1.0 SCOPE
A. This specification covers in general, the electrical requirements for all electrical devices
and/or electrical systems furnished as a component part of a unitized package of
equipment.

B. This specification is to be used with the detailed specifications or requisition and/or


drawings for the particular package equipment involved. When conflicts arise between
this standard and other related documents, i.e., specific equipment specifications,
drawings, general inquiry documents, such conflicts shall be resolved by the Buyer or
its representative in writing.

As used in this specification, the term packaged equipment is an item or items of equipment,
including ancillary and auxiliary devices, that normally requires engineering, assembly, piping,
and wiring. Packaged equipment can further be defined as having the following characteristics:
Can be stand-alone but is usually designed and built to enable or support a primary process
Is generally shop-built, structurally integrated, and transportable as a unit
Is capable of operation once integrated with the main process piping and utilities
Has a degree of operational complexity that may require a basic regulatory control system
and an alarm/shutdown system that monitors and protects its own performance and safety
Employs a control system of sufficient complexity to require an engineered design.
The terms ground, grounding as defined in ANSI/IEEE standards and earth, earthing as
defined in IEC standards are indistinctly used in the text and their meaning is equivalent.

2.0 CODES AND STANDARDS


A. Unless noted otherwise, the design, fabrication, testing, and performance of the electrical
requirements for packaged equipment shall be in accordance with the latest edition of
International Electrotechnical Commission (IEC) standards.

B. Must comply with SINCOR Criteria and Specifications listed below in effect as of the
latest edition, shall constitute minimum requirements :

The offered electrical equipment may conform to the standards of the country of
manufacture, provided these standards are based on, or comply with IEC requirements.

D. All equipment and materials furnished shall be, labeled, listed, certified, accepted or
otherwise determined to be safe for the use intended by internationally recognized
testing laboratory.

3.0 ENVIRONMENTAL SITE CONDITIONS

B. All equipment shall be treated and packaged for tropical environment, due to possible
storage in an open area before installation or air-conditioning failure. In addition, all
necessary anti-condensation space heaters shall be provided.

C. If the equipment shall be installed indoors in mechanically cooled building environment

C. Equipment shall comply with IEC-60068 for environmental conditions specified.

D. If mechanical cooling fails, equipment shall withstand without any damage and
degrading a temperature of 40C and 71% relative humidity.

E. If this equipment is installed outdoors, then the equipment shall be able to operate
continuously in the site climatic conditions specified above at the rated values given in
the relevant document.

4.0 ELECTRICAL DESIGN AND OPERATING REQUIREMENTS


A. All electrical systems shall be completely compatible and shall, when properly installed,
provide satisfactory system operations as required by the specific equipment
specification.

B. All electrical devices requiring external Buyer connections shall be Seller-wired to


terminal or junction box located near the periphery of the packaged equipment.
Terminal blocks shall be permanently identified for Buyers external connections, and be
fully rated for the voltage and ampere service involved. All equipment terminal boxes
and terminals shall be suitable for the connections of cables as specified in the MR or
Data Sheet.

C. All necessary interconnecting wiring between package unit devices shall be installed by
Seller prior to shipment. If shipping breaks are necessary, interconnecting wiring across
such breaks shall be provided with identically marked terminal strips on both ends,
coiled back on one side, clearly identified, and protected for shipment.

D. All equipment shall be rated for industrial service.

E. All AC control systems shall be 120 volt, 60 Hz, grounded on one leg and fused on the
ungrounded leg. Control power required shall be derived as part of the package. Power
supply voltage to the package shall be as specified in the MR.

F. No open wiring or exposed live parts shall be allowed. All live parts or equipment
subject to arcing shall be guarded by a grounded metal enclosure. Enclosure shall be
as described in this specification. Area classification of electrical equipment shall be as
specified in the MR or data Sheet.

G. The cases of all instruments, relays and meters furnished by Seller in a control panel
shall be grounded effectively to the panel frame. The panel frame shall be provided with
grounding lugs for connection to the Buyers earth system. Earth lug shall be suitable
for 35mm square cable and shall be compression type or approved equal.

H. All operating devices shall be provided with nameplates showing equipment controlled
and the device function. Nameplates shall be of laminated plastic showing black
lettering on white background.

5.0 ENCLOSURES
A. Enclosures for electrical equipment shall be suitable for the environment in which they
will be located as stated in the MR or Data Sheet and shall be as per IEC 60529 and per
table on next page:

B. Enclosures shall be constructed with stainless or galvanized steel or aluminum or cast


aluminum. Enclosures must meet IEC 60529 requirements for the areas in which they
are to be installed.

