NOTIFICATION

Sub: Ordinance governing overseeing of Entrance Test and Admission process

conducted by the Agencies of Private Health Science Institutions.

Ref:1) MCI PG Medical Education Regulations 2000 as published in Gazette of

India dated 15/05/2010.
2) DCI Dental Education Regulations 2007 as published in Gazette of
India dated: 10/09/2007.
3) MCI Notification relating to Regulations on Graduate Medical Education

1997 as published in Part III Section 4 of the Gazette of India dated:

17th May 1997relating to admission of candidates for Medical course in
Medical Colleges.
4)DCI Notification No:DE-22, 2007, dated: 25th July 2007 relating to
admission of candidates for Dental courses in Dental Colleges.
5) Orders of Honble Supreme Court of India in the cases of TMA Pai,
Foundation and as clarified/explained in PA Inamdars case.
6)Orders of Honble Vice-Chancellor dated: 17/05/2012.

In exercise of the powers vested with the Vice Chancellor Under Sec,13
(1) & (2) read with Sec.35(2) (a), (c) and 45 of the Rajiv Gandhi University of
Health Sciences Act, 1994 and the Statutes drawn thereunder, this Ordinance is
promulgated for the purpose of ensuing fair, transparent Entrance Test and Merit
based Admission process conducted by the agencies of the Private Health Science
Institutions affiliated to Rajiv Gandhi University of Health Sciences.
1.Short Title and Commencement:

This Ordinance is called as the Ordinance governing overseeing of Entrance

Test and Admission process conducted by the agencies of the Private Health Science
Institutions

It shall come in to force from the date of the notification.

2. Definitions:

(i) Agency means the agency conducting the Entrance Test for and on behalf
of the Private Health Science Institutions.
(ii) Private Health Science Institution means an Institution managed by
private management affiliated to Rajiv Gandhi University of Health
Sciences, Karnataka.
(iii) Observer means a person or persons appointed as an Observer by the
Vice Chancellor under this Ordinance.
(iv) University means Rajiv Gandhi University of Health Sciences,
Karnataka.

3. (i) The Vice Chancellor for the purpose of ensuring fair, transparent and merit
based Admission in the Private Health Science Institutions, shall appoint an
Observer or Observers to visit the premises where an Entrance Test is being held by
the Private Health Science Institution or their Agency to oversee the mode and
method of conducting of the Entrance Test and Admission process.

(ii) The Vice-Chancellor shall call for such documents, records and materials
pertaining to Entrance Test conducted by the Agency of the Private Health Science
Institution for ascertaining the conduct of fair, transparent and merit based
Admission by them.

(iii) The Principals of the Private Health Science Institutions shall furnish all the
documents, records and the materials sought for by the Vice Chancellor.

(iv)The Vice Chancellor shall issue guidelines to enable the observers to oversee the
conduct of the Entrance Test.

(v)The Private Health Science Institution shall ensure that their Agency shall provide
all such information, documents, records and the materials pertaining to the
conducting of the Entrance Test and the Admission process to the Observers.

4. The Private Health Science Institution shall admit students on as per their inter se
merit notified in the merit list.

5. The Private Health Science Institution shall forward the details of the applications
of the students appearing for the Entrance Test and the Merit List to the University
immediately after conclusion for the Entrance Test and Notifying of the Merit List.

6. Non adherence to the provisions of this Ordinance shall entail the non approval of
Admission of students made by the Private Health Science Institution including
initiation of the process of disaffiliation.
