1. INTRODUCTION
Flood Mitigation Planning of Sungai Bunus, Wilayah Persekutuan Kuala Lumpur, is initiated by the
Government of Malaysia. The project owner for this project is Jabatan Pengairan Dan Saliran
Malaysia. Furthermore, Perunding Azman,Ooi & Rao Sdn Bhd leads to be Consultant. To ensure
successful implementation of the works, Gaya Analisa Sdn Bhd has been appointed as a main
contractor.
To implement this project in an orderly manner and in accordance with the contractors schedule where it
involves the current traffic, the main contractor has appointed T&D Consult Sdn Bhd as the Traffic
Management Consultant and implement Traffic Management of Wilayah Persekutuan Kuala Lumpur,
Flood Mitigation Planning of Sungai Bunus.
Our call is specifically to come out with a Traffic Management concept during construction tenure prior to
commencement of work and some measure to divert traffic flow as well as providing safety
measurement between public road users and the construction personnel in construction vicinity. For this

arrangement, specified materials and equipment will include such as signage, barrier and other devices
which is to be complied by authority requirement. T&D Consult Sdn Bhd will develop and plan the traffic
diversion and providing traffic safety measurement during construction.
2. EXECUTIVE SUMMARY
The main objective of this technical proposal is to Plan, Design and Implement comprehensive Traffic
Management Scheme which consists of several sections and zones. We will ensure that the TMS
designed for Flood Mitigation Planning of Sungai Bunus, Wilayah Persekutuan Kuala Lumpur is
tailored to Gaya Analisa Sdn Bhd contractor construction program and method as well as compliance
to the relevant authority requirements.
The scope of Traffic Management Plan (TMP) consists of:
1 Planning, designing, and submit Traffic Management Plan to the Local Authorities / agencies
involved (City Hall) for approval and authorization before work has done.
2 Supply and install the standard traffic safety devices.
3 Implement and oversee the approved Traffic Management Plan

A major factor emphasis in Traffic Management Plan is the safety for all road users especially
motorcyclists, in general, traffic operators and construction workers who will directly involve the
construction work as well as to the public.
3. OBJECTIVE
The main objective of Traffic Management Scheme is as follows;
1 Ability to pre-warn the road users of hazard ahead.

2 To ensure effectiveness and surround protection with consideration of public road safety.
3 To ensure smoothness of existing road during the implementation of traffic management.
4 Ensure Emergency Response Team is always ready to carry out the duty in dealing in with
accidental and natural disasters in construction zone.
1. PLANNING OF TRAFFIC MANAGEMENT SCHEME
1 Carry out maintenance devices, installation temporary signage, lighting sources such
as 'blinkers', 'string delineator', reflective sticker to ensure safety for road users.

2 Monitoring the work carrying out efficient and effective traffic management schemes
such 'Road Diversion', 'Lane Closure and Traffic Control' in line with essential for
construction work.
3 Announcement and Information to road users, local residents, authorities regarding
work plan, traffic congestion, road closures, accident, natural disasters and
emergency that can occur on site through notification signage, media and electronic
media.
4 Provide effective management system, such as (permit to work) for ongoing work
activity.
2. PLANNING FOR 3 MONTHS AHEAD

3. METHOD STATEMENT FOR TRAFFIC MANAGEMENT PLAN
Due to high capacity of traffic flow on the working area especially in Kuala Lumpur and
prior to the commencement of the construction works, a proper traffic management will be
carried out to divert the traffic in order to provide a sufficient safety around work area. The
Traffic Management Plan will be implemented accordingly to the construction schedule
and subjected to authority requirement.
To implement Traffic Management Plan of Flood Mitigation Planning of Sungai Bunus,
Wilayah Persekutuan Kuala Lumpur. Wilayah Persekutuan Kuala Lumpur, Construction
and Completion Of Flood Diversion and Associated Works it will be divided into two (2)
main stages as follows:
The overall stages are covering the entire construction activities that will be undertaken
during construction. Aspects of safety for road users and construction workers have been