C. Enclosures shall have the Manufacturers standard finish.

D. All hardware furnished with enclosures, i.e., hinges, handle assemblies, lock
assemblies, latching assemblies, etc., shall be metal and treated so as to be corrosion
resistant.

E. Enclosures shall be properly identified as to contents and purpose. Identification shall


be laminated plastic nameplates with black letters on a white background.

F. Rigid galvanized steel conduits or pipe to be used only as mechanical protection for
cables, open ended and without seals and fittings. Cable trays are preferred for support
of cables.

6.0 SYSTEM VOLTAGE


The electrical system, for which the equipment for the packaged unit to be provided

7.0 MOTOR CONTROLLERS AND CONTACTORS


A. If motor controllers are furnished by Seller as an integral part of the equipment, they
shall conform to the following:

a) For motors rated 0.50 kW through 200 kW: Controllers shall be 600 volt rated for
application on 480 volt, 3-phase, 60 Hertz. Controllers shall be combination of magnetic
starter suitable for full voltage across the line starting and fused disconnect switch with
3 pole ambient compensated thermal overload elements with reset in cover.
Interrupting rating of fuse with starter combination must equal or exceed the available
short-circuit current as specified in MR or Data Sheet.

Controllers shall be coordinated with the load and sized to conform with IEC
recommendations. An individual control power transformer (CPT) with 120 volt
secondary shall be supplied with each controller. The CPT shall have adequate
capacity to operate its designated equipment, plus two (2) indicating lights and other
loads as required. Secondary side of CPT shall be fused on one leg and grounded on
the other. Two normally open and two normally closed spare auxiliary contacts shall be
provided for Buyers exclusive use in addition to standard seal-in interlocking contact.

b) For single-phase motors rated below 0.5 kW: Controllers shall be 250 volt rated for
application on 120 volt, single-phase, 60 Hertz. Single-phase controllers may be either
magnetic or manual, depending on system requirements.

c) Controllers shall be individually enclosed and shall be equipped with pilot lights mounted
in the enclosure cover. Three-phase controllers shall have Green-Run and Red-Off
lights. Single-phase units shall be equipped with a single neon pilot light.

B. Magnetic contactors supplied by Seller to control loads such as heaters shall comply
with above controllers requirements, except the 3-pole ambient compensated thermal
overload unit shall be omitted. Heating contactor shall be sized in accordance with IEC
standard for switching resistive heating loads rather than infrared lamp loads.

8.0 HEATING ELEMENTS


A. Heating elements for space heating or lube oil heaters, etc., shall be metal clad and
shall be provided with thermal enclosures to prevent exposure of live parts.

B. Heating elements to 1800-watt rating shall be rated for 120 volt, single-phase operation.
Heaters of 1801 to 3000 watts shall be suitable for 208 volt, single-phase service. All
other heaters shall be suitable for 480 volt, three-phase service.

C. Surface temperatures of heating equipment installed in Hazardous (Classified) Areas


shall not exceed 80 percent of the lowest gas ignition temperature on any surface likely
to be exposed to the gas or vapor when continuously energized at the maximum rated
ambient temperature. If a temperature controller is not provided, these conditions shall
apply when the heater is operated at 120 percent of rated voltage.

9.0 CONTROL RELAYS


A. Control relays shall be rated 300 V, minimum. Relay coils shall be 120 volt, 60 Hertz,
unless otherwise specified. Contacts shall be rated 300 V, 10 amps, minimum.

B. In addition to contacts required by the system, relays shall have two spare available
contacts for Buyers exclusive use.

10.0 PUSHBUTTONS, SELECTOR SWITCHES AND CONTROL STATIONS


A. Pushbuttons, selector switches and control stations shall be industrial type construction
and provided with proper enclosures in accordance with IEC 60529 standards.

B. Individual control buttons and hand control devices shall not be mounted in motor
controller covers. Hand operated control devices shall be mounted in separate
enclosures or in control panel covers.

11.0 PILOT DEVICES


A. Pilot devices shall be of heavy-duty industrial construction.

B. Switches activated by temperature, flow, pressure or other functions, including limit


switches, furnished by Seller for control and alarm purposes, shall be rated at 120 V AC,
10 amps, except when other voltage or capacity is specified, and have double pole,
double throw contracts. Switches shall be suitable for the appropriate area
classification.

C. Solenoid coils furnished by Seller shall be rated 120 V, 60 Hertz, unless otherwise
specified.

12.0 INDICATING LIGHTS


A. Indicating lights shall be of heavy-duty oil-tight construction and shall be transformer
type rated 120 volt AC, with 6 volt secondary.

B. Pilot light color shall be suitable for the service for which the light is required.

C. Motor run lights shall be red and motor stop lights shall be green.

13.0 VARIABLE SPEED DRIVES


A. Motors used on electrically variable speed drives shall be A.C. induction motors using
electronic frequency converter equipment.

