Design & Construction Manager Linear Underground Infrastructure

Creating the safe and sustainable municipal infrastructure that makes Toronto so livable is the
responsibility of the City's Engineering & Construction Services Division. You can be part of this
dynamic team by joining our Basement Flooding Protection Program Unit.
With an annual capital program of $500 million and growing, the Division provides specialized
engineering design and construction services to internal clients, including Toronto Water, Transportation
Services, and Solid Waste Management Services, and to external clients, including the development
industry, utility companies, and other public agencies.
Reporting to the Director, Design & Construction, Linear Underground Infrastructure, you will lead and
manage 13 full-time staff in addition to a co-located Program Management Consultant team involved in
the planning, design and construction of the Citys sewers, trunk sewers, and stormwater management
infrastructure in support of the City's Basement Flooding Protection Program. This program is expected to
deliver up to $180 million in capital construction per year over the next 10 years. More information on this

MAJOR RESPONSIBILITIES
Your primary responsibilities as a Design & Construction Manager Linear Underground Infrastructure
will be varied, but you will be expected to:
Develop and implement detailed plans and recommend policies regarding program-specific
requirements.
Manage, motivate and train Unit staff, ensuring effective teamwork, high standards of work quality
and organizational performance, and continuous learning, and encouraging innovation in others.
Supervise the day-to-day operation of all assigned staff, including scheduling, assigning and
reviewing work, authorizing and controlling vacation and overtime requests, monitoring and
evaluating staff performance, approving salary increments and recommending disciplinary action
when necessary.
Develop, recommend and administer the annual budget for the Unit, and ensure that
expenditures are controlled and maintained within approved budget limitations.
Cultivate a culture of continuous improvement within the Unit, evaluating program delivery on an
ongoing basis in consultation with staff, senior management, customers and partners, and
implementing and managing change improving effectiveness and efficiency.
Ensure excellent customer service is provided to both internal and external customers.
Contribute to the development of key performance indicators for the Unit, monitoring and
reporting regularly, including key performance indicators and assigned performance targets, on
the capital program and projects delivered by the Unit.
Provide oversight and appropriate allocation of staff and financial resources, and ensure effective
project management with defined scope, schedule and requirements for projects undertaken by
the Unit.
Provide input to the development of Capital Programs for Toronto Water to address rehabilitation,
reconstruction and expansion needs for the Citys sewers and trunk sewers, watercourses, and
stormwater management infrastructure.
Lead discussions with other City divisions, including Corporate Finance, Purchasing and
Materials Management, Legal, Risk Management, and Real Estate, to deliver the Capital Works
Program.
Provide technical expertise and assist with delivery of environmental assessment studies
examining the causes of, and alternative solutions to address, basement flooding across the City.
Lead the internal and/or external engineering design assignments associated with the
rehabilitation, reconstruction and upgrading of the Citys sewers and trunk sewers, watercourses,
stormwater management infrastructure, and other associated or coordinated infrastructure works,
in collaboration with staff from Toronto Water and from other divisions and agencies, as required,
including Transportation Services, City Planning, Economic Development & Culture, Parks,
Forestry & Recreation, TTC, Toronto Hydro, and other utility companies, the Toronto and Region
Conservation Authority, and the Ontario Ministry of the Environment and Climate Change.
Be responsible for the preparation of tenders and contract management for the rehabilitation and
reconstruction of the Citys sewers and trunk sewers, watercourses, and stormwater management
infrastructure.
Oversee and provide input and quality assurance regarding the project constructability in the
preparation of contract drawings and specifications for construction of sewers and trunk sewers,
watercourses, and stormwater management infrastructure.
Ensure that contract documents are developed in conformance with the Citys current standards
and specifications, and ensure quality and safety of work performed, and adherence to schedule
and approved budgets.
Ensure that all necessary approvals/permits are obtained from regulatory authorities, and funding
approvals are secured prior to tendering of contracts.
Provide input to, and comment on, engineering designs, drawings and specifications for projects
by third parties.
Lead the delivery of multi-year projects and programs through various delivery models, including
conventional design-bid-build, design-build and program management.
Oversee the development of Requests for Proposal, and the proposal evaluations for consulting
engineering and/or contracted professional service assignments, led by the Unit.
