SOBRE SUPRESIN MUTUA DE REQUISITOS DE VISADO PARA
TITULARES DE
PASAPORTES DIPLOMTICOS, ESPECIALES Y OFICIALES

La Repblica Argentina y los Emiratos rabes Unidos (en adelante

denominados conjuntamente "las Partes"),

Deseosos de desarrollar las relaciones bilaterales y fortalecer la cooperacin

existente entre ambos pases,

Confirmando su voluntad de eximir a los nacionales de ambos pases que sean

titulares de pasaportes diplomticos, especiales, y oficiales/de servicio de los requisitos
de visado para ingresar al territorio de la otra Parte,

Teniendo en cuenta la Convencin de Viena sobre Relaciones Diplomticas de

1961 y la Convencin de Viena sobre Relaciones Consulares de 1963,

Han acordado lo siguiente:

Artculo 1

Los nacionales de ambos pases que sean titulares de los siguientes pasaportes
estarn exentos de los requisitos de visado:
(a) En el caso de los nacionales de los Emiratos rabes Unidos: pasaportes
diplomticos, especiales y oficiales que an sean vlidos por un plazo mayor
a seis meses.
(b) En el caso de los nacionales de la Repblica Argentina: pasaportes
diplomticos, y oficiales que an sean vlidos por un plazo mayor a seis
meses.
1 Artculo 2

l. Cada Parte permitir a los nacionales de la otra que sean titulares de los
pasaportes indicados en el Artculo 1 entrar, salir y transitar por su territorio sin
visa de ingreso ni costo alguno.
2. Cada Parte permitir a los nacionales de la otra que sean titulares de los
pasaportes mencionados en el Artculo 1 permanecer en su territorio sin visa de
ingreso por un plazo mximo de 90 das.

Artculo 3

l . En caso de que alguna de las Partes designe a uno de sus nacionales para integrar
sus misiones diplomticas u oficinas consulares en la otra Parte, deber notificar
a esta ltima sobre dicha designacin al momento de la llegada de la persona
designada a su territorio y de su partida definitiva.

2. La exencin de los requisitos de visado especificados en el prrafo 2 del presente

Artculo se aplicar tambin a los familiares que acompaen a los miembros de
las misiones diplomticas u oficinas consulares siempre que sean titulares de
pasaportes diplomticos, especiales, comunes y oficiales/de servicio vlidos de
la Parte de origen.
3. Los diplomticos y sus familias, a los que se refieren los prrafos 2 y 3, debern
1 solicitar un permiso de residencia, de conformidad con las reglamentaciones
nacionales aplicables en cada pas anfitrin.

Artculo 4

l . Ambas Partes intercambiarn por la va diplomtica modelos de los pasaportes

especificados en el Artculo 1, antes de la fecha de la finna de este MdE.
2. En caso de que una de las Partes introduzca modificaciones en sus pasaportes,
deber entregar a la otra Parte modelos de los nuevos pasaportes antes de la
fecha de su entrada en vigencia.
3. Ambas Partes debern notificarse mutuamente en caso de efectuar
modificaciones a sus leyes y reglamentaciones internas relativas a los pasaportes
especificados en el Artculo 1, antes de la entrada en vigencia de dichas
modificaciones.

Artculo 5

Los nacionales de una Parte que sean ' titulares de pasaportes vlidos
especificados en el Artculo l no podrn trabajar ni estudiar en el territorio de la otra
Parte a menos que obtengan un permiso de conformidad con las leyes y
reglamentaciones pertinentes aplicables en el pas anfitrin.

L Artculo 6

Los nacionales de una Parte que sean titulares de los pasaportes especificados en
el Artculo l debern cumplir las leyes y "reglamentaciones vigentes en el
territorio de la otra Parte durante su estada en dicho territorio.

Artculo 7

l . Las Partes se reservan el derecho a denegar el ingreso o dar por finalizada la

estada en su territorio de los titulares de los pasaportes mencionados en el
Artculo 1 que sean considerados personas no gratas o indeseables.
2. En caso de que un nacional de una Parte perdiera su pasaporte o ste
resultara daado en el territorio de la otra Parte, deber informar a la
autoridad competente de dicha Parte para que tome las medidas pertinentes .
La misin diplomtica u oficina consular correspondiente de la Parte
mencionada en primer trmino emitir un nuevo pasaporte o documento de
viaje a su ciudadano de conformidad con las leyes y reglamentaciones
aplicables e informar a las autoridades pertinentes de la Parte anfitriona.

Artculo 8

1 Ambas Partes manifiestan su voluntad de garantizar a sus pasaportes y

documentos de viaje el mayor nivel de seguridad contra falsificacin. Tendrn en cuenta
las normas mnimas de seguridad necesarias para los documentos de viaje de lectura
mecnica recomendadas por la Organizacin de Aviacin Civil Internacional.

Artculo 9

El presente MdE no afectar los derechos u obligaciones de las Partes que swjan
de las convenciones y acuerdos internacionales de los cuales una o ambas sean parte.

Artculo 10

Cualquier diferencia que pudiera surgir de la interpretacin o aplicacin del

presente MdE se resolver mediante consultas y negociaciones entre las Partes por la
va diplomtica.

 Artculo 11

l. El presente MdE podr ser modificado mediante acuerdo mutuo entre las
Partes a travs del intercambio de notas oficiales por la va diplomtica.
2. Dichas modificaciones entrarn en vigencia segn lo dispuesto en el Artculo
12 del presente.
3. Cualquiera de las Partes podr suspender, total o parcialmente, la aplicacin
del presente MdE, por motivos de seguridad nacional, salud u orden
pblicos. La suspensin deber ser comunicada de inmediato a la otra Parte
por la va diplomtica. Deber tenerse en cuenta que dicha suspensin no
afectar los derechos de los ciudadanos de ambos pases que residan en el
territorio de la otra Parte.

