SPL 1.2 - Spring with Intake Structure


Item 1.2.a Development of Spring
The site is free from weeds and all undesirable vegetation.
Followed the approved methodology /procedure for
development of the springs.
Underground rock formations of the eye of the spring must
not be disturbed, so as to avert the deflection of the spring to
another direction.
A spring box is constructed around the eye of the spring to
protect the spring water from contamination.

SPL 1.2.b Spring Box


Construction
Followed the approved methodology, plans, and
specifications for construction of spring box.
Raised edge zocalo should be observe in the perimeter of
manhole and with cover to prevent dirty water from
entering the box.
Outlet pipe extended inside the box with drilled holes below
and end of the outlet pipe covered with a screen to prevent
stones, rubbish and frogs from blocking the pipes and
drained pipes located in lower portion of spring box.
Overflow pipe should be provided with a screen to prevent
the entrance of insects.
SPL 1.2.c Drainage and Protective
Structure
Conformed to the approved methodology, plans and
specifications.
Fence should be constructed within the perimeter of the
spring box to secure the safety of the structure from stray
animal and people.
Manhole cover should be tightly fitted and locked.

compacted to 95% of maximum density.

SPL 2.1.a.2 Underdrains


Followed the approved drawings for the underdrain trench
width and depth.
The underdrain trench is water tight. All joints and laps are
sealed according to the PVC sheet manufacturers
recommendations
Gravel size (G-1) is placed to a depth in accordance to
approved design and the underdrain pipe is laid on this
bedding. The gravel is clean and must not contain any
material that could plug the holes of the underdrain pipe.

SPL 2.1.a.3 Underslab


Excavation /

Excavations should be neat and to the correct width and
depth as specified in the approved design.
The under slab backfill has been placed according to the
specifications.

SPL 2.1.a.4 Drain Rock


Followed the approved specifications for drain rock

SPL 2.1.b.1 Forms
The form material is smooth and oiled.

Steel
Fabrication of the reinforcing bars conforms to the approved
shop drawings.
Rebars have passed the Tensile Strength Test.
The reinforcing bar is the specified grade for the structure
and is in good condition

the approved plan.

SPL 2.1.b.3 Water stop


The water stop joint is joined in accordance with the

SPL 3.1 Earthwork


SPL 3.1.a Excavation
Conformance to the approved detailed plans for correct field
location.
Conformance to the trench and bedding specifications,
alignment and grade.
Excavation permits is secured from the agencies that have
jurisdiction over the trench line.
The proper excavation method and equipment conformance
to the approved technical specifications.
The excavation area is properly marked with warning
devices to protect the safety of the construction crew and the
public.

SPL 3.1.b Backfill


Clean granular material such as sand and gravel is generally
recommended for the first layer of backfill or in accordance
with approved technical specifications.
Water is removed from the trench using a pump or other
means.
Backfill always follows pipe installation.
Followed the approved methodology/procedure for backfill.
The backfill meet the compaction requirements based on the
approved technical specifications.

SPL 3.1.c Compacting


Compacted in accordance with approved specifications.
Followed the approved methodology/procedure compaction.

SPL 3.2 Pipe Trenching


The trench is straight, with vertical sides centered on the pipe
centerline.
Trench excavation not extend too far ahead of pipe laying for
safety reasons.
Power saws is used if the trench is below asphalt or concrete
pavements to ensure smooth edge cuts.

SPL 3.2.a Width and Depth


Followed the approved plans and specifications for trench
widths & depth.
The pipe ends is covered to prevent contamination and entry
of any object.
The trench bottom is uniform, free of humps, abrupt change
of direction, hard objects, large stones, and tree roots.
The trench walls may have to be stepped or sloped when
the ground is unstable.
The backfill is completely compacted before vehicles are
allowed to pass over the line of pipe under shallow cover.

