AN ORDINANCE HONORING AND GRANTING ADDITIONAL
BENEFITS AND PRIVILEGES TO ILONGGO CENTENARIANS AND
APPROPRIATING FUNDS THEREFOR AND FOR OTHER PURPOSES

WHEREAS. living to a hundred years old is a rarity in this modern day and age---
maintaining a healthy and active lifestyle has become a challenge for citizens
regardless of age, young and old;

WHEREAS, as of 2015 the Department of Social Welfare and Development


recorded 3,533 centenarians in the Philippines and this number continues to increase
as the years go by;

WHEREAS, in lloilo City there are 19 centenarians recorded as of 2016;

WHEREAS, there is a need to give tribute to llonggo centenarians who have


spent their lifetime in contributing to nation building, it pays homage to life and longevity
even as an increasing number of deaths beset our country;

WHEREAS, signed into law on June 23, 2016 was Republic Act No. 10868,
known as "An Act Honoring and Granting Additional Benefits and Privileges to Filipino

Centenarians, and for other purposes, or otherwise known as the "Centenarians Act of
2016";

WHEREAS, Under RA No. 10868, all Filipinos who have reached 100 years old
and above, whether residing in the Philippines or abroad, shall be presented a letter of
felicitation from the President, congratulating them for his or her longevity;

WHEREAS, under RA No. 10868 during which, all Filipinos who have turned
centenarian in the current fiscal year shall be awarded a plaque of recognition and a
cash incentive by their respective city or municipal governments in appropriate
ceremonies in addition to the recognition and cash gift provided for by RA 10868, the
amount of the cash incentive shall be determined by the concerned local government
unit.

WHEREAS, under the Implementing Rules and Regulations (IRR) for R.A 10868
as part of the annual Elderly Filipino Week, October 1 to 7, the first Sunday of October
is hereby declared as National Respect for Centenarians Day;

WHEREAS, with the dwindling centenarian population in the country, living to a


hundred years is a milestone definitely worth celebrating;

NOW THEREFORE, be it ordained by the Sangunniang Panlungsod of the City


of lloilo in session duly assembled, that:

Section 1. Title

This Ordinance shall be known as the "ILONGGO CENTENARIAN


ORDINANCE".

Section 2. Statement of Policy

It is the declared policy of the state to provide social justice in all phases of
national development. Thus, the lloilo City Government, to wit:

a) To give full support to the improvement and total well-being of the elderly and
their full participation in society, considering that senior citizens are integral form of the
community;

b) To encourage the communities they live with to reaffirm the valued Filipino
tradition of caring for the elderly;

c) Conduct appropriate commemorative activities within lloilo City during the


National Respect for Centenarians Day as part of the Annual Elderly Filipino Week
Celebration every first Sunday of October, this will be an avenue for the city in honoring,
gi ing awards and incentives to llonggo centenarians;

d) Together with the Plaque of Recognition the City of lloilo shall grant the
centenarian a cash incentive in an amount to be determined by the lloilo City
government;

e) To set aside a portion of its local funds in their annual budget for this purpose.

Section 3. Definition of Terms

For purposes of this Ordinance, the terms are defined as follows:

Centenarian- a Filipino and an llonggo who have reached one hundred years old
and above and a duly registered resident of this city;

Resident - an llonggo who lives in the City of lfoilo permanently where he/she
actually or constructively has a permanent home;

Letter of Felicitation - a letter from the President of the Philippines


congratulating the centenarian on his or her longevity;

Plaque of Recognition - an award given to a living centenarian by the city of


lloilo;

Posthumous Plaque of Recognition - an award given to a deceased


centenarian presented to his or her nearest surviving relative from the national
government through the DSWD;

Centenarian Gift - the amount of Php 100, 000.00 tax free cash benefit to be
given to the centenarian as a gift from the national government through the DSWD;

Cash incentive - the amount of Fifty Thousand Pesos (Php 50, 000.00) to be
awarded by chief executive of the City of lloilo as additional benefit to each centenarian;

National Respect for Centenarians Day - the annual commemoration of


centenarians to be celebrated every first Sunday of October as part of the annual
celebration of the Elderly Filipino Week (EFW) from October 1 to 7;

Nearest Surviving Relative- refers to the closest person related to the


deceased centenarian by blood or affinity

Section 4. City Government Respect for Centenarians Day

The first Sunday of October as declared by law is the National Respect for
Centenarians Day. The City of lloilo shall celebrate the national event and during that
day all the centenarians will be honored and be given awards and/ or incentives as one
of the highlight of the Annual Elderly Week Celebration in consonance with Regulation
Ordinance No. 2014-420 "AN ORDINANCE DECLARING EVERY FIRST WEEK OF
OCTOBER, AND EVERY YEAR THEREAFTER AS "ELDERLY WEEK" IN THE CITY
OF ILOILO AND FOR OTHER PURPOSES" and as provided in Republic Act No.
10868.

