1.0 EXECUTIVE SUMMARY


Gas Terminals with high technology equipments placed in very compact areas and
processing large quantities of flammable material are a potential fire hazard.
Therefore it is of utmost importance that adequate fire safety measures should be
provided for the protection of life and property. Modern Fire protection and safety
measures have been envisaged for Onshore Gas Terminal Project of M/s GSPC.
The major fire protection and safety facilities shall be provided as given below:
Fire Water System to fight two major fires simultaneously in the OGT complex
Fire Hydrants and monitors as per OISD-116
Automatic Medium velocity water spray system on hydrocarbon storage tanks
as per OISD
Semi fixed foam system for hydro carbon storage tanks as per OISD.
Automatic Rim Seal fire extinguishing system with foam for floating roof tanks.
Automatic High velocity water spray system on electrical transformers as per
OISD
Manually operated water spray system on the process equipments, pumps in
the Process units as per OISD
Automatic water spray system on compressors in Process units as OISD
Manually operated water spray system for road loading gantry
Long range variable flow water cum foam monitors for the protection of
storage tanks.
Variable flow water cum foam monitor for protection of process unit
Variable flow water cum foam monitor for protection of road loading gantry
Long range monitors in tankages area for protection of larger diameter tanks
Clean Agent (Inert gas, Argonite) fire extinguishing system for main control
room.
First aid equipments for buildings and hazardous areas.
Mobile fire fighting equipments for the complex
Gas detection system for extreme hazardous areas
Fire alarm and communication system
Fire station and fire safety controls as per safe practice

2.0 BRIEF PROJECT DESCRIPTION

M/s Gujarat State Petroleum Corporation Limited (GSPCL) is planning to set up a


Onshore Gas Terminal (OGT) at Mallavaram, Andhra Pradesh.

The various processing facilities being put up as part of the expansion project are:

3.0 FIRE PROTECTION FACILITIES

3.1 SCOPE
This document covers in details the fire protection facilities proposed to be provided
at OGT Project, Mallavaram, A.P.

3.2 INTRODUCTION:

Considerable amount of high technology equipment placed in very compact area in


Gas Processing plant. Large quantities of flammable materials are processed in such
plants which due to slight malfunctioning pose serious threat to plant and life. When
an accident occurs, it may develop into serious disaster with potential fire hazard.
Therefore, it is of utmost importance that adequate fire protection measures should be
provided for the protection of life and property
The capacity of proposed OGT is 200 MMSCFD of slug catcher gas .
Proposed Fire Water network shall cater the need of total OGT.
The Fire Water system shall confirm to OISD-116 standard.
Fire Water reservoir and fire water pump house shall be constructed to meet the fire
water demand.

3.3 CODES AND STANDARDS


The codes and standards applied on the project shall be:

3.6 DESIGN BASIS

I The fire water system in the OGT is designed to meet the fire water flow
requirement for fighting two major fires simultaneously anywhere in the
complex.
II Design of the system shall be based on the basis that no fire fighting
resources from outside complex will be available in case of emergency and
fire within the complex shall be controlled and extinguished by the Complex's
resources.
III All hazardous facilities like tank farms, process units etc. shall be fully covered
by fire hydrant system.
IV Design criteria for extent and details of fire protection facilities for various risks
involved shall be as given in the subsequent clause.

3.7 FIRE WATER SYSTEM DESIGN


3.7.1 GENERAL
Water is the most important media available for fire protection and is used for
fire extinguishments, fire control, cooling of equipment etc.

3.7.2 DESIGN FLOW RATE

3.7.2.1 DESIGN FLOW RATE AS PER OISD-116

Major hazardous areas have been considered for fire fighting and fire water
demand for each area has been calculated. Refer Annexure 1 for
calculation of fire water rates for different hazardous areas.