SPL 3.2.b Bedding


The trench bottom is properly leveled and compacted so that
the full length of the pipe will have continuous, firm support.
Bedding material is spread over the trench bottom to the full
width of the trench.
Bedding material in accordance with approved technical
specification.

SPL 3.3 Pipe Laying


Followed the approved methodology/procedure for pipe
laying.
Entire length of the pipe sections are in contact with the
ground.
Pipe lengths is not deflected in the joints to any degree than
that recommended by the manufacturer.
Works shall comply with the pertinent provision of the
Plumbing Code of the City/Municipality, Code Sanitation of
the Phils. And National Plumbing Code of the Phils.
SPL 3.4 Concreting Thrust Block
The installation of thrust blocks and anchors should be based
on the approved plans, detailed design, and locations.
The concrete is fill in completely around the fitting.
The pipe or fitting is not encased, as there should be
allowance for slight movement due to temperature changes
and pressure.

SPL 3.5 Pipes and Appurtenances


Pipes should be free from damage. Any unsatisfactory
sections should be rejected.
The inside of each pipe length should be clean. Any dirt, oil,
grease, animals, and other foreign matter should be removed
All pipes should pass the Pipe Busting Test.

SPL 3.5.a Pipe Handling


SPL 3.5.a.1 Inspection of
Delivered Pipe
Materials
Free from damage on the pipe materials before or during
unloading.
Conformity of all piping materials (e.g., pipes, rings, gaskets
and fittings) against a tally sheet for quantity and correct
sizes and class

SPL 3.5.a.2 Loading/Un-loading


Pipe materials is loaded/unloaded using some form of
mechanical lifting equipment. Whatever method used should
prevent abuse and damage to the pipe materials.
Pipes is unloaded as near as possible to where they are to be
used, so as to avoid excessive handling.
Pipes not be dragged along the ground or road.

SPL 3.5.a.3 Stacking/Storage


Pipes, fittings and gasket materials should be stacked and
stored in accordance with the manufacturers
recommendations.
All pipes, fittings and gasket material should be kept as clean
as possible and be protected from any contamination.
Pipe stockpiles should be built on a flat base, above the
ground to minimize contamination.
The bottom layer should be supported uniformly along the
barrel of the pipes to prevent bending.
When issuing pipes, fittings, adapters and gaskets, the
principle of first in first out should be followed.

SPL 3.5.a.4 Stringing


Pipes is laid as near to the trench as safely possible to avoid
excess handling
Lifting equipment should be used to lower larger pipes; for
which a webbing sling should be attached to the pipe

SPL 3.5.b Jointing Pipes


Followed the correct type of materials & approved method
for jointing pipes.
Jointing pipe during pipe installation is done correctly to
ensure a long watertight service.

SPL 4.1 Earthwork


SPL 4.1.a Excavation
The excavation line conforms to the approved drawings and
the base is a stable ground.
The excavation area is properly
secured.
Availability of water pump on site, to keep the excavated
footing foundation areas free of water and kept dry.

SPL 4.1.b Backfill


Fill materials is acceptable and well graded, free form large
lumps, woof or other foreign materials, saturated clay or
organic material.
Fill materials are properly compacted in accordance with
approved specifications.
Finished fill levels are in conformity with the approved
drawing.

SPL 4.2 Concrete Works


The cement used is new and dry. The aggregate is clean and of
correct size as per the drawings and specifications.
Clean Water is used for concreting
works.
No through cracks
No honeycomb (no exposed rebars/aggregates).
No sagging or bulging.
Conformance to required quality of concrete mix.
Conformance to the required concrete cover for rebars.
Conformance to the batching, mixing, transporting and
discharge time requirements
Conformance to required dimensions, lines, grades/elevation,
and location.
Slump test conducted and passed the allowable slump
requirement.

SPL 4.3 Rebars


The reinforcing bar is the specified grade for the structure and
is in good condition, i.e. free of loose or flaky rust, mill
scale, oil or any other substance that might reduce or destroy
its bond with the concrete.
Materials have passed strength test.
Order list and bending diagram approved by Engineer.
Reinforcing steel stored above the surface of the ground
using platform or other supports.
Reinforcing steel properly placed, spliced and fastened.

