- Thomas Jefferson was in France at the time of the convention serving as
Prime Minister. John Adams was in Great Brittan at the time of the convention
serving as a U.S. Prime Minister.

Why some others refused to sign -

- Some other people (not presidents) refused to sign for various reasons. Such
as, Oliver Ellsworth (had to leave convention early) Gabriel Duvall (refused to
sign for unknown reasons) and John Pickering (declined so he could further
his law practice) and so many more.
