I1 is hereby enacted as follows :-

I. { I ) This Act may be called rhe East Punjab Local Avrhorities Short title,
extenr and
(Restriction oP Funclions) Act, 1947.

(3) It shall come inco force at once.
2. In this Ace unless there is anythin2 rcpugnant in the subject or Inter~rcia~ion-
context-
(a) "Notified Area" mcans an area notified by t h c '[Stale]
Government as an area i n which there is an influx of refugees
or in which such influx is an~icipated; and
(b) "Refugee" mcans a person domiciled or ordjnari ly residcnt
in thc territories now comprised in the Dominion of Pakistan
and who has ler~or hcen made to !cave his place of business
i n the said terriLorics on accounl of civil disurbances w [he
fear of such disturbances and who is for the time being
resident in the 3[Haryana].

4. The '[State] Government, if satisfied that alocal auihoiity (not
being a Cantonment Board) having jurisdiction in any nor i fied arca i s
incapable of performing or does not adequateIy perform, any or all of its
functions, may suspend such branches or departments of the locaI
authority as are entrusted with these functions, and shatl appoint any
person or persons eilher by name or designation to discharge such runctim
or functions.

Expenses to 5. The '[Siate] Government may, as often as may bc necessary,

be paid by direct that the expenscs of discharging such functions shall, within such
the Iocal time as may be fixed, be paid by the local authoriry and should the
authori ly. expenses be not so paid, the '[State] Government may make an order
directing thc person having the custody of the balance of the funds of
rhc local authority to pay the expenses, or so much thereof as may from
lime to time be possible, from that balance, in priority to d 1 other chargcs
