It'sbeenabusyspringatCityHall!

Over the course of my two terms in office, one of my priorities has been transformational planning and building reform.
With that in mind, I'm pleased to share that after years of hard work and advocacy, the province has finally announced
changestotheOntarioMunicipalBoard(OMB).

I'velongfoughtagainstthisunelected,unaccountableprovincialbody,ashavemanyresidentsofWard25.Mostrecently,
you've probably read about the 35storey tower at 1830 Erskine adjacent to John Fisher Junior Public School. This
development is the poster child for why the OMB needs a total overhaul, and the student, parent and neighbourhood
communityaretobecommendedfortheirpassionandengagementoverthepastseveralmonths.

Major changes to the OMB are long overdue, and I look forward to seeing local planning decisions finally returned to the
handsofmunicipalities.Keepreadingfordetailsonexactlywhatreformstheprovinceisrecommending.

Slowly but surely changes are also coming to the city's own planning and building processes. I've included important
updatesaboutmyeffortstoimprovetheCommitteeofAdjustment,establishToronto'sLocalAppealBodyanddevelopa
strategytotargetproblemresidentialconstructionsites.

Inaddition,we'regettingtractionontransit.Lastmonth,IvotedwithCityCounciltomoveforwardwithplanninganddesign
workfortheReliefLineit'smynumberonetransitpriorityandIknowit'stopofmindforWard25ersontheYongeLine
whooftenfaceovercrowdinganddelaystryingtoheaddowntownonthesubway.Whileconstructionisstillawaysoff,at
Executive Committee I moved a motion pushing the TTC to accelerate projects that will improve service, build
capacityandcutdelays.

BuildingtheDowntownReliefLine

As you may know, last month City Council voted to move ahead with planning and design work on the Downtown Relief
Line.

Throughout my two terms in office, I've consistently said that the Relief Line has to be our top transit priority. Each and
every day I hear from residents frustrated by the overcrowding and delays on the Yonge line. As a transit user, I've also
experiencedtheseproblemsfirsthand.

TheDowntownReliefLinehasnowbeendividedintotwoprojects:theReliefLineSouth(fromPapeStationsouthtoQueen
St)andtheReliefLineNorth(fromPapeStationtoEglintonorSheppardAve).

WhileplanningontheReliefLinetodatehasfocusedonthesouthernpiece,I'mpleasedtosharethatthecityisnowkick
startingplanningworkontheReliefLineNorthandwilldeliveraninitialbusinesscaseinearly2018.

The northern extension of the Relief Line will be a huge win for Ward 25ers who sometimes have to wait for two or three
trainsbeforetheycangetonandgetwheretheyneedtogo.Tomovethisplanningforward,ItabledamotionatExecutive
Committee asking staff to develop a robust community consultation plan, consider naming the new transit line the Don
MillsLineandlookatbuildingtheReliefLineNorthuptotheSheppardlinetomaximizetransitconnectivity.

But in the meantime, to deal with the current capacity problems on the Yonge Line, I've pushed TTC staff hard on what
efforts are underway to improve service and reliability, including the status of the Automatic Train Control (ATC) project.
Thisprojectinvolvesupdatingthesignallingsystemsothatthespeedofandseparationbetweentrainswillbecontrolled
automatically.

ATCisexpectedtoincreasecapacityontheYongelineby25%bycuttingtrainheadwaysfrom2.5to2minutes.Inother
words,ATCwillimprovetraincapacityandshortenwaittimes.

However, implementation of ATC has been slow going and over budget. That's why I also moved a motion requesting
thattheTTCprovidequarterlyupdatestotheCommitteeonthestatusoftheATCimplementationprojectandconsiderall
optionsforacceleration.

Faster,betterandmorereliableTTCservicecan'tcomesoonenough.

ReformstotheOntarioMunicipalBoard

After years fighting to protect our local neighbourhoods and abolish the Ontario Municipal Board (OMB), I'm pleased to
sharethatreformstothisquasijudicialprovincialbodyarefinallyontheirway.

Overtheyears,I'vestronglyadvocatedthattheCityofTorontoshouldhavefinalsayoveritsownplanningdecisions.To
thatend,I'vevotedfourtimesatCityCounciltoremoveTorontofromthejurisdictionoftheOMB.

The OMB is a provincially appointed, administrative tribunal that hears planning appeals from the municipal level. At
present,whenanapplicationisappealedtotheOMB,it'stheprovincethatdecideswhethertoapprovetheapplication,not
theCityofTorontooritsresidents.

Last month, as you may know, the province announced that it will be introducing legislation to dismantle the OMB and
replace it with a Local Planning Appeal Tribunal that will show greater respect for neighbourhoods and the city's planning
decisions.

ThisnewTribunalwillnotmakeplanningdecisionsorconduct"denovo"hearings.Instead,itwillfunctionasatrueappeals
body, reviewing municipal decisions and determining whether those decisions conform to municipal plans and provincial
planningpolicies.

IftheTribunalfindsaninconsistency,insteadofissuingitsowndecision(astheOMBcurrentlydoes),thenewbodywill
referthematterbacktothemunicipalityforreconsiderationandgivethemunicipality90daystomakeanewdecision.The
Tribunalwillonlyhavetheauthoritytoissueafinaldecisionifthemunicipality'sdecisioncontinuestofailtoadheretothe
provincialpoliciesandmunicipalplans.

Whilethislegislationstillneedstobepassed,Iamcautiouslyoptimisticaboutthepotentialofthesereformstotransform
theprovincialplanningsystemandgiveourcityandlocalcommunitiesastrongervoiceindefiningourneighbourhoods.

Inthecomingweeksandmonths,Ilookforwardtolearningmoreaboutthedetailsofthisproposedlegislationandwillbe
closelyfollowingitsprogressatQueen'sPark.

LocalAppealBodyUpdate

Since I became your local Councillor in 2010, I've fought to transform our city's local planning processes to make them
moreresponsivetotheneedsandconcernsofourcity'slocalneighbourhoods.

Over the years, there have been significant obstacles in getting the city to establish its own Local Appeal Body, an
independent decisionmaking body that will replace the Ontario Municipal Board in hearing appeals of Committee of
Adjustmentdecisionsonminorvarianceandconsentapplications.

Butafteryearsofhardwork,Toronto'sLocalAppealBody(TLAB)isfinallyupandrunningat40OrchardViewBoulevard,
intheheartoftheYongeEglintonneighbourhood!

ReformingtheCommitteeofAdjustment

For the past six years, one of my main goals at City Hall has been to make the Committee of Adjustment (CoA) more
effective,accountableandtransparent.

In2014,IplacedmultiplemotionswithspecificrecommendationstooverhaultheCommitteeofAdjustment,including:

TheestablishmentofprofessionaltrainingforCoAmembers
Betterengagementofresidents
Improvementstothepublicnoticesandnotificationprocess

Whilethere'sstillalongwaytogo,I'mhappytosharethatimprovementsareunderwayonallthreefronts.

This year, there are plans to hold training sessions for CoA members in all four districts. This training will focus on the
Neighbourhoods policy of the city's Official Plan to ensure that CoA members are more attune to and respectful of the
needsanddesiresofourlocalneighbourhoods,whichwillhopefullyresultinmoreconsistentdecisionmaking.

City Planning is also planning to host a roundtable discussion this year with resident groups in each district to discuss
outreachstrategiesandhowtheCoAcanbemoreaccessibleanduserfriendly.

Furthermore, as a result of recent meetings I've had with City Planning staff, the notice sign is also being redesigned to
make it more visible. In addition, staff are exploring other strategies, such as better use of technology, to improve the
publicnoticeprocessaltogether.

Lastly,I'vebeenalongtimeadvocatefortheaudiovisualrecordingofCoAmeetings,whichfinallycametofruitionlastfall.
Currently,thecityisworkingtoenablelivestreamingofCoApanelsonPlanning'sYouTubepagebytheendofthesummer
thiswillincreasetheaccountabilityoftheCoAandallowresidentstofollowtheproceedingsinrealtime.


AsChairofPublicWorks,itwasgreattohavetheopportunitytodiscussupgradestothecity'sinfrastructure.

ImprovingResidentialInfillConstructionSites

In my first term, based on feedback from residents, I moved several motions urging the city to improve its response to
residential infill construction sites and ensure that our neighbourhoods are protected and respected when undergoing
development.

In response, last year city staff developed a multifaceted strategy to minimize the negative impacts of residential infill
constructionandstreamlinehowthecitydealswithproblemproperties.

Since the approval of this strategy, we've made significant headway in encouraging good construction practices and
ensuringproperenforcement,including:

Anewintroductoryinspectiontoclarifythecity'sexpectationswiththebuilder
Apolicyforexpandingtheuseofticketsasanenforcementtool
Enhancedtrainingforbuildinginspectors

TorontoBuildingisalsointhemidstofdevelopingrequirementsforanewandimprovednoticethatpermitholderswillbe
requiredtopostonsite.

Intensification&theOMBinYongeEglinton

The Yonge and Eglinton neighbourhood is experiencing some of the most extreme intensification in the entire city by
2030,between24,000and28,000newresidentsareexpectedtoliveinthearea.

TheOntarioMunicipalBoardhascontinuedtoapprovedevelopmentafterdevelopmentwithoutconsideringwhetherthereis
theinfrastructurecapacitytohandlesuchahugeincreaseofdevelopmentandtheimpactstotheexistingcommunity.

