
the target group involved in the project. There is even a world
champion chess at his age, who participated in this project.

6.2 The development of sustainable partnerships between sports clubs of the Olt-Ruse
cross-border area and the increase of the number of sports events

Common cross-border organization meetings in
neighboring districts/counties of Olt and Ruse,
for exchange of experience and transfer of
know-how in the field of education, culture and
sport.
The impact of the results of projects at the level
of Ro-Bg cross-border area
4 such meetings of cross-border municipalities
were held (2 in Slatina and 2 in Pleven). These
were the events of three days, the first day being
organised seminars/workshops.
Within those 4 meetings, there were held 4
competitions in sports (2 of table tennis, martial
arts-taekwondo (the only Olympic sport in the
martial arts)).

At each event there were 80 participants (40

Romanians 40 Bulgarians), a total of 320
participants at events.

There were given diplomas of participation which

were personalized. There have been promoted in
both competitions, and sports tourism in the

project area, including local traditions, by

organising tours on the last day of meetings.
Activities have focused on raising awareness of the
importance of sport.

Among the participants in the competition there

were supporters, spectators, the number of people
reached to 200 per event (approximately 800 in
total).

Information and promotion Eight articles were published in press and

publications and there was also presented a brief
report on a local television. Presentation to the
press of events has led to an increased interest for
events and to increase the number of participants
and spectators.

There were realized 500 brochures and 250

posters to promote events organized.

6.3 Increasing the level of awareness about cultural identity, for stimulating and
maintaining the Customs and habits of the cross-border region, Montana Calafat

Creating a Cultural Information Center Ro-
Bg at Calafat.
The impact of the results of projects at the level of
Ro-Bg cross-border area
Information Center was opened in the premises of
the Museum of Clafat, in order to provide relevant
information to tourists in the cultural field in order to
promote cross-border tourist area Clafat-Montana.
The Centre has conducted research to identify
existing products and cultural institutions in the
region, has published promotional brochures and
catalogs with attractive products and cultural
institutions of the area.

Realization of common folkloric Ro-Bg. Two folklore ensembles in the cross-border region

Study for promoting the common cultural
objectives.
Future long term cultural exchanges and
cooperation .
Information and promotion
("Bobocica" in Bailesti and "Mladost" in Montana)
have formed a partnership of cross-border dances,
Bulgarian dancers taught Romanians while Romanian
dancers taught Bulgarians folk dances. Learning the
specific folk dances was done under the guidance of
masters and experts in folk dances of Romania and
Bulgaria.
Two shows were carried out by the folkloric dance
performers (one in Romania and one in Bulgaria)
with the participation of 40 dancers and 10 cultural
experts. After completion of the project, the folk
dance bands have been invited to attend to other
important cultural events: performances,
international city in Serbia, the tremendous turnout
at Festival "Friendship without borders" organized in
Romania at Calafat and Vidin in Bulgaria.
A study was completed with a bilingual brochure En-
Bg with all the important cultural sites of the
Montana-NClafat region. The brochure was
delivered to tour operators in order to promote
cultural and tourist offer of the Montana-Calafat
area.
The two assemblies are supported by the ensemble
"Maria Tanase" from Craiova, Dolj. Cultural
exchanges have taken place subsequent to the
project in the version set out by the project, both in
Romania and in Bulgaria but also in other
neighbouring countries (Serbia).
A further important project result is represented by
the establishment of 3 new centers of folkloric dance
at Calafat and Vidin, Maglavit.
The dances have been recorded and provided to
local and regional TV channels from Romania and
Bulgaria. They held 2 broadcast at local and regional

television.

In order to promote the event, there were

conducted 500 DVDs and 500 CDs with cultural and
folkloric shows (500 and 500 Romanian language in
Bulgarian).

6.4 Sharing the art and traditions of the cross-border area to create new "communities"
and to strengthen existing ones

Organizing art exhibitions in various places in 4 exhibitions were held in the following cities and
the cross-border area . towns, trying to cover as evenly the cross-border
region:
-Veliko Tarnovo: 1-7 August 2011.
-Pleven: 25-31 July 2011.
-Slatina: 18-24 July 2011.
-Constanta: 12-17 July 2011 .
Most exhibitors and visitors were young until 18
years of age and there were 280 drawings.
Exhibitions amounted to a total of 812 visitors,

Partnership between education centres . It was created a partnership between general
schools of Castelu, Nisipari, school "Ivan Vazov" of
Silistra, "Lucian Grigorescu" School, Medgidia,
school "Hristo Botev" of Alfatar, Silistra district,
which has organized five settlements in the gym
and sports competitions, folklore events, painting
exhibitions, art camps. the events were attended
by 2,000 people in the five villages (students and
teachers at schools, local government
representatives, senators and deputies,
Ambassador of the Netherlands).

Creation of artistic cultural formations, well In each partnership school, it was created a cultural
trained, in order to promote multiculturalism. artistic ensemble consisting of 20 children. A
number of 200 babies were trained in folk dances
in cultural artistic formations set up within schools.