Section 5. Coverage

All Filipino citizens who are residents of lloilo City who have reached one
hundred years old and above.

Section 6. Awards and Incentives from the City government of lloilo

A centenarian shall receive the following additional awards, incentives, and


benefits from the City of lloilo:

a. Plaque of Recognition - in addition to the Letter of Felicitation, a Plaque of


Recognition shall also be given to the centenarian acknowledging his or her long life.

b. Cash Incentive - together with the Plaque of Recognition, the City of lloilo
shall also grant to each centenarian a cash incentive in an amount of Fifty Thousand
Pesos.

Section 7. Documentary Requirements

1. The centenarian shall present his/her birth certificate or Philippine passport to


prove his or her entitlement for the awards and incentives under this ordinance.
In the absence of either of the above-mentioned documents, any of the following
documents may also be required:

a) Senior Citizen's Identification (ID) Card issued by the Office of Senior


Citizens Affairs (OSCA) indicating the year of birth;

b) Other Philippine-government issued identification cards such as the Land


Transportation Office (LTO) issued Driver's License, social security cards
like the Government Service Insurance System (GSIS), and Social
Security System (SSS), Professional Regulatory Commission (PRC)
license, Philippine Postal ID, Commission on Elections (COMELEC)
voter's ID, etc., showing Filipino citizenship and year of birth as a
reference point for the centenarian's eligibility for the awards and
incentives;

c) Marriage Certificate for the centenarian;

d) Birth certificates of children borne by/ of the centenarian;

e) Affidavits executed by at least two (2) disinterested persons with


personal knowledge of centenarian's actual age or date of birth;

f) Old School or Employment records showing date of birth of centenarian;

g) Baptismal and/ or confirmation records of centenarian certified by the


parish church and other religious denomination;

2. Barangay Certificate/Clearance attesting that the centenarian is a duly


registered/actual resident of a barangay of this City shall also be required under
this ordinance.

Any false attestations or certifications issued shall be subject under the


appropriate penalty.

Any issue or concern not covered by the above will be brought to the attention of
the Secretary of DSWD for appropriate action.

Section 8. Implementing Guidelines

Within 30 days from the effectivity of this ordinance the City Chief Executive
Department with the Office of Senior Citizens Affair (OSCA) in coordination of City

Social Welfare and Development Office shall formulate the necessary, additional
guidelines and shall take the lead in the effective implementation of this ordinance.

To ensure availment of every qualified centenarian of cash incentive from the


City Government of lloilo as additional benefits any nearest surviving relative may be
allowed to process such claim upon presentation of necessary documentary
requirements two months before any centenarian reach his/her 1oath birthday with the
Office of Senior Citizens Affairs (OSCA) and the City Social Welfare and Development
Office, whose personnel shall provide all needed assistance to ensure centenarian's
eligibility and availment for the awards and incentives which should be released the very
first day a centenarian reached his/her 1ooth birthday or the soonest possible time as
soon as he or she reached such age and physically available in the city. Same
procedures and requirements apply for availment of cash incentives and awards for
those centenarians who have already reached such age prior to the effectivity of this
ordinance.

Section 9. Funding

The City government of lloilo shall appropriate an amount of One Million Pesos
(Php 1,000,000.00) for that purpose and every year thereafter to necessarily implement
the provision of this ordinance subject to existing accounting and auditing procedures.

Section 10. Repealing Clause

All Ordinances inconsistent with the provisions of this ordinance are hereby
repealed or modified accordingly.

Section 11. Separability Clause

If for any reason any section or provision of this ordinance or any portion thereof
of the application of such section, provision, or portion hereof is declared invalid, illegal
or unconstitutional by the appropriate court, the other provision not affected thereby
shall remain in force and effect.

Section 12. Effectivity

This ordinance shall take effect after its publication in a newspaper of general
circulation in the City of lloilo.