taken into account in the preparation of the proposed Traffic Management Scheme.
During construction period, work will be performed for each closure installation of warning
signboards, barrier, blinker and string delineator.
1 STAGE 1
The construction work in first stage, the work focused on Jalan Tun Razak, Jalan
Raja Muda Abdul Aziz, Jalan Raja Uda and road Haji Salleh. The work will be
carried out in this area will use the Open Cut method. At this stage, Jalan Raja
Uda and Jalan Haji Salleh will be closed to the user to make way for the work to
be carried out. Work-job using the pipe jacking method will be carried out in areas
dealing Perkeso Towers and Menara TH Selborn across Jalan Raja Muda Avdul
Aziz. At this stage, the construction work while railing to The Orion Condominium
will also be undertaken to facilitate work in the next stage.
To ensure that the work can be carried out successfully with optimum safety in the
vicinity of the work, all safety equipment and traffic warning signboard will be
placed at the site to warn road users to be more careful when approaching the
work area.

2 STAGE 2
The situation in second stage, the construction work is still ongoing. It is more
focused on the construction of a new bridge in front of Menara TH Selborn, Jax
Box Tunneling works across AKLEH with Pipe Jacking works across Jalan Raja
Muda Abdul Aziz. The road was closed on previous stages have been opened to
the user. However, routes of Jalan Haji Sirat and Menara TH Selborn routes to

The Orion Condominium where access to Jalan Tun Razak road to be closed.
Hence, users are advised to use other alternatives to Jalan Tun Razak and refer
the signboard that had been installed.
All equipment and traffic safety warning signboard, "plastic barrier with hoarding"
will be placed on site to warn road users to be more careful when approaching the
work area.

4. PROJECT BRIEF
About Flood Mitigation Planning of Sungai Bunus, Wilayah Persekutuan Kuala Lumpur
Sungai Bunus is one of the catchment areas of 17 km. The construction and completion bonus flood
diversion in the river is one of the flood mitigation project designs, in regions kuala lumpur. It is
concentrated in the area where Jalan Tun Razak area is always faced with the problem of flash floods.
This project aims to increase the level of flood protection for a period of 20-30 years.
There are proposed works for flood mitigation plan as follows:
1 Work to demolish both the surface and substructure

3 Construction works and excavation Stilling Basin to bore contiguous pile wall
4 Construction work on pipe systems in road tunnels covered and the Raja Muda Abdul Aziz
including steel support structure using universal beams and universal columns and reinforced
concrete tunnel
5 Work to demolish the existing bridge.
6 Construction work on the new bridge using the M section in the Stilling Basin
7 Construction work on the structure of the RC Gate Pump
8 Home construction work control.
9 Tunnel construction work Jacked Box flyovers across the Ampang- Kuala Lumpur (AKLEH)
including installation works and garlic RC pile wall for ground stabilization works.
10 The refurbishment works existing roads, sidewalks, street furniture, signage, street lighting and
drainage systems.
11 Conduct follow-up investigations to the existing building in addition to the construction site as
workers' compensation and TH Selborn tower.
12 Work on the transfer of existing utility such as water pipes, sewage pipes, TNB and Gas
MALAYSIA.

9. SUMMARY
Three Months Back

In general, most of the excavation work carried out on the road shoulder but to remove soil from the
construction site, then it had to cross the street / use of existing roads.
To minimize disruption to road users, the traffic controller are placed at ingress / egress of parking area.
In addition, not only maintenance but also additional devices are conducted from time to time according
to the activities on site. Necessary warning to motorist was made regarding site condition.
Three Months Ahead

Based on the work program, most of the works are loading-unloading construction material and
substances, machinery movements, piling and earthwork. For the traffic management it will involve
temporary diversion, temporary road marking, installation additional traffic devices and maintenance.
Issues / Public Complaints / Media Announcement

Most of the complaints received in respect of road damage due to road congestion and failure controlling
traffic while vehicles in / out. Others, hoarding had been scattering due to empty barrier and lack of
blinker and string delineator
Suggestion
1 Increase the traffic controller quantity and other traffic devices such as blinker, string delineator,
etc.
2 Increase patrolling frequent in the area and careful maintenance to ensure all traffic safety
materials to be clean and proper position.
3 Water filled up into barriers and keep in nice alignment, installation at proper spaces to reduce
risk of accident and traffic congestion.

The scope of Traffic Management Plan (TMP) consists of:
