BACKGROUND
Robinsons Land Corporation, the project proponent, intends to build a 500 kW Three phase on

Grid Solar PV System in Robinson Cybergate Bacolod, Araneta St., Brgy. Singcang, Bacolod

City.

The overall goal of the project is to generate electricity for its own use and to connect to

CENECO distribution system.

Commercial operation of the project is expected on this year 2016.

1.1 SCOPE OF DIS


In compliance to the requirements for the approval of the connection of the

Project, as provided in chapter 4.3.3.1 of The Philippine Distribution Code (PDC). Any user

applying for connection or a modification of an existing connection to the distribution system shall

take all necessary measures to ensure that its proposed connection or modification shall not result

in the degradation of the distribution system. Central Negros Electric Cooperative, Inc. conducted

this Distribution Impact Study (DIS) for the application and approval of solar capacity of 500 kW.

This D.I.S. is applicable to 500 kW Solar PV System only and all its submitted technical data at the

time of this application and additional solar capacity shall be in coordination with Central Negros

Electric Cooperative, Inc. and may require a separate D.I.S.

This Distribution Impact Study (DIS) evaluates the impact of the connection of the 500 kW Solar

PV power plant to the existing system of CENECO and looks into the proposed connection

scheme to ensure the safety, reliability, and security of the CENECO distribution system.

This DIS involves load flow analysis and fault current analysis to determine whether or not the

connection of the 500 kW Solar PV power plant will significantly affect the steady-state and fault

conditions. The following assessment are included in the study:

Adequacy of the Distribution Lines and Distribution Transformers to

accommodate the connection of the power plant

Effect on the Bus Voltages

Fault current contribution of the power plant

The Philippine Distribution Code (PDC) is used as primary reference in conducting the

Technical Assessment in this Distribution Impact Study for 500 kW Solar PV System.

2. STUDY CONDITIONS AND METHODOLOGY

The interconnection requirements imposed on the applicant On Grid Solar Photovoltaic

Power Plant aim to ensure safe and reliable operation in synchronization with the existing

power supply of CENECO.

Robinsons Land Corporation, shall be required to take all necessary measures to ensure

that the proposed connection of the power plant does not result in the degradation of

CENECOs distribution system. This includes the installation of a protection system to

automatically disconnect the power plant in the event of system faults or other unusual

conditions that may cause voltage or current disturbances in the system.

2.1 PLANNING CRITERIA

2.1.1 Power Flow Criteria

Distribution Transformers and lines shall not be loaded beyond its rated capacity

Bus voltages at CENECOs distribution system shall be within 10% of the

nominal voltage during normal condition

Maximum Voltage Unbalance at the connection point of any user, excluding the

Voltage Unbalance passed on from the grid, shall not exceed 2.5% during normal

operating conditions.

2.1.2 Fault Current Criteria

Fault current shall be at least 110% of the interrupting capacity of the existing

circuit breakers and should not greatly impact the existing protection scheme of

CENECOs distribution system.

3. CENECOs DISTRIBUTION SYSTEM
Central Negros Electric Cooperative, Inc. (CENECO) is one of the 119 electric cooperatives

in the Philippines. It was incorporated on February 24, 1975 in Bacolod City, in the Province

of Negros Occidental. CENECO is serving power to Bacolod, Bago City, Murcia, Talisay

City, Silay City and Don Salvador Benedicto. Figure 3.1 below shows the map depicting

CENECOs Distribution System.

4. LOAD FLOW ANALYSIS

Load Flow Analysis is simulated or evaluated over 24-hour loading considering the system

peak and off-peak loading scenarios prior to and upon the entry of the Solar Photovoltaic

power plant.

4.1 THERMAL CAPACITY ASSESSMENT


Thermal assessment is evaluated to determine if the existing distribution and applicants

service facilities can accommodate the entry of the power plant without thermal overloading.

4.1.1 Base Case (Without Solar Photovoltaic Plant)

Tabulated below are the thermal loading of the connection bus segment both scenarios

prior to the entry of the 500 kW On-Grid Solar Photovoltaic power plant.

System simulation results show that the entry of the 500 kW Solar Photovoltaic power plant

will not exceed the thermal capacity loading of 13.2 kV distribution line and applicants

facilities.

4.2 VOLTAGE ASSESSMENT

The objective of this assessment is to evaluate the effect on power quality specifically at the

connection bus by connecting the 500 kW Solar Photovoltaic power plant.

Test case 1 and test case 2 simulate the impact on power quality at the connection bus,

and assess whether or not any violation on the power quality standards set by the

Philippine Distribution Code Chapter 3.2.1.has been compromised.

4.2.1 Base Case (Without Solar Photovoltaic Plant)

Twenty-four (24) hours per Unit Voltage (Bus 08-033-008-000-000-000-3L) at the 13.2 kV
side of the distribution transformer.

Upon the entry of 500 kW Solar PV, the three phase voltage of (Bus 08-033-008-000-000-
000-3L) will improve considering the result of the two test cases.

4.3 VOLAGE ASSESSMENT RESULT

The load flow analysis shows that there is an increase of voltage in the connection bus (08-
033-008-000-000-000-3L).

The increase of 0.9999 per unit in the connection bus voltage is within the limits prescribed
by the Philippine Distribution Code for the long duration voltage variation of not more than
109.9% of the nominal voltage.

The Maximum Voltage Unbalance of 0.32% in the connection bus voltage is within the limits
prescribed by the Philippine Distribution Code for the Maximum Voltage Unbalance of not
more than 2.5% during normal operating conditions.

The results of load flow simulation for the two test cases show that the voltage level at the
connection bus remains within acceptable limits prior to and upon entry of the 500 kW Solar
Photovoltaic Power Plant.

5. FAULT LEVEL ASSESSMENT

The objective of the fault level assessment is to determine the values of contribution of fault

currents of the 500 kW Solar PV at the applicants service bus and at CENECO distribution

feeder buses. Tables 6.1 and 6.2 below show the corresponding fault levels prior to and

upon entry of the power plant.

Short circuit analysis shows the comparative short circuit current in the connection bus.

5.1 Determination of Equipment Safety Margin

The following formula shall be used in determining the Safety Margin of the
equipment.

Short circuit analysis shows that the 500 kW Solar Photovoltaic power plant will not add to
the Feeders available short circuit current.

6. SUMMARY OF RESULTS AND CONCLUSION

6.1 Thermal Capacity Assessment


Evaluation on thermal capacity for the connection bus segment indicates that no significant

impact due to interconnection of 500 kW On Grid Solar photovoltaic power plant.

6.2 Voltage Assessment

When the 500 kW On Grid Solar Photovoltaic power plant injects power to CENECOs AF4

distribution feeder, the connection bus 08-033-008-000-000-000-3L will result in the

improvement of voltage and will not result in the degradation of power quality in the distribution

system, complying with the Philippine Distribution Code Power Quality Standards.

6.3 Fault Level Assessment


With no short circuit in-feed in the 13.2 kV side, this will not cause significant change in the

fault levels that will warrant changes in the ratings of protective equipment.

6.4 Conclusion

With the foregoing results and analysis, the connection of Robinson Cybergate Bacolod 500

kW On Grid Solar Photovoltaic Power Plant to CENECOs AF4 Feeder line is being allowed at

the connection point bus 08-033-008-000-000-000-3L.