B. The Supplier shall furnish any frequency converter equipment required for the variable
speed drives. For motor ratings up to 55kW the converter equipment shall be an IP20
chassis mounted enclosure, suitable for incorporation within a Low Voltage Switchboard
by others.

C. The Variable Speed Drives shall comply with all requirements for harmonic control as
outlined in the lasted edition of IEEE 519 for total distortion harmonic current and
voltage. A preliminary harmonic analysis shall be submitted at the time of the bid, which
includes all voltage and current harmonic up to the 99 th.

D. The converter shall be routine tested with associated motor at the Suppliers works.

E. The Supplier shall have overall responsibility for coordinating the selection of converter,
correct derating of motor for variable speed duty and the operability of the combined
system.

14.0 WIRING
A. All electrical devices requiring external Buyer connections (except motor leads),
furnished and installed by Seller on a purchased equipment package, shall be Seller
wired to terminal or junction boxes located at the edge of the unit.

B. For under 600V, motor feeder and power distribution wiring shall be single 3 phase,
annealed copper conductors, 600V insulated (heat and moisture resistant). Minimum
wire size shall be 4mm2 stranded copper.

C. Control panel wiring (internal) for controls shall be single conductor, stranded copper
conductor with 600V class, 90C rated switchboard Type SIS insulation. Minimum wire
size shall be 1.5mm square for controls.

D. Control panel wiring shall be done in a neat and professional manner and be properly
tied and secured in wireways. Wiring shall be collected and gathered wherever
possible; however, control and power wiring shall not be mixed. Interconnection
between devices within an enclosure may be wired directly from device to device
without terminal blocks.

E. All wiring external to enclosures shall be terminated within the enclosure and wired to
one side of terminal blocks with tubular screw and pressure plate terminals, sized to the
current carrying requirements of the conductor. Splicing of power or control circuits is
not permitted. Terminal blocks shall be rated for 600 V circuitry. For current
transformers, terminal blocks shall be shorting type.

F. All wiring shall be suitably sized for the service intended and each end of each
conductor shall be permanently tagged in accordance with the elementary and wiring
diagrams. Wire markers shall be provided on all wires at both ends.

G. A maximum of two (2) conductors per terminal shall be allowed. This includes all
internal panel wiring plus terminal allowance for all external wiring normally required.
Thermocouple leads may be wrapped on terminal screws.

H. For thermocouples requiring Buyer connection, Seller shall furnish a separate raceway
system connecting all thermocouples to a single junction box, with thermocouples
extension wires installed and labeled. Minimum size shall be 1.5mm square solid
conductor, insulated twisted pair, aluminum mylar wrap, copper drain wire, overall
jacket.

I. Buyer shall not supply 120 volt control power to the package unless otherwise specified.

J. Wiring for intrinsically safe equipment must be kept isolated from non-intrinsically safe
equipment wiring.

K. Power cables and instrument/control/i.s. cables shall not be run on the same cable tray.

L. Terminals for cables of different voltages shall be segregated and identified with
intervening insulating barriers. Separate junction boxes shall be provided for A.C. &
D.C. circuits.

15.0 LABELING
A. Labels shall be in Spanish.

B. Danger labels shall have black lettering on yellow and comply with (IEC 60417).

C. Information labels shall have black lettering on white background.

D. Equipment identification labels shall be rear engraved white-black-white laminated


plastic.

E. Identifying labels are required on the front of each functional unit (e.g. J.B.s) and shall
be duplicated where practical.

F. Labels shall identify the functions of control switchgear, indicator lamps, fuses, selector
switches, instruments.

16.0 EARTHING AND BONDING


A. Two main grounding lugs or (or bus bars where required) shall be provided diagonally
opposite at each end of the package unit for the attachment of 70mm 2 bare cables.

B. Although the cable armor or conduit for power and control equipment shall be electrically
bonded to equipment at each end it shall not be relied on as the earth return path. All
suc h electrical equipment shall therefore be externally bonded back to the two main
Seller Package Unit (VPU) earth points. Use of the VPU metalwork may be used for this
purpose where it is substantial and painted surfaces do not interfere with the earth path.

C. For lighting, convenience sockets and electric tracing the cable armor or conduit shall
not be used as the earth return.

17.0 CABLE TRAYS


A. Cable trays shall be heavy duty hot-dipped galvanized steel with 225 mm rung spacing.

a) Trays shall be connected together in a manner to assure ground continuity.

b) In corrosive atmospheres, the use of PVC coated or plastic cable trays shall be
considered.

c) Cable trays shall have removable covers in location where cables are subject to
damage from falling objects or corrosive liquids. Ladders shall not be used in such
locations. In other locations, trays shall be open topped.

