kewaiversandeffectivenessmeanteliminatingexceptionsarisingoutofgrandfatherrightsandresolvingdefectsindisputesettlementp
roceduresandinstitutionalprovisions.Concernforthesevaluesisinherentinanyrulebasedsystemofcooperation,sincewithoutthese
valueruleswouldbemeaninglessinthefirstplace,therefore,createtheirownincentiveforfulfilment.
