5. Legal Basis of the Program

In July 2012, the CHED had issued CMO No. 37 series of 2012 requiring all Higher Education
Institutions (HEIs) offering engineering degree programs to shift to Outcomes Based Education

(OBE) system with its full implementation by year 2016-17. Hence, in compliance with CMO
No. 37 s. 2012 and to cope up with the current and forthcoming challenges of globalization,
the BS in Agricultural Engineering curriculum offered in the College of Engineering of the
Central Luzon State University (CLSU-CEn), for it to become more globally recognized and
competitive, needs also to be revitalized and must have some credible innovations.

The proposal of the Department of Agricultural Engineering to revise, enhance and align to
Outcome Based Education (OBE) the curriculum BS in Agricultural Engineering (BSAEn) and
rename it to Bachelor of Science in Agricultural and Biosystems Engineering (BSABE) was
approved by the CLSU Board of Regents during its 201st meeting held on April 16, 2015 at
CHED Central Office through BOR Resolution No. 13- 2015. With this approval is the
renaming also of the Department of Agricultural Engineering to Department of Agricultural
and Biosystems Engineering (DABE).

The AE program was awarded Level IV Phase 1 status for the period October 1, 2014 to
September 30, 2015 by the Accrediting Agency for Chartered Colleges and Universities in
the Philippines (AACCUP)

6. Features of the BSABE Program

As an OBE aligned program, the framework that was initially approved by the department for
its proper implementation starting the first semester of AY 2015-16 is shown in Figure 1.

The framework ensures proper alignment of the Vision and Mission of the university, Goals of
the College of Engineering, Objectives of the DABE and the Program Educational Objectives
(PEOs) of the BSABE program. In the CLSU Strategic Plan 2015-2040, the new vision and mission
of the university are stated as:

VISION

CLSU as a world-class National University for science and technology in agriculture and allied
fields.

MISSION

CLSU shall develop globally competitive, work-ready, socially-responsible and empowered


human resources who value life-long learning; and to generate, disseminate, and apply
knowledge and technologies for poverty alleviation, environmental protection, and sustainable
development.

Likewise, the newly approved BSABE program, the proposal included the following statements
relative to the Goals of the College of Engineering, Objectives of the DABE, the Program
Educational Objectives (PEOs) and the Program or Student Outcomes (SOs)

Vision: The College of Engineering as a premier college known for quality education,
innovative technologies and systems, and professional expertise in engineering.

Mission: The CEn's mission is to provide quality education in engineering, generate


innovative technologies and systems with smart utilization and management of the
environment and natural resources, and provide engineering and technology
expertise in the field of agriculture and affiliated industries for the country, the
region and beyond.

Goals:

1. The College of Engineering provides quality education and applies knowledge in


engineering and technology that is proactive of future and relevant agro-industrial
needs in preparation for and furtherance of global practice.

2. The College engages in research with high socio-economic impact and contribution
towards sustainable development, and reports on the results of such researches.

3. The College brings to the community and stakeholders the vast store of knowledge
and technology in order to make the Philippines and the world a better place.

DEPARTMENT OF AGRICULTURAL AND BIOSYSTEMS ENGINEERING

Objectives

1. To provide relevant and quality education in agricultural and biosystems engineering.

2. To generate innovative technologies and systems for the production and post-production of
safe and secure food, bioproducts and bioenergy with smart utilization and management of the
environment and natural resources.

3. To provide engineering and technology expertise in the field of agriculture and affiliated
industries for the country, the region and beyond.

Opportunities for BSABE Graduates

Graduates of the program are expected to pass the Professional Regulation


Commission board examination for agricultural engineers then apply their
professional knowledge to the agro-industrial development needs locally and/or

globally, and may work in careers with the following goals:

1. Responsible management of air, land and water resources;

2. Design and manage crop irrigation and drainage systems;

3. Develop agricultural power and machine for bio-production and post-production


systems;

4. Proper handling, storage and processing that will enhance or protect the quality
of agricultural commodities and processed products;

5. Design equipment and systems for processing, manufacturing, distribution and


quality protection of food and feed products;

6. Improvement of fishpond facilities for better aquaculture systems

7. Develop control systems and computer models to monitor and control biological
processes

8. Develop innovative green products

9. Convert bio-based resources to food, fuel and other renewable products;

10. Develop new generations of devices for biological systems;

11. Establish control of biological systems for natural resource protection, waste
remediation and ecosystem restoration.

12. Create new and improved processes through the innovative use of
microorganisms, plant and animal cells and enzymes,

13. Design environment controlled greenhouse systems for high value crops;

14. Design of safe housing systems for animal and livestock production;

15. Design waste management systems for animal and livestock production

16. Develop electrical and electronic applications for agricultural problems.

Program Educational Objectives

Three to five years after graduation, graduates of the BSABE program are:

1. Licensed agricultural engineers engaged in teaching agricultural and biosystems


engineering courses in HEIs, consultation, inspection, testing and evaluation,
investigation and management services on agricultural and biosystems technologies,
facilities and equipment and other related fields.

2. Holding managerial or supervisory positions in his own agribusiness enterprise or in


public or private institutions involved in the design and implementation of projects in
the agricultural and biosystems engineering and other related fields in local or global
arena.

3. Performing research and development, training and extension work, and consultancy
services, either as an individual or part of a multidisciplinary team, on agricultural and
biosystems engineering facilities, services, products, processes, systems and
technologies for the sustainable production and post-production of safe water, food,
feed and fiber, bioenergy, environment and natural resources.

4. Licensed professionals pursuing advanced studies, participating in life-long learning


processes, and keeping abreast to technology trends for continuing personal and
professional development.

Program or Student Outcomes

Upon graduation, the graduates of the BSABE program have the ability to:

a. Apply knowledge of mathematics & science to solve engineering problems

b. Design and conduct experiments, as well as to analyze and interpret the data

c. Design a system, component or process to meet desired needs within realistic constraints

f. Understand professional and ethical responsibility
g. Communicate effectively
h. Be equipped with broad education necessary to understand the impact of engineering
solutions in a global, economic, environmental, and societal context
i. Recognize the need for, and an ability to engage in life-long learning
j. Become aware and relate contemporary issues to his profession.
k. Use techniques, skills, and modern engineering tools necessary for engineering practice
l. Apply engineering and management principles as a member and leader in a team, to
manage projects in multidisciplinary environments

Admission Requirements

a. Duly accomplished application form

b. Must qualify in the CLSU College Admission Test

c. At least 80% grade in high school Mathematics

d. Transferees and shifters must have a GPA of 2.5 or better and must have a grade of
2.5 or better in ENGL 100 and MATH 100, and no failing grades
