Subject: Restructuring of R & D Divisions

An experimental trial was made in January 2014 by the then Director to bring a group R & D
activities under the umbrella of a larger Engineering Area and the management of these areas
was through Area Advisors and Group Coordinators. During my discussions with Scientists at
different levels in past few weeks, it has been observed that this arrangement has not yielded the
intended results and there are many inherent weaknesses in the current system. Therefore, it is
decided to abolish this concept of Area Advisors and Group Coordinators in the larger interest of
R & D in the institute, and bring back the concept of Divisions.

Accordingly, following eight R & D Divisions are made in the institute.

A. Bridge Engineering & Structures Division (BES)

B. Environmental Science Division (ES)
C. Flexible Pavement Division (FP)
D. Geotechnical Engineering Division (GE)
E. Pavement Evaluation Division (PE)
F. Rigid Pavement Division (RP)
G. Traffic Engineering and Safety Division (TES)
H. Transportation Planning Division (TP)

Allocation of scientists in each of the above division is given in Appendix 1.

NOTE: The Group III, II and I and other supporting staff will remain in the same division except
for Pavement Engineering Area (PMC, PDR & RAM) for which a separate deployment letter
will be issued soon.

Considering the acute shortage of Group II and Group III staff, the supporting sections of MES,
INS, Civil, Horticulture and Electrical are grouped in to TWO as given below.

I. Mechanical, Electrical and Instrumentation (MELIN), to be called Technical Services

Section (TSS)
II. Civil plus Horticulture (to be called Civil Section)

Each of the Divisions/Sections will be headed by one Scientist which will be named after few
days. The above arrangement will be effective from April 18, 2016. The OM will follow.