SPL 4.4 Formworks


Dimensions of the forms are as per the drawings and are
plumbed.
Correct setting out of lines and levels.
Dimensions of structure as per approved plan.
Formwork sides and scaffolding are adequately braced.
Formwork joints & seams tight against grout leak and
properly sealed.
Concrete cover spacer adequately provided.
Correct plumbness, flatness, & spacing of props.
Forms are properly coated with form oil.
Clean out for debris is provided.

SPL 4.5 Masonry


SPL 4.5.a Masonry Wall
Materials used are as per the drawings and specification. The
concrete blocks are strong & clean and do not have cracks.
Masonry blocks laid are plumbed, true to line, with curses
level, square corners unless noted otherwise.
SPL 4.5.b Plastering
Conformance to designed mixture of plastering materials.
Conformance to specified method of application and
thickness of plastering.
True to alignment.
Free from any form of damages e.g. cracks, peeled-off plaster
finish.
Conforms to specified method of application.
Conforms to number of coats/layers required.
Passed required leak test.
Conformance to the required materials specifications as per
plan.

SPL 4.5.c Water Proofing


Conforms to specified method of
application.
Conforms to number of coats/layers required.
Passed required leak test.

SPL 4.6 Roofing Works


Materials used conforms to the drawings and specification and
the approved samples.

SPL 4.6.a Framing


All the roof members are set out as per the dimensions.
The roof trusses are straight and coated with metal paint (for
steel trusses).
All the roof connections are strong and constructed as per the
dimension. There is no movement in the joints.

SPL 4.6.a Sheeting


Metal roof sheets are straight and the required quality with
no dents.
The metal roof sheets are properly connected to the purlins
using screws with rubber washers.
No leaks on roofing sheets.
Installation of flashing, gutters, ridge rolls, downspouts, fascia
boards, etc. according to plans and free of damage or dents.

SPL 4.7 Carpentry Works


SPL 4.7.a Ceiling
The ceiling sheets are flat and shows no signs of damage.
The ceiling sheets is to be attached to the joists as per
drawings. The nails are to be strong & new.
The cornices are straight without damaged conforms to the
drawings.
The ceiling cover strips are to be
straight and flat and as per the
drawings and specification.
Conformance to the required size, spacing, slope, anchorage,
etc.
Free from any form of damage
Conformance to the specified gauge, length, etc.
Conformance to the specified
overlapping, sealing of joints,
fastening
Installation of flashing, gutters, ridge rolls, downspouts,
fascia boards etc. according to plans, free of damage or
dents.

SPL 4.7.b Door


True to alignment, plumbness in conformance to the
approved/specified tolerance.
Doors are well fitted to the door frames.
Door accessories installed according to plans, e.g. lock sets,
door closers, hinges, door stoppers.
Free from any form of damages.
Doors conforms to specification requirements e.g. panel
door, flush door polyvinyl, steel doors, etc.

SPL 4.7.c Window


True to alignment and elevation in conformance to the
approved/specified tolerance
Windows are well fitted to the window frames
Window accessories installed according to plans, e.g.
handles, seals, glazing for glass window, etc.
Free from any form of damage
Window conforms to specification requirements, e.g. sliding,
jalousies (glass & wooden) steel casement windows

SPL 4.8 Electrical Works


SPL 4.8.a Powerlines
Materials must be approved as per standards and
specifications.
Installations must be as per approved material submittals,
approved drawings and specifications
Splicing and connection provided with adequate rubber and
pvc tapes

SPL 4.8.b Controls


Switches, outlets and other lighting fixtures must be free from
damages and are functional.
Electrical testing and commissioning have been conducted
and passed.
Installations must be as per approved material submittals,
approved drawings and specifications.

