GUIDELINE FOR SURVEY, INVESTIGATION, AND DESIGN

OF BLACK SPOT LOCATION (SID-LRK) IN LAMPUNG


PROVINCE, INDONESIA.

Abstract
In connection with the government's obligation to take responsibility for ensuring the safety
of traffic and road transport (LLAJ) for road users, it is necessary to attempt to achieve this
goal, one of which is to conduct Surveys, Investigations, and Design of Black Spot Location
(SID-LRK) . Therefore, there needs to be the guideline in doing SID-LRK. This is expected to
assist in the reduction and prevention of traffic accidents. So in this study compiled procedure
SID-LRK and as the application of the research conducted at the National roads in the
Province of Lampung. Application procedure resulted SID-LRK at five locations of black
spot.

1. INTRODUCTION

Traffic accidents are one of the enormous problems faced by the Indonesian
Government. Data in the Police
Department, shows that each year more than 30,000 people died in traffic
accidents and over 70,000 people suffered injuries resulting in many event for life and the
cause of the poorer family.

In Indonesia, the number of vehicles increasing in every year and human error becomes a
major factor in the increase in traffic accidents. Data from Police Department said, in 2012,
occurred 109 038 cases of accidents with victims died as many as 27 441 people, with the
potential socio-economic losses of about Rp 203 trillion - Rp 217 trillion per year (2.9% -
3.1% of GDP Indonesia) around 17.5 billion USD . In 2011, an accident as much as 109 776
cases, with as many as 31 185 people dead victims.

In connection with the obligation of the government to be responsible for ensuring the safety
of traffic and road transport (LLAJ) for road users, it is necessary to attempt to achieve this
goal, one of which is to conduct Surveys, Investigations, and Design (SID) Black Spot
Location (LRK). Therefore, there needs to be the guideline in conducting Surveys,
Investigations, and Design (SID) Black Spot Location (LRK). This is expected to assist in the
reduction and prevention of traffic accidents.
2. GENERAL REQUIREMENTS

Black Spot Location (LRK) is the location that has a high accident
rate with repeated accidents in a space and the same relative time frame.

3. TECHNICAL PROVISIONS

3.1 Identify Black Spot Location on the Frequency of Accident-prone


Identification of 20 or at least 10 worst Black Spot Location (LRK) done by the
highest accident frequency of accident data for 3 years in a row, or at
least the first time last year in a particular area, such as provincial, county, or city.

3.2 Techniques Ranking Black Spot Location


Ranking techniques crash site is done by weighting based on the economic value of an
accident (Equivalent Accident Number (AEK)). Equivalent Accident Number (AEK) is a
numeric scale used to grade weighting accidents, figure this is based on the economic value of
an accident with damage or loss of material, with a comparison:
MD : LB : LR : KM = 100 : 20 : 5 : 1 (1)
where:
MD is the number of died victims
LB is the number of serious injuries
LR is the number of light injuries
KM is the amount of Property Damage Only

In the case of mutual agreement, can also be taken a different comparison as shown in
Table 1.

3.3 Determination of the Black Spot Locations Selected


In determining the number of elected LRK by AEK each LRK value is above
average and called UCL. The calculation is as follows:

The results of the determination of the number of elected LRK is
certainly considered the availability of funds.

3.4 Alternative Treatment Proposed


Alternative proposal outlining the handling of proposals in the form of improved handling
of the physical work, road equipment, and repair bad traffic operations to black spot
location / elected accident potential.

3.5 Detail Engineering Design (DED)


Detail Engineering Design (DED) is also called Final Engineering Design (RTA) is
a technical design drawings and details related to the handling of black spot
location / elected accident potential.

3.6 Estimated of Cost Management Needs


Estimates needs outlining the estimated costs of handling cost based on the alternative
proposal needs handling of the Black Spot Potential Location. Basically the method of
calculation of the cost of a volume or quantity derived from the design drawings multiplied by
the unit price analysis results which consists of the prices of wages, tools, and materials, in
order to get the standard price and the amount of the estimated cost.

4. GENERAL PROCEDURES

Stages procedure Survey, Investigation, and Design (SID) Black


Spot Location (LRK), ranging from the preparation, the
initial survey, initial analysis, detailed survey and detailed analysis, presented in the form of a
flow diagram, as shown in Figure 1.

4.1 Preparation
Some things have to be prepared in the implementation of Black Spot Location site
investigations, among others:
a. Collecting a traffic accident data for at least the past year. The accident
data can be obtained from various sources, i.e. over the internet (see Example 1)
b Perform processing accident data obtained from the internet to the
identified list of 10-20 worst crash site. List of worst crash site was obtained by reference
to technical provisions identifying black spot location based on the frequency
of accidents (section 5.1).
c Setting up a basic map of the road network available according to plan an
investigation to be conducted.
d Conducting a survey of institutional coordination with relevant agencies,
including collecting secondary data from the relevant agencies.
e. Synchronize or accident data matching processing results (points b) of the accident
data obtained from the relevant authorities or the result of coordination with the relevant
agencies. If there are differences in the locations of the worst, do the rating back to the
list of worst crash site survey.
f Collect data supporting or secondary and primary data, such as daily traffic
volume average on road sections at the crash site has been identified.
The results of the preparatory stages can be seen in Appendix A.

