COMMISSIONER SIMMONS SIGNS PROGRAM DOCUMENT AT OCT MEETING IN ARUBA

pean Union (EU) Commissioner
for International Cooperation and
Development, Mr. Neven Mimica
signed the programming document
for the 11th EDF, the last step be-
fore signing the Financing agree-
ment at the yearly OCT-EU forum
in Aruba. The funds that will be
obtained through this program
will be used for the underground-
ing of the high-tension electricity
cables. Besides the territorial pro-
grams, also the progress of the re-
gional and thematic programs was
discussed. These programs mainly
focus on the transfer to sustain-
able energy, the adaptation and
mitigation of the effects of climate
change and the protection of biodi-
versity. A prominent item on the
agenda was the relationship be-
tween the EU and the OCTs after
2020. In that year, the present
treaties on which the cooperation
and financial support are based
expire and the relationship be-
tween the EU and the OCTs may
have to be redefined. Statia em-

ONGOING RESTORATION OF GOVERNMENT GUESTHOUSE
St. Eustatius- After October 10th

Chin Kwie Joe and I am the certi-
fied company doctor, specialized
occupational healthcare.
I am asked to help and advise the
Public Entity of St. Eustatius. At
the start of my carrier in 1989 I
worked on Statia as a junior doctor
together with Doctor Bakker in the
time of hurricane Hugo. Later I
worked 4 years as a senior house
officer in ophthalmology in Hol-
land and England. Since 1996 I
started working as a company doc-
tor. As a company for your busi-
ness I monitor the health and
working conditions of employees. I
have the personal conviction that
health and wellbeing of people are
positively affected by good working
conditions. Conversely, motivated,
committed and healthy employees
contribute to a positive operating
result. My work style is concerned
and empathetic; of which I support
the employee in their responsibil-

ity to resolve issues. At the
same time I am able to give ob-
jective advice to know when I
need to step back. My approach
is a quick and responsible re-
turn to the workplace taking
into account the necessary ad-
justments, it works in general,
promoting a fast recovery. If
problems at work are obstruct-
ing the return to work I recom-
mend that the employee and the
supervisor hold consultation to
find a solution to return to
work. The responsibility here
lies with the employer and em-
ployee and not a doctor. The em-
ployer can call in the employee
who reported ill at the clinic for
a consult regarding default at
the company, where I give ad-
vice for a safe return to work.
Employees who are frequently
reported as sick can also be in-
vited to determine the cause of
the default and how the em-
ployee can improve their health
and at the same time find out
how to reduce absenteeism. By
maintaining a good contact be-
tween employee and manager,
you can easily offer work adjust-
ment and prevent a long absen-
teeism. Executives can help re-
duce the absenteeism by having
conversation with the employee
who frequent reports as sick by
having the employees them-
selves make a plan how they
will reduce absenteeism.
An employee can also request a
preventative consult through
his manager. This consultation
is intended to prevent imminent
default by addressing the root
cause ahead of time.

The company doctor can not
only take care of the return to
work. The supervisor should
pay attention to the employee
who report sick and maintain
a good contact to contribute
towards a return of these peo-
ple. Any problems that have
to be discussed to make it
work and be addressed. The
approach of the company is to
focused on all that is needed
to stay healthy at work: early
recognition of he a l t h -
threatening situations at
work, and translate into the
right interventions, both cura-
tive and preventive.
If work is not possible due to
temporary illness or physical
defect, the occupational physi-
cians will supervise and treat
the workers as soon as possi-
ble to reintegrate socially and
function. That is the mission
of occupational physicians
where NVAB stands. We carry
out this mission by providing
good occupational health care.
Good occupational health con-
tributes to sustainable em-
ployability. Which is deter-
mined not only by good
health, but also through train-
ing and retraining, through
optimal working conditions
and safety, due to circum-
stances at home and in the
environment, not least by mo-
tivation. That always requires
close coordination and coop-
eration with other (nuclear)
disciplines.

GVP SCHOOL PHASING OUT DUTCH EDUCATION SYSTEM

St. Eustatius The principal of
the Gwendolyn van Putten School,
Mrs. Rosalie Edelstein informed
the Government Information Ser-
vice of the ongoing developments
taking place at their school.
She explained that the Dutch
system at the Gwendolyn van
Putten school is phasing out.
The classes such as VMBO
basic 3, VMBO kader 3, VMBO
TL-3 and Havo 3 will cease to
exist after this school year. She
advised that students in the
Dutch education system com-
plete their studies in this sys-
tem. Why is this important? Be-
cause the CXC system requires
that all students do the manda-
tory school based assessments.
The students in the third
classes will get the opportunity
to re-sit exams within a year if
they fail. As a result of the tran-
sition from Dutch to English
education system the law per-
mits students the opportunity to
re-sit exams.
Mrs. Edelstein explained that
parents need to be aware and
involved in every change that
takes place in the education
system to have a better under-
standing to be able to support
their children.
We are willing to assist par-
ents who may have other
questions about the phasing
out of the Dutch education
system. Parents can contact
the school and make an ap-
pointment to discuss this mat-
ter. The Gwendolyn van Put-
ten school management is
more than willing to provide
the public and parents in par-
ticular with further informa-
tion.