SPL 4.9 Sanitary Works


The construction materials should conform to the approved
sampales, drawings, and specification.
All fixtures are new and free from damages
Drainage works are completed and connected to the
plumbing fixtures.
All sanitary fixtures were properly tested, without leaks and
operational.

SPL 4.10 Painting Works


The undercoat used on the walls and ceilings and as specified
in the drawings and specifications.
The undercoat for the walls and ceilings is allowed to
properly dry prior to painting the top coat.
The paint used for the walls and ceilings is new and as
specified in the drawings and specifications.

SPL 5 Pump and Motor Controls


Installation of Pumps shall be supervised by the license
Mechanical Engineer.
The materials used is conforms to the approved technical
specifications.
In accordance with Philippine National Standards (PNS),
primary basis for measurements, standards, and codes. ISO
and DIN or equivalent standards can be adopted when these
are consistent with the PNS standards.

SPL 5.1 Booster Pump


All factory alignment should be field-checked as the
alignment may have been disturbed in shipping
Foundation bolts is in good alignment with holes in the base
plate.
Any lateral shifting is prevented to minimize vibration.
The pump and pipe should is forced together, as any strain on
the pump should be avoided.
The pipe flanges is installed squarely together before the
bolts are tightened
The suction and discharge pipes, valves and other required
equipment is properly supported and anchored
The system/equipment should be is grounded.

SPL 5.2 Submersible Pump


The manufacturers detailed installation instructions is
followed.
The water indicator tubing is installed with the pump.
The integrity of system/equipment grounding is ensured.

SPL 6 Treatment Facilities


The type or method of treating raw water is in accordance
with the approved method, design, and specification.

SPL 7 Testing , Disinfection &


Commissioning
SPL 7.1 Pipeline Testing
Pipes installed pass the pressure and leakage test as
conformed with the approved technical specifications/ per
LWUA standards.

SPL 7.2 Disinfection Of Pipelines


Disinfection of pipelines is completed not more three (3)
days before they are placed into service. Methods for
disinfection conforms to the approved safety codes for
disinfection for water pipelines.

SPL 7.2 Testing and Disinfection of


Reservoir and Piping
In accordance with approved methodology/ procedure.

SPL 7.3 Disinfection of Wells and


Pumps
In accordance with approved methodology/ procedure.

SPL 7.4 Bacteriological Testing


Passed the Bacteriological Tests as prescribed by the
Philippines National Standards for Drinking Water 2007
(PNSDW-2007) or any superseding standards more recently
issued by the Department of Health.

SPL 8 Paints and Coatings


In accordance with approved general guide to the various
types of paints and coatings used in small water systems and
the proper procedures in their application.

B. MATERIALS
Materials complied and passed test requirements with
Philippine National Standard (PNS)/Import Commodity
Certificate (ICC) and/or specified type/class/brand
Materials are correctly stored and handled to prevent
damage, deterioration and theft
Non-conforming materials are identified and segregated
against inadvertent use
Evidence is supplied to verify that specified materials were
used in the project.
Materials records are clearly legible, complete, traceable to
project and readily available

C. SAFETY AND HEALTH


Appropriate personal protective equipment (e.g. helmets,
safety shoes, safety belt/lifeline, eye protection, ear plug,
dust mask, etc.) provided and worn by all workers/staff.
Heavy equipment operated by certified/qualified operators
only.
Critical construction work done by certified/qualified skilled
workers only.
Heavy equipment are tested and certified to be in good
running condition.
Safety practices and procedures in general construction
observed and implemented at construction site (electrical,
fire protection, lighting, construction of safe walkways,
protection from falling materials, shoring, scaffolding, etc.).
First aid cabinets are fully equipped and readily available for
treatment of sicknesses and injuries.
SH signs are clearly visible to construction staff, workers and
public.

D. RESOURCES DEPLOYMENT
Pledged materials as per updated PERT/CPM or program of
work were delivered at site on time.
