Timetable
2.1 Given the scale of the proposed development, it is the current
expectation that the construction will take approximately 17 years.
Whilst the construction work is likely to be broadly continuous, with for
example elements of earthworks, landscaping and infrastructure
provision overlapping, for the purposes of assessment it has been
divided into four broad phases of development. It is anticipated that
Phase 1 will commence in 2014.
2.2 The phasing plans for the proposals are provided at Appendix 1 to this
document.
2.3 Each phase will consist of infrastructure works to prepare the land prior
to built development being commenced. A broad timetable for all four
phases is identified in Table 2.1 below.

3.15 A rail control building will also be constructed, to include a control room,
estate management offices, meeting rooms and other welfare facilities.
3.16 One rail bridge crossing an internal road and 3 nos. bridleway bridges
will also be built.
3.17 The rail infrastructure will be delivered during Phases 1, 2 and 4 of the
assumed construction programme to match demand.
3.18 Phase 1 comprises extension of a single line branch across the A5,
construction of Phase 1 intermodal sidings, locomotive stabling and
servicing facilities, a new bridge crossing the A5, a new bridge crossing
an internal road and 3 nos. bridleway bridges.
3.19 Phase 2 comprises 4 nos. intermodal sidings and 2 nos. warehouse
sidings.
3.20 No rail works are anticipated during Phase 3 of the construction
programme.
3.21 Phase 4 includes twin tracking from the DIRFT II reception sidings,
including the reconstruction of the A5 box to accommodate twin tracks,
twin track works to the A428 and A5 bridges and a new viaduct adjacent
to DIRFT II.
M1 boundary works
3.26 The development includes the lowering of site levels by up to 20m in the
vicinity of the M1 boundary. Material will be excavated from parts of the
site near the boundary and cutting slopes constructed to the existing site
boundary. The cutting slopes and retaining walls will be designed to
ensure stability of the M1 to Highways Agency standards.

3.29 The Lorry Park will provide spaces for over 300 lorries. It will include a
rest area with showers and toilets.

Hours of working
4.2 Hours of working are the subject of a requirement. Construction work
(excluding archaeological investigations, landscaping and any non-
intrusive internal fit-outs) shall not take place other than between
7.30am 7.00pm weekdays and 8.00am 1.00pm on Saturdays
(excluding public holidays) unless otherwise agreed in writing by the
relevant local planning authority. Sunday and bank holiday working is
permitted for works which do not cause noise that is audible outside the
boundary of the site.

12 Communication strategy
5.4 Individual Contracts would incorporate appropriate requirements in
respect of environmental control, based largely on the standards of
good working practice outlined in the CEMP in addition to statutory
requirements. Contractors would therefore be required to demonstrate
how they would achieve the provisions of the CEMP, how targets would
be met, and how potential adverse environmental effects would be
minimised.
5.5 Environmental issues would be considered in the procurement of raw
materials and manufactured building components and all such materials
would be appropriately stored on the site to minimise damage by
vehicles, vandals, weather or theft. Pollution control would include the
use of bunded compounds for the storage of tanks and drums of liquid
chemicals and fuels. Packaging materials would be returned, where
possible.

5.8 The designation of all waste or other materials removed from the Site
would be notified to the relevant authority by the Contractor/Construction
Manager for approval. Loads would only be deposited at authorised
waste treatment and disposal sites.
5.9 No burning of demolition and construction waste would be undertaken
on site.
5.10 The issue of hazardous waste is addressed in more detail below at
Section 5.18.
Pollution Control
5.16 Prior to demolition and construction, the Contractor would be required to
prepare a safety statement demonstrating how the safety of construction

Communication Strategy
5.22 A newsletter would be produced at regular intervals to notify of progress,
anticipated works, potential disruption and supplementary issues of
interest to the local community and businesses.