3.8 CATASTROPHIC CASE AS PER OISD 116

3.8.1 DESIGN CRITERIA


The design criteria for a catastrophic case shall be for fighting a fire in a bulk
storage area. It is assumed that the floating roof has sunk and the tank is fully
involved in fire. The semi fixed foam system provided in the tank shall be
considered as non-functioning. Fire shall be fought from road side by fixed/
mobile high capacity foam / water monitors.

3.8.2 DESIGN FLOW RATE


Refer Annexure 2 for calculation of flow rates for roof sinking case
The design flow rate for Catastrophic case = 1434 m3/hr.

3.8.3 NETWORK CHECK


The fire water system is designed to meet the fire water flow requirement for
fighting two fires simultaneously or single fire for largest floating roof tank roof
sinking case, whichever is more. The roof sinking case has not been
considered in design fire water demand calculation for two major fires,
however the fire water network around the tank farm areas has been sized to
cater such load so that long range monitors can be fed from the network. The
network has also been checked for two major fires occur in the installation.

3.9 SYSTEM PRESSURE


The fire water system shall be designed for a minimum residual pressure of
7.0 kg/cm(g) at the remotest point of application in the complex. However the
network normally be pressured at 11.0 kg/cm2 (g) and maximum pressure in
the network shall be 15.4 kg/cm2 (g).

3.10 FIRE WATER PUMPS


Fire water pumps shall be electric motor driven/and diesel engine driven
vertical centrifugal pumps. The pumps shall be located in a covered pump
house of RCC construction. The pump details are given below:

Power Supply to Fire Pumps


- Power supply to fire water pumps shall be provided from two
independent sources.

- Each Diesel engine shall have an independent fuel tank for 8


hours continuous running of engine.
Mode of Start
Fire water pumps shall start automatically with pressure transmitters on fire
water mains. Jockey pumps shall operate on auto mode to keep the fire water
network under pressure at 9.5 kg/cm2(g) and at 11.0 kg/cm2 (g) Jockey pump
will trip through pressure transmitters on fire water mains.

3.11 FIRE WATER STORAGE


Fire water storage shall be fully dedicated to fire service, the capacity of fire
water storage shall be 6 hours of aggregate working capacity of pumps.
Hence fire water storage provided = 6 x 3 x 1000 = 18000 m3

Storage provide:
Fire Water reservoir of total 18200 m3 in two compartments is being provided
as dedicated storage for fire water system.
The Fire Water reservoir will be fed from the Raw Water coming from
Dowlaiswaram/ Tallarevu canal conveyed through 20 dia pipeline. The feed
line to Fire water reservoir shall always be in charged condition.
In addition a fire water makeup connection has been provided from filtered
water reservoir. In case of emergency whole filtered water storage can be
diverted for fire water.

3.12 DISTRIBUTION NETWORK


i. The fire water network shall be laid in closed loops as far as possible
to ensure multidirectional flow. Isolation valves shall be provided in the
network to enable isolation of any section of the network without
affecting flow in the rest of the network. The isolation valves shall
generally be located near loop junctions. Isolation valves on straight
reach shall be at 300m spacing.

ii. The fire water network shall normally be laid above ground at a height
of 300 mm to 500mm above grade level independent of process lines.
Fire water mains shall be laid U/G around the process unit. In RCC
paved area fire water lines shall be laid in trenches filled with sand.
U/G fire water lines shall be provided corrosion protection as per
specification no. 6-79-0011. In addition cathodic protection is also

provided for U/G fire water line. Above ground Fire water lines shall be
painted fire red as per Painting specification.

3.12.1 NETWORK CHECK FOR OISD CASES

The network has been checked for the flow rates for two fires simultaneously
in OGT. The design flow rates for different hazardous areas has been
distributed at nodal points and network sizing has been checked through
computer analysis using PIPENET software with 120% of designed flow.

Following two fire cares are identified for which computer analysis has been
done on PIPENET software:

For all the above two major fire cases for 120% of design flow value velocity
of flow does not exceed 5.0 m/sec and residual pressure does not fall below
7.0 kg/cm2(g).

