ACTION ITEM Memorandum of Understanding 2003 Restricted Fund Referendum

1. Superintendents Recommendation:
It is recommended that the Board approve the Memorandum of Understanding between
Appoquinimink, Brandywine, Colonial, Red Clay Consolidated, and Smyrna School
Districts.

2. Background/Analysis:

In April 2003 the Christina School District Current Operating Expense Referendum
contained two sections, requiring separate voting. The second section requested an
increase in school taxes in the amount of 10 cents, and was restricted in the use of the
funds if approved. Funds could only be utilized for the following reasons: Phase-in of full
day kindergarten for academically at-risk students; Expansion of services for Gifted and
Talented Program; Expansion of services for Alternative Programs; and Technology
replacement schedule.

Districts providing educational services through the Choice process for resident students
of the Christina School District, are requesting allocations of the referenced funding for
services. Funds received must be utilized for the same restricted purposes.
