Kent test project ushers in new era of

The Royal Engineers (RE) have completed
a milestone on a project that is expected

Restoring the frames


In 2011 the Grade II-listed gasholder
frames of No.8, 10, 11 and 12 were
dismantled almost like a Meccano set and
shipped piece by piece to Shepley
Engineers Ltd in Yorkshire to begin
cleaning and refurbishment.
The process took a total of two years
and involved the paint on the gasholders
being removed by shotblast so that the
inspection and subsequent repair/
refurbishment could commence. Each
individual component was then inspected
and defects and failed members identified
and repair solutions applied and then all
the defects registered before the
painstaking fixing and repair job
could begin.
In 2013 gasholder No.8 was returned to
Kings Cross and rebuilt piece by piece on
the banks of the canal. The restoration of
the triplets continued at the same time.
Trevor Marrs, head of restoration at

CIOB forges ahead with housing taskforce

The CIOB launched a call for evidence

technology in the housing sector in
the summer. The work forms part of a wider
coalition the National Housing Taskforce
which has been convened by the Royal
Institution of Chartered Surveyors (RICS) and
the All Party Parliamentary Group (APPG) for
Housing and Planning.

The Taskforce, which has already met with new
Housing Minister Gavin Barwell MP, is operating
across 12 distinct areas of work to take a holistic
view of how to tackle the housing crisis, covering
everything from planning reform to housing
associations, and construction skills to mortgage
finance. Each work-stream is being led by a relevant
organisation which will submit recommendations to
the Taskforce later in the year.

He has managed and led multi-disciplinary teams

sectors ranging in value from 10M to 140M.
In 2013, McCarthy won a Silver medal in the
Construction Manager of the Year Ireland for the
management of the refurbishment of C Wing in
Mountjoy Prison in Dublin.
He joined the CIOB in Ireland, Eastern Centre
committee in 2002 progressing to chair in 2009/
2010, and chair of the CIOB in Ireland in 2014.
He chaired the CIOBs UK & Ireland Timezone in
2013/14 and is currently a member of the CIOBs
Grievance and Appeals Board.

new 42 million purpose built student accommodation project in
Portsmouth, due to its outstanding thermal performance and ability to
meet the stringent fire performance requirements for the project.
The Unite Students development has been master planned by CGMS.
Once completed, the building will provide high quality and safe
accommodation for 836 students. Cooley Architects design uses coloured
Alpolic ACM cladding to form an eye-catching cube at the top of the 240 ft
building. Kingspan Kooltherm K15 Rainscreen Board was installed as part
of the rainscreen faade system.

DONT FORGET THE HOARDING


The importance of site hoardings for branding as well as security is well
recognised, but what is all too often overlooked is the legality of the
materials used in their manufacture.
Three years on from the introduction of the European Union Timber
Regulations (EUTR) that were supposed to end the import of illegally
sourced timber, there is growing evidence of widespread non-compliance.
A report produced by the National Measurement and Regulation office in
2015 exposed the lack of regulation in the manufacture of Chinese plywood,
while a series of actions have been taken against UK importers in recent
months over the use of timber sourced from unregulated forests in Africa.
EUTR recognised that there can be a lengthy supply chain between the
forest and the finished product and established a Chain of Custody system
to certify each organisation through whose hands the timber passes.
While this may be a relatively straightforward process for structural timber
beams and joists, it becomes significantly more complicated for plywood or
particle boards which can include timber from various sources in the
finished product.
The largest quantity of such boards on any project is likely to be found
during the construction phase as site hoardings and there is a clear
responsibility for the contractor to ensure that these are manufactured in
accordance with EUTR.