3.12.2 NETWORK CHECK FOR TAC CASES


As per TAC rule of Fire Protection Manual, network has been checked by
discharging 50% of aggregate pumping capacity (150% of design capacity) is
discharged at the remotest point and remaining 50% en-route. Accordingly,
following critical cases have been chosen for network analysis for fire
scenarios as per TAC.

For all the above cases, 50% of aggregate pumping capacity is discharged at
the remotest point and remaining 50% en-route. Velocity of flow does not
exceed 5.0 m/sec and residual pressure does not fall below 5.25 kg/cm2(g).

3.13 FIRE PROTECTION FACILITIES

3.13.1 HYDRANTS, MONITORS AND LANDING VALVE


3.13.1.1 Hydrants / monitors shall be located keeping in view the fire hazards at
different sections of premises to be located and to give most effective
coverage. No of hydrants shall be based on one hydrant or water monitor for
every 30 m of external perimeter of process units and storage tank areas.
These shall be generally located on the following:
i. For Hazard areas like process units, storage
tank area, etc. - 30M

ii. For utility areas, building areas - 45M

Hydrants shall be located at a minimum distance of 15 M from the periphery of


storage tanks or hazardous equipment under protection.
Hydrants/monitors shall be generally located along road side berms for easy
accessibility.
iii. Double headed landing valves shall be provided on the landings of first floor
and above on all the buildings/ tech structure etc.

Double headed hydrants with two separate landing valves of 2 size on 4


stand post shall be used.
Monitor location shall be given special consideration for protection of cluster of
towers, heaters and other high structures, where it may not be possible to
approach the higher levels. A minimum of two monitors shall be provided for
each such areas.
Monitors and hydrants shall be located alternately around process units, so
that monitors are available for the protection of inaccessible areas and tall
structures.
Long range variable flow monitors shall be provided for protection of
hydrocarbon storage tanks.

3.13.1.2 RANGE & COVERAGE OF HYDRANTS AND MONITORS


The horizontal range and coverage of hydrants and monitors shall be as
under:
Hydrants - 45M
Monitors - 50M
Long Range Monitors - 80M

Hydrants and monitors shall be located such that all hazardous areas are
covered.
It should be possible to direct minimum two water streams from hydrants/
monitors on any hazardous area for effective protection against fire. Hydrants
and monitors shall not be located within dyke areas.

3.13.2 HOSE BOXES AND HOSE REELS

3.13.2.1 HOSE BOXES


Fire hose Box shall be installed with each hydrant point in Process Unit area
whereas one hose box shall be provided for every two hydrant in offsite area.
Each box shall contain: 2x15M 2" fire hose with end coupling. Two universal
branch pipes and other accessories to suit connecting two hoses on each
hydrant valve.

3.13.2.2 HOSE REELS


Fire reels shall be considered for location in unit all along the pipe rack as first
aid for the contingency. These shall have water connection from Hydrant

network. Each hose reel shall be 40 m long with 20 mm bore. All the plant and
non-plant buildings having more than one floor shall have hose reel. The
maximum covering distance for such hose reel shall be 40 m.

3.13.3 FIRE WATER SPRAY SYSTEM


3.13.3.1 Fixed water spray systems shall be provided in high hazard areas where
immediate application of water is required. The piping system shall be
connected to the hydrant water supply through manually actuated valves
which initiates the flow of water. Water spray pattern and their densities shall
be selected according to hazard being protected.

3.13.3.2 PROCESS UNIT


Fixed water spray systems shall be provided for:
Pumps handling product above auto ignition temperature.
Pumps handling Class A petroleum product under pipe racks
Hydro carbon handling vessels inaccessible to fire tender and fire
hydrants.
Uninsulated vessels containing class A or B flammable liquid having
capacity larger than 50 m3.
All columns of height more than 45m.
Air fin coolers in hydrocarbon service located above pipe rack
Inaccessible equipments / tall columns
Any other equipment as recommended by Licensor.