Organising creative camps. At Castelu was organized a camp of painting for 7

days with the participation of 20 children.

Organizing painting exhibitions . With the paintings realized in the camp of creation
there was a painting exhibition at Castelu, which
has enjoyed the participation of about 750 visitors.

Quizzes and sports competitions. Two competitions were organised of handball and
football: one from Silistra and Nisipari.

6.6 Building a sustainable cooperation between cross-border communities Constanta-

Organizing Educational Camps (one in Romania and In which regards the camps, there have been

have attended 12 Bulgarians and 15
Romanians, and in the camp in Bulgaria have
attended 30 Bulgarians and Romanians, 14.
Participants were between the ages of 15 and
19 years old. There were in total 71
participants in these camps. Participants of
the camp considered that they have created
lasting ties on the occasion of these events.

Few of the Bulgarian participants are studying

in Romania now and others have in mind to
continue their university education in
Romania, in Constanta.

In total, the project was attended by 238

adolescents (103 boys and 136 girls).

Organizing thematic debates (one in Romania and
one in Bulgaria).
Building a common history camp in Romania (20

The meeting took place at Adamclisi, where
the participants have visited the Museum. As
a common history of anti-communist
resistance insisted after the second world
war, particularly in the area of Dobrogea

10 from Romania). The camp also held
courses on modelling, painting and
photography.
A total of 69 children were trained in creative
camps (52 children from Romania and 18
from Bulgaria).
The initiatives of the project continued with a
similar event in Silistra, related to painting
and modelling.
The Festival was organized in Romania with
40 children (20 Romanians and Bulgarians 20)
who presented the festival programs. In the
Festival, which lasted three days, was
organised an exhibition for the paintings
during the Visual Arts camp.
The event was attended by approximately
400 persons (including visitors to the
exhibition, viewers).

8. Conclusions

In this stage, subject to impact assessment Priority Axis 3 "Economic and Social Development" -
Area of Intervention 3.3 "People to People" Cooperation were 9 projects whose cumulative total
was of 1.726 million euros. The most commonly represented in the project by the beneficiary
organizations were in the Romanian area, Constana (8 representation), Dolj (3 representations)
and Olt (3 representations) and in the Bulgarian area, f Dobrich, Vidin and Silistra (3 each represent
each ). However, within the area analyzed, in the Bulgarian area, the districts are implied in the
project more than the counties in the Romanian area, namely 7 districts having representatives in
the project (Dobrich, Vidin, Montana, Pleven, Ruse, Silistra, Veliko Tarnovo) to only five counties in
the Romanian area (Constanta, Calarasi, Dolj, Olt, Mehedinti).
In the field of "Education, Training, Culture, Sport" there were included 8 projects, all related to
Priority Axis 3 "Economic and Social Development" - Area of Intervention 3.3 "People to People"
Cooperation.
The number of people trained in areas where the projects were implemented was of 136 people. A
total of 10 students and 20 adults of Bulgarian origin studied at universities in Romania that
followed training programs in Romania. Their satisfaction from training conditions was high.
In health, a number of 10,200 people in rural areas have received free treatment in a caravan of
Dentistry.
The cultural events organized within the projects analyzed (a total of five folk festivals) made a very
good impression of the participants and enhance social coherence, cultural cooperation between
people and local communities in the program area. Three groups were created cultural and artistic
foundations were laid partnerships between known bands on both sides of the Danube on tour to
promote the common folk values. The events have enjoyed a good representation of local and
regional media.
To these are added a significant number of 63 events (exhibitions, art camps, physical education
and sports camps, games and contests), totaling about 4,000 direct participants. To participate in

these events about 1300 children / young people have been trained. Of the 63 events, 16 were
devoted to sport.
We will stop further to mention the events and actions which may be permanent in "Education,
Training, Culture, Sport", drawn from the projects in the analysis:

- Common sports competitions held in both areas (chess, football, table tennis, martial arts,
etc). There is even the idea of organizing a cross Olympics Ro-Bg;
- Educational camps, theme camps (eg common history) Visual Arts camp (painting,
photography, film, etc.), sports camps;
- Festivals / performances of folklore, folk music;
- Formations artistic - cultural
- Common ethnographic exhibitions of painting;
- Continuing Dental Caravan and in other regions of the border area.

The projects undertaken have helped to improve the potential for future development of cultural
exchanges and cooperation in the border region. Some projects have generated other projects,
some results are continued after completion, but their number is quite low. There remained
broadly relations between people on both sides of the Danube and relations between institutions /
organizations in both Romanian and Bulgarian areas that can be a source of ideas for future
cooperation and a basis for other projects.
Some of the events in the projects were continued / taken by some of the partners, especially in
the cases where they also organize events prior to the project, the project consolidating its position
as organizers, this time, border. However, overall sustainability of project results should be
strengthened, an example of this is represented many websites projects that after completion of
the projects are not updated, they are not tracked by administrators although in many cases, they
continue to be of interest to visitors / target groups of the project. A continuation of the project
activities to be undertaken by the partners, will lead to updating these websites.