ST. EUSTATIUS SPATIAL DEVELOPMENT PLAN TO BE UPDATED

I am pleased to have had the opportunity
to present the white paper On the Road
to Autonomy and the draft
constitutional framework Elements of a
draft constitution to the Island Council
last week Tuesday.
First of all, I wish to thank all those who
have contributed to these two historic
documents being prepared. I want to
particularly single out the local
Constitutional Committee, Dr. Carlyle G.
Corbin, Mr. Denicio Brison, and others for
their continued hard work and advice.
Having these documents debated and
ratified by the Island Council today is the
first important step towards attaining the
islands rightful constitutional status, in
line with the wishes of the population.
The white paper basically:
Examines the desire of the people
of Sint Eustatius to achieve an
autonomous political status within the
Kingdom of the Netherlands.
Draws
attention to the fact that Statians
have systematically formally expressed
their preference over the years, but
instead were given the status of partial
integration when the Netherlands
Antilles was dismantled in 2010. Clarifies
that the financing of the autonomous
arrangement can and will take place
within the normal budgetary process of
Sint Eustatius (BDO study).
Emphasizes the importance of self-
determination within the Dutch and
international context. Concludes
with an examination of the unusual
circumstances surrounding the removal
of the Netherlands Antilles from the UN
list of NSGTs, short and medium-term
actions towards Sint Eustatius re-
inscription on the UN list of NSGTs, and a
clear plan to increase regional awareness
of the right of Sint Eustatius to genuine
self-determination.

the amount of 1 million euro for the
children residing in Bonaire St.
Eustatius and Saba. The cabinet de-
cided that these funds will be avail-
able from this year onward to 2021.
The State Secretary believes that all
children needs to participate in so-
cial events like sports, culture and
at school .This fact is important for
now and for the future. In this way
children can participate if there is
little money at home.
The State Secretary of Social Affairs,
Jetta Klijnsma wants to ensure that
the money reaches the children
directly. The funds will be desig-
nated for items such as school
supplies, subscriptions, sports
clothing or music lessons for chil-

YELLOW FEVER IN BRAZIL

St. Eustatius - Since the beginning of December 2016, there has been a Yellow Fever outbreak in some states in
southern Brazil. This was reported at the end of January by the World Health Organization (WHO). To date, this
epidemic is still ongoing. Recently, a fatal fever has been found in Suriname when returning to the Netherlands. Al-
though Yellow Fever is endemic in Surinam, no patients have been reported in the past 45 years.

Yellow Fever is a rare but serious infectious disease caused by a virus. A small proportion of the infected persons get
a serious form at risk of death. The virus is found only in sub-Saharan Africa and in South America (including Pa-
nama and Trinidad and Tobago). Yellow fever is transmitted by infected mosquitoes that stagger during daytime. It
can also be transmitted by the Aedesaegypti mosquito that also occurs on St.Eustatius. However, in the last 100
years, there has never been a case of Yellow Fever on St.Eustatius.

Yellow fever can be prevented by vaccination. The Public Health Department - GGD recommends yellow fever vacci-
nation for some countries in South America and Africa. For Suriname, vaccination is recommended for all travelers.
Some countries have required Yellow Fever vaccination. On the website www.lcr.nl, the current state of affairs can
be seen from countries where Yellow Fever occurs and which countries require vaccination. Also for St.Eustatius
there is a formal obligation to show evidence of Yellow fever vaccination if one comes from a risk area. Some coun-
tries have now tightened control of compliance with these Yellow Fever rules for travelers arriving from risk areas. It
is wise if you expect family or acquaintances from risk areas to inform them in advance that a proof of yellow fever
vaccination is also required.

The vaccination gives protection to all life. Inform by the Public Health Department if vaccination is recommended
for you. In the past, this vaccine was valid for 10 years, but recently (2016), the WHO has stated that the Yellow Fe-
ver vaccine is valid for a long time based on scientific research. Yellow fever vaccination must be given at least 10
days prior to arrival in the yellow fever area.

Unit manager Beveiligen, (vac. 3 2017)

Als unit manager Beveiliging ontwikkel en implementeer je het beveiligingsbeleid voor het openbaar lichaam
expliciet voor de lucht- en zeehaven.

Je stelt voorschriften en richtlijnen op en bepaalt de instrumenten die daarbij nodig zijn.

Hoofdtaken functie:

je ontwikkelt en implementeert het beveiligingsbeleid met een daarbij behorende beveiligingsplan voor de lucht- en
zeehaven;

je ontwikkelt een opleidingsplan conform internationale voorschriften voor de beveiligers die onder jou
verantwoordelijkheid vallen en voert de opleidingen ook uit;

je geeft leiding aan de pool van beveiligers in dienst van het openbaar lichaam je bent het aanspreekpunt voor
medewerkers beveiliging.

Uitstekende mondelinge en schriftelijke communicatieve uitdrukkingsvaardigheden in het Nederlands, Engels.

Vereiste vooropleiding: (afgerond) HBO werk en denk niveau bij voorkeur ervaring met het veiligheidsterrein

Ervaring als praktijkopleider Beveiliging.

Arbeidsvoorwaarden:

Aanloopschaal 10 minimaal $ 2,966.57- tot maximaal $ 3,928.49 bruto

We encourage Statians and resi-
dents alike to submit names of per-
sons in the community. If you want
to nominate someone for a Royal
Decoration it is advisable to contact
the decoration Committee or the
cabinet of the Island Governor.
They will inform you whether the
services rendered by the nominee
are exceptional or outstanding
enough to warrant a Royal Decora-
tion. They will explain you exactly
what you need to do once you col-
lected the necessary information.
