Dear Dominion Energy Retiree,

I am writing today to Dominion Energy retirees in Virginia to share with you two important
updates about our company. First, I am pleased to tell you that our shareholders overwhelmingly
approved the new name of our companyDominion Energy. With our name change, we have a
new commitment to engaging you and your fellow retirees in our plans to grow your company, in
the projects that implement these plans, and the policy issues in which we are engaged.

I am also writing to give you the facts about one of the largest and most important projects our
company has ever undertakenthe Atlantic Coast Pipeline. This project is important to our
companys future, to the Virginia and North Carolina economies, and to the quality of life in our
region. The Atlantic Coast Pipeline will provide substantial benefits throughout Virginia. It will do
the following:

Deliver U.S.-produced, low-cost, clean-burning natural gas to meet the needs of homes
and businesses throughout Virginia and North Carolina.

Save Virginia consumers $243 million per year directly through lower energy bills. Citizens
of Virginia will also benefit from lower prices for goods and services due to the lower
energy costs from the additional supplies of natural gas.

Improve the regions ability to grow existing businesses and recruit new employers.

Strengthen Dominion Energys ability to keep the lights on. Natural gas is now a critical
part of how Dominion Energy generates electricity. New infrastructure is essential to
ensure energy security in Virginia.

By using the most efficient natural gas power generation technology, we will continue the
trend toward cleaner air and less air pollution. For the pipeline design, we have taken great
care to minimize environmental impact to the greatest extent possible, including setting
new design standards far exceeding requirements.

In addition to these substantial statewide benefits, in Hampton Roads the project will have the
added benefit of addressing a long-standing shortage of natural gas capacity in the region. As
Virginia Natural Gas President Jim Kibler noted last fall in an editorial in the Richmond Times-
Dispatch: If any major manufacturer seeks to locate east of Richmond, there is not enough
pipeline capacity to serve them on a guaranteed basis. That represents jobs we cannot add,
families whose futures are less bright, and communities that cannot grow.

This is a critical statewide issue, and it has been the subject of some discussion in the ongoing
political campaign season. On Tuesday, June 13, both major parties will hold statewide primaries
to select their nominees for governor, lieutenant governor, and attorney general. Please take
time to review the candidates positions and see how they stand on critical projects such as the
Atlantic Coast Pipeline. The polls will be open from 6 a.m. to 7 p.m. I urge you to exercise your
constitutional right to vote in the primary of your choice.