4.2 Early Stage Survey


Initial survey of LRK :
a. Observing a road and environmental conditions at LRK (10-20 locations)
using a video camera or a photo.
b. Recording and sketching / LRK charted.
c. Marking and determine the GPS every LRK on the base map of the road
network.
The early stages of the survey results can be found in Appendix B.

4.3 Early Stage Analysis


Preliminary analysis are:
From 10-20 worst LRK surveyed, then rated based on the level of accidents and AEK, in
order to obtain and set the locations. As for the determination of the number
of elected LRK by AEK each LRK value is above average and called UCL.
The results of the initial analysis stage can be seen in Appendix C.

4.4 Phase Survey Details


Detailed survey of the LRK :
a. Observing a road and environmental conditions in LRK (5-10 locations) using a video
camera or a photo.
b. Recording and sketching / LRK mapped in detail.
c. Marking and determine the GPS every LRK on the base map of the road network /
topography / geography.
Stages of the detailed survey results can be found in Appendix D.

4.5 Phase Analysis Details


Detailed analysis include:
a. Develop a treatment alternative proposal on 5-10 LRK the selected preset.
b. Prepare Detail Engineering Design (DED) on 5-10 LRK the selected preset
c. Prepare estimated cost requirements (RAB) at 5-10 LRK the selected preset.
d. Prepare technical specifications as part of the tender documents.
The results of the detailed analysis stage can be seen in Appendix E and F.

5. TECHNICAL PROCEDURES
Based on the stage of the General Procedure above, then do the steps in detail as
a technical procedure that Survey, Investigation, and Design (SID) Black Spot
Location (LRK). The description of the analysis carried out on the National road in the
Province of Lampung is originated from the collection of secondary data from the
last year. Then determined the location decision criteria based on the number
of occurrences LRK > 2 events per location, then called and elected LRK LRK as many as
14 locations. Data from the police is matched with the
data of Transportation and Highways Lampung, so elected 11 LRK point. AEK analysis is
then used to rank the 11 point LRK and based on the calculation of the average value of the
limit above, elected 5 LRK worst location.

Further activities and analysis of the 5 locations are conducting a


survey details, arrange alternative proposal of handling, preparing Detail Engineering
Design (DED), preparing cost estimates of requirements (RAB), prepare Draft
Guidelines SID / DED. Diagrammatically, a description and analysis of the survey work can
be seen in Figure 2.

For the record, the SID-

5. CONCLUSIONS AND RECOMMENDATIONS


5.1 CONCLUSIONS
From the analysis of the LRK priority ranking of the 11 LRK and than elected 5 LRK.
The five of LRK elected by ratings and weighing of Equivalent Accidents
Number (AEK) (the ratio between the victim died (MD): serious injuries (LB): light
injuries (LR): Property Damage
Only (KM) = 100: 20: 5: 1), namely: (1) Jalinteng Km 38 (AEK = 248); (2) Jalinteng Km 21 (
AEK = 202); (3) Jalinteng Km 19 (AEK = 147); (4) Jalinteng Km 72 (AEK = 142); (5) Jalinte
ng Km 14 (AEK = 128). The five LRK has
been analyzed for handling alternative proposals, Detail Engineering Design (DED), and the
estimated cost requirements.

5.2 RECOMMENDATIONS
Results SID-LRK in Lampung Province is expected to be realized in order to reduce
the number of accidents in the province of Lampung. In addition to SID-LRK Guidelines can
be immediately distributed / disseminated to other provisions in Indonesia, so
that National can move together to reduce the number and severity of accidents in
accordance with the expectations of Presidential Instruction No. 4 of 2013, on the Decade of
Action for Safety, within the period 2011-2020.

For the achievement of activities that include LRK in Indonesia needs to be budgeted in the
form of an annual program continuously (multi-year program) so
that the estimated within 6 years, in 2020 seen a clear track record in the
hope LRK accident reduction target of 50% in accordance with Presidential Instruction No. 4
of 2013.

A3.1 Department of Transportation Lampung Province
Based on information obtained from the Department of Transportation Lampung Province, in
connection with the task of Chief Warrant Lampung Province Transportation
Agency No.801/SPRINT.257/III.06/2014 dated August 25, 2014 on the
Implementation Survey Accident Prone Locations in Lampung Province, delivered things as
follows:
1. Based on data published by the Highways Agency of Lampung Province there were
13 Black Spot Location (LRK) and based on data published by the Regional
Police (Polda) Lampung there are as many as 31 LRK.

Thirteen LRK published by the Highways Agency of Lampung Province, among others:
1). Tanjakan Tarahan Ruas 019 KM 21+500, Lampung Selatan;
2). Tikungan dan tanjakan Desa Hatta Ruas 020 KM 81+100 s/d 82+600, Lampung
Selatan;
3). dst.

Thirty-one LRK published by Lampung Police, among others:


1) Jl. Yos Sudarso (dekat CV. Vista Grain), Bandar Lampung;
2) Jl. Yos Sudarso (dekat CV. Bumi Waras, Way Lunik), Bandar Lampung;

2. Have 44 Black spot location (LRK), the team has carried out a
survey in 11 locations, namely:
