CHEMICAL ENGINEERING LAWS AND ETHICS
VILLANUEVA, DIANNE M.
CHE-3302
A chemical engineer, who typically holds either a bachelor's degree, master's degree,
and/or Ph.D. in chemical engineering, may work in a range of areas including environmental
engineering, biochemical engineering, food engineering or waste engineering. Chemical
engineers design, develop and operate the processes and equipment used to change raw materials
into useful products. They work in factories, laboratories, and offices and are involved in the
research, development and implementation of chemical processes required to produce a variety
of products such as food, drinks, cleaning products, textiles, medicines, fuels, solvents, adhesives
and plastics. Chemical engineers' main work is to develop new industrial processes and design
new process plants and equipment or modify existing ones.
However, the practice of chemical engineering, though vast, is regulated by RA 9297:
ChELaw of the Philippines. Following is the list of practice of ChE according to the law:
1. Consultation requiring chemical engineering knowledge, skill and proficiency
2. Investigation
3. Estimation and/or valuation
4. Planning
5. Preparation of feasibility studies
6. Designing
7. Preparation of specifications
8. Supervision of installation
9. Operation, including quality management; but excluding chemical analysis and operation of
the chemical laboratory
10. The teaching, lecturing and reviewing of professional chemical engineering subjects
Since chemical engineering is a vast field, the job prospectus, entry level chemical
engineering jobs, chemical engineering intern-ships and career options of chemical engineer are
varied and different. Following are the jobs for the licensed chemical engineers,
Chemical Engineer working in biotechnology, chemical process, design and construction,
electronics, energy and fuels and food industries responsible for developing new industrial
processes and designing new process plants/equipment or modifying existing ones.
Manufacturing engineer plans, designs, sets up, modifies, optimizes and monitors
manufacturing processes.
Plant Process Engineer provides technical support and troubleshoots processes in a
production facility.
Quality Control Engineer monitors the manufacture of a product to ensure that it meets
specifications. Also, tests materials to determine how they perform over time.
Process Safety Engineer designs and maintains plants and processes that are safer for
workers and communities.
Chemical Engineering Professor instructs students in the field of chemical engineering
and conducts research in pertinent areas.
Technical Services Engineer works with customers, usually on-site, to solve production
problems caused by a specific process or machine.
Project Engineer oversees the design and construction of specific processes in a facility.
Instrumentation Engineer design strain gauges or sensors that capture data about the
safety, efficiency, and reliability of industrial machines used in the manufacturing process.
Process Design Engineer designs manufacturing facilities and the equipment and
material used inside.
Product/process development scientist responsible for identifying and developing new
processes for product manufacture, as well as putting in place process controls to make sure the
products are of a high quality and are manufactured in a reproducible manner
Production Manager involved with the planning, coordination and control of
manufacturing processes. They ensure that goods and services are produced efficiently and that
the correct amount is produced at the right cost and level of quality.
Technical Manager manages people, research programs and daily operations of the
engineering functions.
Energy Engineer involved with the production of energy through natural resources,
such as the extraction of oil and gas, as well as from renewable or sustainable sources of energy,
including biofuels, hydro, wind and solar power.
Petroleum Engineer involved in nearly all of the stages of oil and gas field evaluation,
development and production. The aim of their work is to maximize hydrocarbon recovery at
minimum cost while maintaining a strong emphasis on reducing environmental impact.
Reservoir engineer who work to optimize production of oil and gas via proper well
placement, production levels and enhanced oil recovery techniques
Materials Engineer responsible for the research, specification, design and development
of materials to advance technologies of many kinds; their expertise lies in understanding the
properties and behaviors of different substances, from raw materials to finished products.
Environmental engineer design, plan, or perform engineering duties in the prevention,
control, and remediation of environmental health hazards utilizing various engineering
disciplines. Work may include waste treatment, site remediation, or pollution control technology.
Research & Development Engineer seeks out new and efficient ways of producing
existing products. Explores and develops new processes and products.
Following are the major areas which offers good career opportunities for chemical
engineers,
o Petrochemical Industry o Environmental engineering
o Oil and refining o Defence
o Nuclear Industry o Material science
o Power Industry o Food processing
o Pharmaceuticals o Design and construction equipment
o Polymer Industry and plants
o Mining o Teaching
o Biotechnology o Finance

3. What are the current challenges of the Chemical Engineering professional as a whole?
Humanitys Top Ten Problems for next 50 years
1. ENERGY 6. TERRORISM & WAR
2. WATER 7. DISEASE
3. FOOD 8. EDUCATION
4. ENVIRONMENT 9. DEMOCRACY
5. POVERTY 10. POPULATION
Considering this list, the current challenges of the Chemical Engineering professional as
a whole are to make solutions to these problems, as what in their scope of work they can
perform.
Talking about energy, even though there is no end in sight for carbon-based fuels. And
there are chemical engineers trying to make this process as efficient and clean as possible, this is
inherently unsustainable. At some point, particularly with increased world-wide usage, we will
run out. CO2 levels in the atmosphere will continue to increase and there is certainly a possibility
of deleterious climate change.
This is a great challenge for the chemical engineers of today. They need to continue
develop unlimited and inexpensive energy (with new ways of energy generation, storage, and
transportation) to pave the way to a truly sustainable future.
And so to obtain renewable energy, chemical engineering professionals are all called to
face the challenges given by the world to them. Following are the things to be considered by
them,
Solar cells New materials, designed on a molecular scale, to capture energy more
efficiently, New processes to make these at lower cost.
Biomass Enabling technologies are needed
Wood, grasses to liquid fuels Breaking down cellulose to fermentable sugars is a
combined chemistry and mass transfer challenge
Geothermal Design affordable systems to efficiently transfer energy
Wind Power Better materials: lighter and stiffer
Next to energy is health care that has a thing with the problems of the world in water,
food and environment.
New health care products is a must and just like in renewable energy, chemical
engineering professionals perform an important role in achieving this another challenge of the
world. Following are just few examples of works that call for chemical engineering
professionals,
Implantable insulin pump - Process control is a key issue
Replacement human tissue Liver, heart, currently being grown in laboratories
Growing tissue - Requires even more Reaction Engineering than most chemicals
currently manufactured
New drug delivery strategies Molecular targeting to specific sites in the body
Mass transport issues cdetermine if this will work
Feedback drug delivery for many treatments Several on line measurements used to
prevent side effects and adjust dosing for best benefit
One may have an oath taking once he/she passed the Licensure Examination for
Chemical Engineers. Thus, in accordance to Section 19 of Republic Act 9297, one may be
consider a examination passer once he obtained a general average no less than seventy per
centum (70%) and a rating of no less than fifty per centum (50%) in any examination subject.
7. What are the CPD requirements and points needed to be accumulated in order to renew
the PRC license for ChE?
The Professional Regulation Commission (PRC) announced that the Continuing
Professional Development (CPD) is a mandatory requirement in the renewal of professional
license under Section 10 of R.A. 10912, otherwise known as the CPD Law of 2016.
The CPD refers to the inculcation of advanced knowledge, skills and ethical values in a post-
licensure specialization or in an inter- or multidisciplinary field of study, for assimilation into
professional practice, self-directed research and/or life-long learning.
Based on Section 19 of the revised guidelines in 2016, registered and licensed professionals shall
complete the required units every 3 years. For chemical engineering, the required CPD units
every three years is 45 units; It can be accumulated from the following requirements:
o having a Professional Track