B. Cable arrangement in or on supports shall be as follows:

a) Cables serving as the two supply feeders to secondary selective, spot network, and
primary selective substations shall be carried in separate trays or ladders.

b) Control cables shall be laid between power cables to the maximum extent possible.

C. There shall be no more than two layers of power or lighting cables in the same tray. If a
second layer is installed there shall be a continuous ventilated separator between
layers, so located that there is at least one inch clear space between the bottom of the
separator and the closest cable below.

D. Trays carrying only control or instrument cables may have cables arranged in more than
two layers.

E. Cables shall be arranged to minimize the number of crossovers.

18.0 ELECTRICAL TESTS ON PACKAGED UNITS


A. The Seller shall perform the electrical tests to assure correct operation. All testing shall
be performed in accordance with applicable IEC standards, specific requisition
requirements and to the item suppliers instructions or recommendations.

B. Unless specified otherwise on the Data Sheet, Buyer and/or representative shall
witness all production and functional tests. Three weeks in advance notice shall be
given to Buyer for required inspection and testing date. Additionally, Buyer reserves the
right to observe the manufacturing, fabrication, or any part of work which concerns the
subject equipment, inspect materials documents and manufacturing operations, and
evaluate results of nondestructive examinations, when specified on the Data Sheet

C. The testing to be performed shall consist of, but not be limited to, the following:

a) All circuits and equipment shall be tested for earth, short-circuits and proper functioning.

b) Insulation resistance and continuity tests shall be performed on all feeders, motor leads
and control wiring. A test shall be performed between conductors and earth.

c) Interlocking, control and instrumentation wiring for each item or system shall be tested
to ascertain that the system will function as indicated on the wiring or schematic
diagrams, description of operation, etc. Where necessary, manual operation of control
devices, such as limit switches, shall be used to simulate actual operating conditions in
the checking of the system.

d) For Seller furnished motor starters, the ampere rating of all fuses including control
fuses, fused disconnect switches, and thermal overload elements for motor shall be
checked, adjusted and corrected, if necessary.

e) Motors shall be checked for proper running and any misalignment shall be corrected.

f) Individual items, such as instruments device ,relays, motors, between others, shall be
factory routine tested per applicable standards. Individual test certifications shall be
submitted to Buyer

19.0 INFORMATION REQUIRED FROM SELLER


A. Seller shall clearly state each exception taken to this specification for any electrical
equipment furnished with the mechanical equipment or packaged system. Buyer and/or
the Owner or their representative shall review the submittal to determine if exceptions
shall be accepted, and may require full compliance with the specifications at no
additional cost to the Buyer if it is determined that the exceptions are not acceptable.

B. Seller shall clearly state all electrical questions he may wish to clarify, related to each
equipment specification.

C. The Seller shall supply the following technical information as minimum:

a) Equipment outline drawings showing arrangement and dimensions of all electrical


equipment.

b) Schematic and wiring diagrams of all power and control equipment supplied.

c) Interconnection diagrams showing external connections to the equipment supplied and


with all terminal blocks properly identified and shown in their true physical relationship
within the equipment.

d) Complete motor data including kW rating, voltage level, etc. as outlined in SPEC CA04-
04-33-P-SP-018.

e) Complete description, including electrical ratings of all devices.

f) Brief description of system operation and motor starting requirements.

g) All Vendors manufacturing documentation shall be in English.

h) Operating instruction manuals, installation, safety, and maintenance instructions shall


be in Spanish

i) All dimensions, calculations, and engineering, scientific, and commercial units of


measurement shall be given in SI metric units. US customary units may be shown in
parenthesis next to metric units for reference only

j) A recommended spare parts list for parts required for the first two years operation.

k) Equipment weight, and overall dimensions.

20.0 SHIPPING

Preparation for shipment shall be in accordance with Sellers standards unless


otherwise noted on the MR.

Loose equipment shall be securely packaged for shipment and shall be tagged for easy
identification.

Any component with moving parts that might be damaged in shipment shall have all
such moving parts securely blocked and braced. Any blocking, bracing, or other material
that must be removed before energization of the equipment shall be clearly identified by
high-visibility tags, signs, or markings.

When equipment is shipped in more than one section, Seller shall identify each section
with a permanent, readily visible identification tag. Seller shall provide all materials and
instructions required for reassembly of the sections in the field.

Instructions for storage of equipment shall be attached to the equipment.

21.0 SPARE PARTS FOR TWO (2) YEARS OF OPERATION

Seller shall supply the spare parts list for startup and the first two-year of operation to
each type of equipment installed in the package.