Artculo 12

El presente MdE entrar en vigencia a los 30 das de la fecha de su firma y

tendr una duracin indefinida, a menos que una de las Partes notifique a la otra por
escrito, a travs de la va diplomtica, su intencin de darlo por terminado. La
terminacin se har efectiva a los 30 das de la fecha de su notificacin oficial.

Hecho en Buenos Aires, el da 17 de marzo de 2017, en dos originales, en los

idiomas rabe, espaol e ingls, siendo todos los textos igualmente autnticos. En caso
de divergencia en la interpretacin, prevalecer el texto en ingls.

BETWEEN
THE ARGENTINE REPUBLIC
AND
THE UNITED ARAB EMIRATES
ON MUTUAL EXEMPTION OF ENTRY VISA REQUIREMENTS
FOR HOLDERS OF
DIPLOMATIC, SPECIAL, AND OFFICIAL PASSPORTS

The Argentine Republic and the United Arab Emirates (hereinafter

jointly referred to as the " Parties"),

Desiring to develop the bilateral relations and strengthen the existing

cooperation between the two countries,

Confirming their willingness to exempt the nationals of their two

countries, who are holders of diplomatic, special, ordinary and official!
service passports, from entry visa requirements to enter each other's
1 territory,

Taking into account the Vienna Convention on Diplomatic Relations

of 1961 and the Vienna Convention on Consular Relations of 1963 ,

Have agreed as follows :

ArticIe 1

The nationals ofthe rwo countries who are holders ofthe fol!owing passports shal! be
exempt from visa requirements:

(a)For nationals of the United Arab Emirates: diplomatic, special, and official
passports, which are still valid for a period of not less than six months.

(b) For nationals of the Argentina Republic: diplomatic, and official passports
which are still valid for a period of not less than six months.

l Article 2

l. Each Party shall allow the other Party' s nationals who are holders of the
passports specified in Article 1 to enter in, exit from and transit through
its territory without an entry visa and free of charge.

2. Each Party shall allow the nationals of the other Party who are holders of
the passport s specified in Article 1 to stay in its territory without an entry
visa for a maximum period of 90 days.

Amele 3

1. In case either Party appoints an y of its nationals to its diplomatic

missions or consular posts to the other Party, it shall notify the other
Party of this appointment upon the appointee's arri val to its territory
and his/her final departure from the territory of the other Party.

2. The exemption from visa requirements mentioned in paragraph 2 of

this Article shall also apply to the members of the household
1 accompanying the member of a diplomatic mission or a consular post
provided that they hold valid diplomatic, special , ordinary and
offic ial! service passports of the sending Party.

3. The diplomats and their families , referred to in the paragraphs (2) and
(3) shall apply for the residence permit, according to the applicable
domestic regulations of each hosting country.

Artiele 4

l . The two Parties shaI1 exchange specimens of their passports which are
specified in Article 1, through diplomatic channels, before the date of
signature ofthis MOU.

2. In case either Party introduces any amendments to its passports, it

shall provide the other Party with specimens of these new passports
before th eir introduction date .

3 . Both Parties shall notify each other in case of introducing any

amendments to their domestic laws and regulations pertaining to the
1 passports specified in Article 1 prior to the entry into force of such
amendments .

Nationals of the Party who are holders of valid passports specified in

Article ( 1) are not entitled to work in any job or to study in the territory of the
other Party unless they obtain a permission in accordance with the relevant laws
and regulations applicable in the host country.

Amele 6

Nationals of each Party who are holders of the passports specified in

Article ( 1) shall comply with the laws and regulations in force in the
territory of the other Party throughout the duration of their stay.

Artiele 7

l . Each Party has the right to deny the entry or stay in its territory of any
holders of the passports specified in Article (l) that it may consider
persona non grata or undesirable.

2. In case the passport of a national of one Party is lost or damaged in the

territory ofthe other Party, he/she shall inform the competent authority of
that Party so that it can take the appropriate act ion. The concerned
diplomatic mission or consular post of the first Party shall issue a new
passport or travel document to its citizens in accordance with the
applicable laws and regulations and shall inform the concerned
authorities of the host Party.

Artiele 8

Both Parties shall express their readiness to ensure the highest level of
security for their passports and travel documents against forgery. They shall take
into account the minimum security standards for machine-readable travel documents
recommended by the International Civil Aviation Organization.

This MOU does not affect the rights and obligations of the two Parties
arising from international conventions and agreements to which either or
both of them are parties .

Article 10

Any differences arising from the interpretation or application of this

MOU shall be settled by consultations and negotiations between the two Parties
via diplomatic channels.

Amele 11

l . Any amendments to this MOU shall be mutually agreed upon by the two
Parties through the exchange of official notes through diplomatic
channels.

2. Such amendments shall enter into force as provided for in Article ( 12) of
this MOU.

3. Either Party may suspend the app lication of this MOU, either wholly or
partially, for reasons of national security, 'public order or public health.
Any such suspension, shall be immediately communicated to the other Part y
through diplomatic channels . Taking into consideration that this
suspension shall not affect the citizens of the two countries who reside in
the territory of the other Part y.

Amele 12

This MOU shall enter into force 30 days after the date of its signature and
shall remain in force for an indefinite period, unless either Party notifies the
1 other in writing through diplomatic channels ofits intention to terminate it. Such

 termination shall take effect 30 days after the date of the officia! notification of
termination.

Done al Buenos Aires, on 17th March 2017, in two original copies each in
Spanish, Arabic and English lan guages, and all texts being equally authentic. In
case of any divergence of interpretation, the English text shall prevail.
