TRANSMISSION CONSTRUCTION STANDARDS TCS-P-104.08, Rev. 0

1.0 SCOPE

This Standard covers the procedures and criteria for field testing of newly installed power
cables of voltage 110kV, 115kV, 132kV, 230kV or 380kV in the system of Transmission
Buisness Unit (TBU) of Saudi Electricity Company (SEC), Kingdom of Saudi Arabia.

This does not include the maintenance testing of the power cable. This standard shall be
read in conjunction with the cable testing portion of the standard TCS-P-105.

2.0 GENERAL

2.1 The field testing of power cable along with its accessories shall ensure the capability
of the cable to fulfill Companys specific design requirements prior to normal
service and after installation. This is also to detect the shipping or installation
damages and gross cable defects or errors in workmanship in splices and
terminations.

2.2 The tests results shall be documented using the SEC Cable Acceptance Test Report
Forms, attached as Appendix I to this standard. For miscellaneous electrical tests per
clause no. 4.8, results shall be furnished by the Contractor separately for SECs
review and record.

2.3 These tests shall be performed by skilled Contractors personnel.

2.4 When there is a conflict between the testing requirements of this Standard and those
of the cable manufacturer, SEC shall be the sole judge for deciding the test
procedures and sequence.

2.5 The electrical test requirements for XLPE and LPOF cables are basically the same.
For LPOF cables only DC High Voltage testing per clause 4.4 and additional testing
of oil pressure integrity, oil flow and oil impregnation coefficient shall be performed.
Instead of DC High Voltage testing, AC High Voltage testing shall be performed on
XLPE cables per clause 4.5 by the Contractor.

2.6 In case of direct buried installation, after the cable is completely pulled, cable tests
shall be performed after applying a minimum of 150 mm backfill material cover over
the cables.

2.7 All test equipments shall be calibrated properly to determine the accuracy of the
readings and their calibration certificates shall be furnished for SECs review.

3.0 SAFETY

3.1 Safety precautions/practices shall include, but are not limited to, the requirements of
the SEC Accident Prevention Manual.

TCSP10408R0/AAG Date of Approval: December 16, 2007 PAGE NO 4 OF 24

TRANSMISSION CONSTRUCTION STANDARDS TCS-P-104.08, Rev. 0

3.2 Before starting cable testing operation is started, conductor under test and all cable
accessories shall be checked as being de-energized with approved method by using a
reliable voltage measuring indicator. The voltage measuring indicator should be
tested for proper operation with an independent voltage source prior to testing
operation.

3.3 While the voltage measuring indicator is still in contact with each conductor and it is
showing the conductors are de-energized, a hot-line grounded device shall be
continuously connected to all conductors under examination, except while test
equipment is being used or system is ready for re-energization.

3.4 Proper testing methods and personnel safety shall be assured before conducting the
tests. SEC Representative shall check all necessary clearances/work permits and
safety measures of the tests and shall report for any missing or insufficient safety
measures. In any case, no test shall proceed until the SEC Representative have
determined that it is safe to do so.

3.5 The test site shall have sufficient protective barriers and warning signs to conduct
specified tests safely.

All cable section ends under test shall be guarded from accidental contact. Also, the
minimum clearance from all ends or elements not being subject to test shall be 25.4
mm per 10 kV of test voltage.

3.6 All adjacent conductors in a cable circuit, not being tested, should be de-energized
and left grounded during the testing of other conductors.

4.0 CABLE TESTING

4.1 Conductor Continuity and Phasing Test

To ensure the continuity and phasing of the cable conductor from terminal to
terminal, the cable conductor shall be tested using a minimum of 1000 Vdc per
Figure 08-1.

4.2 Cable Insulation Test by Megohmmeter

Prior to performing the high voltage test on the cable and after high voltage test,
cable insulation test by megohmmeter at 5000 Vdc shall be performed per Figure 08-
2. The test voltage shall be applied for one (1) minute between the cable conductor
and metallic shield for each cable with adjacent cables conductors and metallic
shields grounded.

The minimum insulation resistance of conductor insulation for new cables shall be
determined by the following equation:

D
R= (Eq. 08-1)
2l x loge
d
TCSP10408R0/AAG Date of Approval: December 16, 2007 PAGE NO 5 OF 24
TRANSMISSION CONSTRUCTION STANDARDS TCS-P-104.08, Rev. 0

Where, R = Insulation Resistance, in ;

= Volume resistivity of the insulation at 20C, in -m;
l = Length of the cable, in meter;
D = Outer diameter of the insulation, in mm;
d = Inner diameter of the insulation, in mm;
14 12
[Consider = 10 -m for XLPE insulation; and 10 -m for PVC and
impregnated paper insulation]

4.3 Cable Profile Test by Radar

4.3.1 Prior to performing the high voltage test on the cable, a radar test shall be
performed on each individual cable, from termination to termination with
the adjacent terminations and metallic sheaths grounded. The radar
instrument shall be suitable to give accurate results in wet and highly
conductive soil also.

4.3.2 The purpose of this test is to provide a circuit profile for each cable. This
profile will be used as a reference to locate any abnormality or any future
cable failures.

4.3.3 The radar test data shall be in the form of a calibrated strip chart printout
showing pulses for the near and far end terminals, all splices, cable sheath
grounding points and the distances between these components.

4.4. High Voltage DC Test for LPOF Cables

The high voltage DC test shall be applied to each individual cable phase of a 3-phase
circuit. All cable conductors and metallic shields not being tested shall be grounded.
Maximum high voltage DC test voltages are listed in Table 08-1. The test
connections shall be similar to that shown in Figure 08-2 a), b) and c).

4.4.1 The initially applied voltage shall not exceed 1.8 times the rated AC phase-
to-phase voltage of the cable. After that, the rate of increase of the test
voltages shall be approximately uniform and shall not be more than the
maximum test voltage in 10 seconds nor less than the maximum test voltage
in 60 seconds.

4.4.2 The maximum test voltage shall be maintained for 15 minutes. Leakage
current magnitude shall be recorded at 2 minutes and 15 minutes after the
maximum test voltage has been reached. No breakdown of the insulation
shall occur.

4.4.3 The high voltage DC test set shall have leakage current indicators having
resolution of 0.1A on the lowest current range. When 65% test voltage of
Table 08-1 is applied and an abnormally high leakage current (greater than
caculated by below equation) is noted; the test shall be discontinued. The
cable splices shall be checked. HV DC test shall be repeated to determine
the final acceptance or rejection of the cable.

TCSP10408R0/AAG Date of Approval: December 16, 2007 PAGE NO 6 OF 24

TRANSMISSION CONSTRUCTION STANDARDS TCS-P-104.08, Rev. 0

Maximum allowable leakage current for new cables shall be determined by

the following:

E
IL = x10-3 (Eq. 08-2)
R

Where, IL = leakage current (excluding terminal leakage), in A;

E = DC Test Voltage, in kV;
R = Insulation Resistance, in M.

4.4.4 After the completion of the test period, the test voltage regulator dial should
be set to zero and the cable shall be discharged through the test set. For
cable length exceeding 300m a resistor of resistance not less than
10,000/kV of test voltage shall be connected between the test circuit and
ground through an insulating hook stick and a flexible grounding conductor,
not smaller than 35mm2 copper, to reduce the discharge time. The resistor
shall be designed to withstand the full test voltage without flashover and to
handle the discharge energy without overheating.

The hook stick shall be applied to the top metal part of the HV test set high
voltage output bushing after the test voltage has dropped to less than
10kVdc and shall remain connected until the conductor is completely
discharged. A retest should not be started until the cable has been grounded
for a period of at least four times the duration of the previous test.

NOTES: When older cables or other types/classes of cables are

connected to the cable to be tested, maximum test voltage
shall be limited to 75% of the values shown in Table 08-1.

4.5. High Voltage AC Test for XLPE Cables

The high voltage AC test at 20-300Hz frequency shall be applied through frequency-
tuned series resonant test set between the conductor and the metallic sheath of each
individual XLPE cable phase of a 3-phase circuit. The test voltage shall be of pure
sinusoidal-wave shape. The test voltage shall be per clause 4.5.1 or 4.5.2. The
criteria for selecting the test voltage shall be according to IEC 60840 or IEC 62067.
All cable conductors and metallic shields not being tested shall be grounded. The test
connections shall be similar to that shown in Figure 08-2 a), b) and c). No
breakdown of the insulation shall occur.

TCSP10408R0/AAG Date of Approval: December 16, 2007 PAGE NO 7 OF 24

TRANSMISSION CONSTRUCTION STANDARDS TCS-P-104.08, Rev. 0

4.5.1 The maximum phase-to-phase voltage of the system shall be maintained line
to ground for 60 minutes.

4.5.2 The maximum phase-to-ground voltage of the system shall be maintained

for 24 hours through Contractors own supply source and test set.

AC Test set shall have adequate volt-ampere capacity to supply the required
cable charging current. The kVA capacity of the test set shall be determined
by the following:

kVA = 2 f C E2 x 10-3 (Eq. 08-3)

Where,
C = cable capacitance, in microfarads per kilometer (F/km);
f = supply frequency, in hertz (Hz);
E = test voltage, in kV.

At resonance condition, the test current (I) and the test power (P) shall be
determined by the following:

C
I = Ex , in A
L
C
P = E2x , in KVA
L

Where,
L = HV Reactor Fixed Inductance (of the test set) in Henry(H).

Partial Discharge Test shall be applied on all joints and sealing ends while
conducting/after completion of HV AC Test.

