Good evening, Sir. Thanks for writing back quickly even though you
are on annual leave. Also, thank you for reassuring that the issues
raised by Ken will be dealt with in the appropriate manner. Regarding
rumors: yes that is all they are, and I hope that's all they remain.
I have informed those that made these statements to me that if they
have verifiable facts, then, please put them in writing, otherwise
there is nothing that is actionable on my part as the current Vice
President of the UN Staff Union. If anything does come to me in
writing which can substantiate specific claims, I will certainly
bring them to your attention. However, I did feel it was necessary to
inform you of rumors (although only general in nature). As an aside,
I once let rumors go riding for about a year and they did nothing but
fester causing fear and anxiety, as well as foster discontent among
and between staff and toward management. So, again, of course if
anything verifiable arises, I will inform you immediately.
As far as the BOI is concerned, the Staff Union was wondering why it
is taking so long. We know it has to run its course, but it has been
nearly two years since the incident. We always ask for the results to
be made public. Even in the aftermath of the UN House bombing in
Nigeria, perpetrated by Boko Haram, we (all the unions that went to
Nigeria at the time) pressed Ms. Helen Clark to make the results of
the BOI public. The unions attending SMC in April of 2015 also
pressed for public release of future results of other inquiries. It
is what unions do. As we all know, former SG, Ban ki Moon, was at the
top of the accountability framework; and will no longer be held to
account for decisions at that time. So, hopefully, the results of the
BOI will be made public so that the staff at large are made aware of
the findings. I ask this both respectfully and formally.
I have to own what I stated about the survey. It was the first thing
that came to my mind. I misinterpreted our ranking. I should have
stated that we are in the top 5 of the most unethical. Once the
results came out the vibe ''on the street" indicated that morale is
low. (And not just in our department). We are not a horrible
department. We always can seek self-improvement, though, especially
since it is the department which sets the standards and policies for

mention of 'rumours' concerning the BOI in response to the suicide
attack in Garowe, Somalia. This is a serious allegation. I request
that if you have any substantive information or evidence supporting
this-allegation that it provided to me as a matter of urgency so that
it may be validated.

Good afternoon, Mr. Drennan. I'm saddened to learn of both the injury
to our colleague and about allegations of Mr. Croll concerning your
stewardship as the USG of DSS. On behalf of the staff at large, I
must indicate that both the Ahtisaari and Brahimi Reports have done
little to curb the Department's and the Organization's apparent
insatiable desire to place staff at risk; as well as the fact that
Boards of Inquiries have met in the past, and that there are rumors
of allegations that some of the information provided to the BOI on
the bus-bomb attack in Somalia, was false, thereby alluding to a
possible cover-up of the real facts.

Due to the current security climate in Paris and the events this
morning involving the IMF and the injury to a staff member, I firmly
believe now, that the following must be brought to your attention,
regarding potential wrong doing by senior managers of this department
and further implications by one, over the alleged and intentional
wrong doing involving the OUSG/UNDSS. I make the following assertion
as Staff Representative and furthermore, as a staff member of this
department, I will seek specific guidance and direction from the
ethics office, OHRM, Staff Union and OIOS, based on the below and
future action concerning any retaliatory action I might be subjected
to (or have been) as a result of this e-mail and my official
obligation to notify you of this (as a UN staff member) .
Both reports were shared with the client who fully concurred with the
contents, before formal completion and subsequent submission through
my chain of command i e Director Mohamed Ragaey (TRS) and Mr. Igor
Mitrokhin (Deputy D/DRO) to you. I believe the report was then
subsequently submitted to you after the signed approval of both
reports by my supervisors (see UNDSS routing slip for the reports)

After almost two months of requests, I, Mohamed and Igor met with the
D/DRO in his office at my request (please see note for file for
further details). During this meeting, I officially make note to you
that Mr. Croll implicated you as giving him direction/orders to
''bury" an official DSS assessment report (Observation Report) for
reasons he gave, as having personal political implications for you,
had Madame Bokova become Secretary-General.
This morning, the client again after today's events (see below e-
mail), has requested the status of the said report- as I have on
numerous occasions requested the same to the D/DRO as is clearly
stated in the above (see attached e-mails) . It should also be noted
that lessons learned from the tragedies in both Baghdad and Algiers
were found to be partly caused by the intentional suppression of
UNDSS assessment reports. However they were never suppressed by order
of the head of department, as it has been alleged by the D/DRO in
this instance.

Assistance was requested in locating a French Police media
contact to handle calls on this mornings incident.
Guidance was also given on another issue of threatening
calls on a different subject to their office here.

Berlin Letter
(SBU) On Wednesday, March 15, 2017, the mail processing room at the
German Finance Ministry in Berlin discovered a suspicious letter
addressed to the German Finance Minister and apparently originating
from Greece. Upon further investigation by German police, the letter
was discovered to contain approximately 30 grams of fireworks
explosives. It was in a brown envelope with a percussion cap, office
clamp, battery, and clothes peg.

(SBU) On Thursday, March 16, 2017, a letter bomb exploded when it was
opened at the IMF/World Bank offices in Paris, injuring one person. A
Paris police spokesman told media there were only three people in the

IMF office, which is 2 kilometers from U.S. Embassy Paris, when the
letter bomb, which the spokesman described as "like a firecracker",
exploded. The assistant to the head of the office (nationality not
specified) was injured on the face and hands when she opened the
envelope. Her life is not in danger, and she is being treated for her
wounds.
(SBU) The World Bank confirmed that the return address on the parcel
that ignited in Paris is the same as the one sent to the German
Finance Minister.