For pumps, the spray intensity shall be 20.4 l/min/m of ground area

For vessels, columns and exchangers, the spray intensity shall be 10.2
l/min/m surface area.

3.13.3.3 HYDROCARBON STORAGE TANK AREA


On atmospheric storage, fixed water spray systems are provided as per OISD-
116. The spray intensity for atmospheric storage tanks shall be 3 lpm/m of
shell area.

3.13.3.4 TRANSFORMERS
Automatic deluge High Velocity spray system shall be provided for hot oil
transformers of oil capacity more that 2000 litres as per OISD-173 and rules of

TAC for Water Spray system. Deluge valve shall be actuated through
quartzoid bulbs. The spray intensity shall be 12.5 lpm/sq. m.

3.13.4 FOAM SYSTEM

3.13.4.1 Semi-fixed Foam System

Semi-fixed foam system shall be provided for the following tanks.


Floating roof tanks storing Class 'A' and Class 'B' petroleum products.
Fixed roof tanks storing Class 'A' and class 'B' petroleum products.
Following foam application rate shall be considered
- Floating roof tanks containing flammable 12 lpm/m seal area
or combustible liquids
- Fixed roof tanks with flammable liquids 5 1pm/m liquid surface area

Semi fixed foam system for storage tanks shall consist of foam makers
mounted on tank shell at top. Each foam maker shall be connected with an
independent foam supply dry piping which shall be extended to the roadside.
Protein based foam solution with 3% proportion shall be pumped into foam
lines at a pressure of 7.0 kg/cm2 from a mobile foam tender.
Foam makers for cone and cone cum floating roof tanks shall be provided with
vapour seal chambers to prevent escape of hydrocarbon vapours through dry
foam piping to the roadside.
The source of water shall be through hydrants by the side of access roads.
For floating roof tanks foam shall be poured at the foam dam to blanket roof
seal. Foam makers/pourers shall be located not more tan 24 M spacing along
the shell circumference.
For cone roof tank protection, the vapour seal chamber shall be provided
before the foam pourer outlet. The vapour seal chamber shall be provided
with an effective durable seal fragile under low pressure to prevent entry of
vapour into the foam conveying piping system. Foam pourers shall be
selected as per OISD-116 & shall be equally spaced at the periphery of the
tank for even distribution of foam.

3.13.4.2 FOAM APPLICATION RATES & TIME


Low expansion foam application rates shall be as per OISD-116 for various
risks covered under foam system. The following guide shall be used.

3.13.4.3 FOAM CONCENTRATE QUANTITY
As largest tank diameter is less than 60 m, foam quantity requirement shall be
calculated as per OISD-117.
The aggregate quantity of foam solution for a single largest tank fire shall be
calculated as sum total of items indicated below:
i. Foam solution application at the rate of 5 lpm/ m2for the liquid surface
of the single largest cone roof tank or at the rate of 12 lpm/ m2 of seal
area of the single largest floating roof tank whichever is higher
ii. Based on the size of the terminal
iii. Two hose streams of foam each with a capacity of 1140 lpm of foam
solution.
iv. The aggregate quantity of foam solutions should be largest of (i), (ii)
and (iii) as above for a minimum period of 65 minutes.
Total foam storage quantity being provided is 15000 litres.
Calculation of foam compound requirement is given in Annexure-3

3.13.5 CLEAN AGENT SYSTEM


Clean Agent (Inert gas, Argonite) fire extinguisher system shall be provided
main control room as per NFPA-2001. The system shall be automatic.
Detection and actuation shall also meet the requirements of NFPA-2001.