4.6 Cable Jacket Test

After cable installation, if it is direct buried, 100 to 150 mm of backfill material

cover over the cables shall be applied. Then, a cable jacket test shall be performed by
applying 10 kVdc for 1 minute between the metallic sheath and the ground to
confirm the soundness and integrity of the cable outer jacket. No breakdown of the
jacket insulation shall occur. The maximum allowable leakage current for new
cables shall be derived from the Eq. 08-1 and Eq. 08-2 by putting the inner and outer
diameter of the jacket insulation. The cable jacket test shall be performed after
laying of each cable section and after completion of the whole cable installation.

Prior to 10kV DC jacket test, it is necessary to carry out shield insulation resistance
test. This shall be measured by 1000V mega-ohm meter. Each sheath section has
to be measured. If the insulation reading is found abnormally low, further physical
inspection on sheath connections and the accessories is required.

TCSP10408R0/AAG Date of Approval: December 16, 2007 PAGE NO 8 OF 24

TRANSMISSION CONSTRUCTION STANDARDS TCS-P-104.08, Rev. 0

Upon successful completion of sheath insulation test, 10kV DC test shall be

performed on each cable section between link boxes. Maximum allowable leakage
current shall be as per clause no. 4.4.3''

4.7 Cable Impedance Measurement

For relay setting determination, the cable zero sequence (Z0) and positive/negative
sequence (Z1/Z2) impedances shall be measured and recorded per Figure 08-3 during
the cable commissioning stage. For multiple cable circuits, mutual positive/negative
sequence (Zm1/Zm2) and zero sequence mutual (Zm0) impedances are also to be
measured and recorded per Figure 08-4.

4.8 Conductor Resistance and Shield Resistance Test

Using a sensitive measuring instrument, conductor DC resistance and shield DC
resistance shall be measured. Accuracy required up to three (3) decimals. For
comparison with theoretical figure, the obtained readings shall be corrected to 20o
C.''

4.9 Miscellaneous Electrical Tests for Power Cables

The following electrical tests shall also be performed:

4.9.1 Metallic sheath continuity test (if applicable).

4.9.2 Grounding Resistance Measurement at Link Boxes and Splices/Terminations

at link Boxes and Contact Resistance of each Cad Weld Joint.

4.9.3 Cable conductor resistance (R in ohms, ), inductance (L in henries, H) and

capacitance (C in farads, F).

4.9.4 Checking integrity of Cross Bonded Sheath for all cross bonded circuits.

5.0 LPOF CABLE OIL PRESSURIZATION SYSTEM TESTS

5.1 Pressurization System Oil

The oil used in the cable pressurization system and reservoirs shall meet the
requirements of 54-TMSS-2.

5.2 Oil Pressure Integrity Test

5.2.1 After each cable section is installed but before the joints or terminations are
made, the oil pressure shall be raised so that the minimum pressure at any
2
point is 7 kg/cm . The cables shall be left at this pressure for 6 hours. No
drop in pressure shall occur.

5.2.2 After laying, jointing and terminating, the complete oil system of each phase
shall be hydraulically checked by raising the oil pressure in the system to a

TCSP10408R0/AAG Date of Approval: December 16, 2007 PAGE NO 9 OF 24

TRANSMISSION CONSTRUCTION STANDARDS TCS-P-104.08, Rev. 0

2
value of 7 kg/cm at the highest point and leaving off the system for 24
hours. Any drop in hydraulic pressure not accounted for by temperature
change at the terminals shall be presumed to be an oil leak which must be
located and repaired by the Contractor.

5.3 Oil Flow Test

After laying and jointing, each oil section shall be subjected to an oil-flow test per
Figure 08-5 to ensure that no abnormal obstruction is present in the cable oil duct or
joints. First with the valve closed oil pressure in the cable is taken from the pressure
gauge. Then the valve is opened and after 30 sec. the oil pressure and temperature
reading is taken. A measured quantity of oil in cubic centimeter shall be drawn off
from the oil section during this time and the resultant difference in oil pressure (dP)
2
in g/cm shall be noted. The rate of oil flow shall be calculated as follows:

dP (Eq. 08-4)
Q=
KL

Where, Q = rate of oil flow, in cubic centimeter per second;

dP = oil pressure difference on the section, in g/cm2;
K = coefficient of friction (128 x dynamic viscosity/D4) of
oil in the cable duct per cm, in g.sec/cm6;
L = length of the oil section, in cm.
D = Diameter of the oil duct, in cm.

5.4 Oil Impregnation Coefficient Test

5.4.1 After laying and jointing, each oil section shall be tested for efficiency of
impregnation by an impregnation test.

5.4.2 With oil feed turned off, measure the oil pressure and a measured quantity
of oil (V1) in cubic centimeter shall be drawn off from the oil section and
the resultant drop in pressure (dP) in Kg/cm2 shall be noted. The
impregnation coefficient (K1) shall be calculated as follows:

V1
K1 = (Eq. 08-5)
dP V

Where, V = volume of oil of the section under test, in cubic

centimeter;
-4
K1 in cm2 /Kg shall not be greater than 6.0 x 10 .
