1.0 SCOPE
This Procedure Covers the Testing and Commissioning of Electrical Panels in the DUCAB HV & EHV
Facility. The MDBs, EMDBs and Capacitor banks are installed at the LV rooms, while MCC Panels are at
VCV Tower roof, CCV Tower roof, EHV Test lab electrical room , Chiller plant area and mechanical plant
room. EMCCs are located at VCV Tower roof, CCV Tower roof and Administration office first Floor. ESMDBs
are installed at Factory area and VCV Tower electrical room (Ground floor). SMDBs and DBs are installed at
all areas in the project as indicated on the service drawings. This procedure will also ensure proper
workmanship and conforms to Contract documents, manufacturers instructions and standards.

3.0 ACCESS /EGRESS

The Commissioning of the System will commence only when Main Contractor clearance is given for
access to conduct the Testing and Commissioning.

4.0 HEALTH & SAFETY HAZARDS

Health and Safety procedures by Main Contractor and MACAIR will be implemented for this job. A routine
safety check will be done by the Safety Officer In-charge as per MACAIR Safety Procedure.

4.1 Safety Rules During Commissioning


In order to ensure safe conditions during testing the following rules have to be followed:
4.1.1 Persons engaged with this commissioning are experienced and have received proper and
adequate training related to procedures and test equipment utilized for the particular
testing activity.
4.1.2 Test instruments and test leads should be maintained in a safe condition and the test
methods not to create danger either for the operator or for other persons.

4.2 Safety Lighting

Safety Lights will be used in case of power failure ensuring good illumination at the working area to
aid evacuation if necessary.

4.3 Task Lighting

Adequate lighting shall be provided to ensure good illumination at the working area.

4.4 Emergency Arrangements

4.4.1 General: Site Safety procedures will be followed and in case of any emergency, Safety
Officer will administer the emergency arrangements as per the system, stop work and
report to nearest Assembly Point, etc.

4.4.2 Fire Precautions: No significant fire risks associated with this activity but general fire
precaution measures will be taken.
4.4.3 Communication: Via mobile phones issued to all engineers.

4.5 Risk and Controls

4.5.1 Please refer to the Risk Assessment attached in Section 17.6


4.5.2 Environmental considerations: There are no waste materials associated with this activity.

6.0 ROLES/RESPONSIBILTY /COMPETENCE

6.1 PM - will have the overall responsibility of the Project for execution, quality and safety, maintain
the planning and progress and coordination with Main Contractor.

6.2 PE - will be responsible for day to day activities in the Site for System Testing and
Commissioning, report preparation and demonstration of System Commissioning.

6.3 PE (Prime Electrical) - will be directly responsible for the System commissioning.
6.4 SO - will be responsible for Health and Safety aspects in the Site in line with Main Contractor
Safety requirements.
6.5 QA/QC - will oversee the quality requirements and quality control measures for the Project.

7.0 TESTING AND COMMISSIONING PROCEDURES

8.0 TRAINING
8.1 Engineers who will conduct the Commissioning shall have the experience in System
Commissioning.
8.2 Tool Box talks will provide general training and awareness for each activity and also undergo
further training by the Quality Assurance Department.

11.0 TEST INSTRUMENT REQUIREMENT


The following Test Instruments will be used for the Commissioning of the Electrical Panels. They will be
selected as having the maximum field measuring accuracy and being the best suited to the function being
measured and will be applied as recommended by the manufacturer.

11.2 Calibration
11.2.1 All Instruments used shall carry current calibration certificates. Calibration periods for all
instruments are recommended by the manufacturer and are in line with the requirements
of the Commissioning Specialist Association.
11.2.2 Certificates shall be available for presentation prior to commencement of commissioning.

12.0 REQUIREMENTS
12.1 General Requirements
Before commencing commissioning works, the following information /items will be made available.
12.1.1 System is fully installed and pre-tested.
12.1.2 All equipment are available at site.
13.0 PERSONNEL EQUIPMENT
13.1 All Commissioning Engineers and Technicians shall have the necessary Personnel Protective
Equipment such as Safety Shoes and Helmet.