4.0 RIM SEAL FIRE EXTINGUISHING SYSTEM

4.1 Automatic fire detection & foam based extinguishing system for Rim Seal
protection of Floating Roof tanks shall be provided. Automatic Rim Seal Fire
protection system shall consist of highly sensitive & field configurable Heat
Detection System of hollow metallic tube type coupled with required number of
pre-mixed Foam Storage / Discharge modules of required capacity and local
panel/junction boxes. Each module shall be dedicated to the protection of an
equal portion of the Rim Seal area. The feedback signal from the detector
actuates a solenoid valve, which in turn actuates the foam discharge valve of
the pressurized foam module and foam is discharged in to the rim seal area.
Low expansion foam of shall be delivered to the Rim Seal of floating roof tank.

5.0 PROCESS UNIT FIRE PROTECTION

The following fire protection measures are envisaged for process unit fire
protection:
Hydrants / Monitors protection

Water spray system for pumps, vessels, columns, exchangers, air fin
coolers etc.
Automatic Water spray system on compressors
Hose reel protection
Landing valves on technological structures
Portable extinguishers
Fire proofing

6.0 STORAGE TANK FIRE PROTECTION

7.0 FIRST AID FIRE FIGHTING EQUIPMENT

First aid fire fighting equipment shall be provided in process units, Offsite,
utilities and buildings etc. The general guideline for use and selection of
various types of fire extinguishers is given below:

1. DCP Process Units, pumps area, ETP, DM, RWTP


Extinguishers area, oil separators, substations, workshops,
10 KG Cap. power plant, laboratory, warehouse, etc.
The number shall be determined based on
maximum travel distance of 15M. At least one
extinguisher should be provided for every 250
m area
2 DCP For critical operating areas like pump areas,
Extinguishers process units, compressor stations etc.
25/50/75kg The number should be determined based on
capacity max. travelling distance of 50M. Atleast one
extinguisher should be provided for every
750m area.
3 CO2 For substations and power stations etc.
extinguishers The number should be determined based on
of 4.5 Kg or the max. traveling distance of 15 mtrs. At least
6.8/9.0 kg on one fire extinguisher should be provided for
wheels every 250 sq.mt of hazardous operating area.

First aid equipment selection should be correctly related to type of fire


expected in the area and wrong type of extinguisher should not be located
which could be accidentally used.

8.0 MOBILE FIRE FIGHTING

Mobile fire fighting equipments for complete complex shall be provided as per
OISD 116.. The following mobile fire fighting equipments are proposed to be
provided for the complex fire protection service.

9.0 PERSONAL PROTECTION EQUIPMENT

i. Safety Shower & Eye Wash


Safety shower and eye wash equipments shall be installed in areas where
corrosive products are handled. These shall be supplied with drinking water
connection.
ii Breathing Apparatus
Breathing apparatus with oxygen bottle of 20 Min. duration shall be stored in
control room and fire station. The minimum number of each equipment shall
be
Control Room = 4Nos
Fire Station = 5Nos
Operators Cabin = 2Nos.
iii Gas Masks
The gas masks suitable against toxic release products shall be envisaged in
areas where gas leakage is possible under normal operational Conditions.
The apparatus shall be located at site in proximity of potential sources of toxic
gas release.

10.0 FIRE STATION

The center for use of fire protection equipment shall be Fire Station under
control of fire Marshal of the complex. All fire safety controls shall be operable
from fire station where a control room shall be set up for operational controls.
Fire detection, fire alarm communication shall be controlled at fire station for
necessary follow up action. Fire station shall have the following facilities :

- Fire Fighting Agents


- Mobile Fire Fighting Equipments
- Safety equipments like fire suits, fire blankets, breathing
apparatus
- Fire Alarm Panel
- Supervisory and Control Panel
- Emergency Communication

12.0 FIRE PROOFING


Fire Proofing is aimed at providing adequate fire resistance to all load bearing
steel structures and equipment supports that can collapse under fire
conditions and contribute to the intensity of fire. Fire proofing shall be done as
per OISD 164.