The OMBapproved 35storey building at 1830 Erskine Avenue right next to John Fisher Junior Public School is the
ultimate example of this irresponsible and narrowfocused provincial planning process. While I'm encouraged by
the province's recently announced reforms to the OMB, they're unfortunately too late for already approved developments
liketheoneat1830ErskineandtheoverdevelopmentofYongeEglintonmoregenerally.

In the meantime, the city is developing a new planning framework called Midtown in Focus to improve parks, open
spaceandstreetscapeintheYongeEglintonneighbourhood.In2015,ImovedtoexpandthescopeofMidtowninFocus
to include a review of the performance and capacity of city infrastructure, including transit, transportation networks,
communityservices,waterandenergy.

MidtowninFocuswillbegintocometofruitionlaterthisyearwhencitystaffbringforwarddraftrecommendationsforthe
updatedYongeEglintonSecondaryPlan.ThenewSecondaryPlanisexpectedtobecompletedinmid2018.


Lastmonth,IchairedtheCity'ssecondannualVisionZeroRoadSafetySummitandwasjoinedbyroadsafetyindustry
expertsandadvocatesfromacrossToronto.

VisionZeroUpdate

2017isshapinguptobeabanneryearforToronto'sVisionZeroRoadSafetyPlan.

Since 2015, as Chair of Public Works & Infrastructure, I've championed the creation of a comprehensive strategy to
improvesafetyonourroads.Lastsummer,CityCouncilunanimouslyadoptedToronto'sRoadSafetyPlanandsincethen,
we'vebeenimplementingsafetyimprovementsonstreetsandatintersectionsacrosstheentirecity.

Inthecomingmonths,we'refocusingonimprovingsafetyforseniorsandchildren,ourmostvulnerableroadusers.

Sincethewinter,citycrewshavebeenfasttrackingthecreationof12SeniorsSafetyZonesacrossToronto.Thesezones
involveincreasingwalktimesattrafficsignals,enhancingpedestrianmarkingsandimprovingsignageandstreetlighting.

Asweheadintosummer,ournextbigpushisSchoolSafetyZones,whichwe'reaimingtohaveinplaceforSeptemberat
a number of schools to coincide with backtoschool and the shorter days of the fall season when there are typically
increasedratesofcollisions.

We'vealsogotmanymoresafetyinitiativeslinedupfortheremainderof2017,including:

Physicalengineeringimprovementsat16locations
Accessiblepedestriansignalinstallationsat20additionallocations
Increasedpedestrianwalktimesat42additionallocations
Roadsafetyauditstobeconductedat14locations
ExpansionofthepermanentWatchYourSpeedsignsat20additionalschools

Lastmonth,IwasalsopleasedtohostToronto'ssecondannualVisionZeroSummit,whichbroughttogethermorethan20
stakeholdergroupsandroadsafetyexpertstodiscussprogressontheRoadSafetyPlanandournextstepsasacity.It's
alwaysagreatdiscussion,andI'malreadylookingforwardtonextyear'sSummit!

ItwasgreattocelebratethegrandopeningoftheLawrenceParkplaygroundalongsidemembersofthecommunity.

ReimaginingtheGarden:EdwardsGardensandTorontoBotanicalGardenMasterPlan

Thecity'sParks,ForestryandRecreationdivisioniscurrentlypartneringwiththeTorontoBotanicalGardenonaninitiative
calledReimaginingtheGardens.

In consultation with the public, the Toronto and Region Conservation Authority and other City of Toronto divisions, PF&R
andtheTBGisdevelopingamasterplanwhichoutlineslongtermphysical,environmentalandprogramimprovementsfor
thegardens,aswellasaManagementPlantoguideimplementationandoperationsforthefuture.

ThegoalistothinkholisticallyaboutlongtermplansforEdwardsGardens,theravinesystemandtheTBGcomplexwithin
Edwards Gardens to help elevate them to the level of other globallyrenowned gardens and attractions in an ecologically
andfiscallyresponsiblemanner.

WilketCreekRehabilitationProjectUpdate

As you may know, the City of Toronto and the Toronto and Region Conservation Authority are currently managing a
significant rehabilitation project in the Wilket Creek. The purpose of the project is to protect public infrastructure and
mitigateerosionandfloodingwhileenhancingWilketCreek'secosystem.

Thisprojectfollowsalongtermrehabilitationplanfocusedonenhancingthechannelstabilityandecologicalintegrityofthe
systeminaneconomicalandsustainablemanner.

ThecurrentprojectphaseisknownasReach2andstartsatthemostsoutherlypedestrianbridgeinWilketCreekParkand
extendsupstream858metrestonearthenorthparkentrancefromLeslieStreet.

Asthebeautifulsummerweathercontinues,itmaybetemptingtobringoutthelawnchairsandsetupacampfire.

theCarringtonCondoBoardreachedanagreementwiththedeveloper,Tridelapproachedthecitywithasettlement

Although I voted against the settlement offer, City Council was convinced by Tridel that the Condo Board was in