Lead the negotiations of contractual terms and conditions, and the finalization of agreements with
consultants, contractors and design-build consortia.
Oversee and lead negotiations regarding claims and litigation arising from construction or
professional services contracts, to ensure a fair and equitable resolution.
Authorize and ensure the accurate and proper preparation of progress payments, and
documentation and justification for change orders to consultants and contractors, and the
issuance of substantial performance and completion certificates to contractors.
Provide input in policy and technical guideline development related to sewers and trunk sewers,
watercourses, and stormwater management infrastructure.
Keep abreast of technological advances and trends, and regulatory requirements associated with
sewers and trunk sewers, watercourses, and stormwater management infrastructure, and prepare
reports related to condition assessments and renewal needs.
Provide professional engineering expertise in the preparation of Emergency Planning initiatives
led by the Citys Office of Emergency Management, Transportation Services, Toronto Water, and
Engineering & Construction Services, as required.
Provide professional engineering expertise during emergencies in regards to safety concerns
associated with sewers and trunk sewers, watercourses, and stormwater management
infrastructure.
Prepare technical reports and staff reports to Standing Committees and/or Council, and material
for public education/communication purposes.
Represent the Division/Cluster/Corporation at meetings with the public, clients, stakeholders,
Councillors and their staff, Standing Committees, Community Councils, City Council, and court
proceedings, and on internal and external committees.
Prepare documentation and business cases for cost recovery of projects completed on behalf of
third parties.
Maintain a continuous and thorough knowledge of current corporate and other divisions issues
and initiatives.
Participate on various committees, task forces, project teams, etc., as a divisional representative.
KEY QUALIFICATIONS
Your application for the role of Manager, Design & Construction, Linear Underground Infrastructure
Basement Flooding Protection Program Unit must describe your qualifications as they relate to:
1. A Professional Engineering licence and membership in good standing in the Association of
Professional Engineers of Ontario.
2. Extensive supervisor or management experience in the area of engineering design and
construction of sewers and trunk sewers, and stormwater management infrastructure.
3. Extensive experience in project management from inception to implementation, including
planning, design, resource allocation, budget preparation, scheduling and task management in
multi-year projects of sewers and trunk sewers, and stormwater management infrastructure.
4. Experience in managing, attracting, motivating, and leading a diverse workforce and establishing
and operating in an environment that promotes excellence.
5. Extensive experience in the preparation of contract documents, requests for proposals, tenders
for construction projects, technical reports, and reports to Council or external agencies or third
parties.
6. Considerable experience with financial reporting processes, including budget preparation and
control, expenditure forecasting, preparation and interpretation of financial reports, and reporting
on key performance indicators.
7. Vast knowledge of the principles of civil engineering, structural engineering and of materials and
methods of construction, rehabilitation and upgrading of sewers and trunk sewers, and
stormwater management infrastructure.
8. Knowledge of technological advances/approaches and regulatory requirements associated with
the rehabilitation and upgrading of sewers and trunk sewers, watercourses, and stormwater
management infrastructure.
9. Ability to operate as a fully accountable program leader, deliver complex projects, and thrive in an
environment with high expectations and frequent and competing deadlines.
10. Well-developed people management skills to promote and foster effective teamwork, resolve
conflict, and establish excellence in a customer service-oriented environment, while balancing the
interests of all stakeholders.
11. Well-developed interpersonal, human relations, communication (written and oral), negotiation,
conflict resolution, project management, analytical and problem-solving skills.
12. Ability to interact and communicate effectively with all stakeholders and proven success in
achieving results in a unionized and non-unionized environment.
13. Ability to listen, understand, respond, lead change, adapt, and think conceptually.
14. Knowledge of the Occupational Health & Safety Act, Construction Lien Act and employment
legislation, including Employment Standards Rights Act and Human Rights Act.
15. Familiarity with Federal and Provincial regulations and requirements, including the Federal
Fisheries Act, Canadian Environmental Assessment Act, Provincial Environmental Assessment
Act, Ontario Water Resources Act, and the Safe Drinking Water Act.
16. A valid Province of Ontario drivers licence and daily access to a reliable vehicle.
