When Kalinga-Apayao was segregated as a separate province from the old mountain
province. The command was also constituted and organized as the Kalinga-Apayao
Constabulary command on June 29, 1967. this military camp was later named Camp
Juan M. Duyan in honor of the late Juan M Duyan. An illustrious military officer
during the second world war and who was later elected as the congressman of the
former province of Kalinga-Apayao. Since then to the present. This Headquarters.
Now the Kalinga Police Provincial Office. Have been occupying the same site. A ten
(10) hectares lot allotted as part and parcel of lot no. 1232-C. pls-93. a government
reservation no 840 of her excellency. President Corazon C. Aquino.
Way back on August 24, 1993. the same areas was donated to the Philippine
National Police through resolution no. 93-189 on which the PNP put up its Provincial
Headquarters and other installation necessary to its operation. This was further
strengthened by was of Deed of Donation by the Provincial government of Kalinga
represented by the Acting Provincial Governor. Hon. Jocel C. Baac to the Philippine
National Police represented by the Provincial Director PSUPT BENEDICT MICHAEL
BANAWAG FOKNO (DSC).
Even prior to the Martial Law years. The Headquarters building of the Philippine
Constabulary was already established on the land speculators attempted to lay
claim on the area and tried to established improvements and occupancy in some
part of the area particularly adjoining the Bulanao creek and on the southeast
portion along the NFA road.
Through the passage of time. several building were constructed inside the camp
such as the motor pool, PDs Quarters, PMG Headquarters, class room building,
cooperative building Officers quarters and other building which now accommodated
the office of the TMG, NAPOLCOM, CIDG AND Medical/Dental as a support groups.
2. GEOGRAPHY:
The Kalinga Police Provincial Office is bounded on the North by NIA-CRIP diversion
Canal. On the East by the National Road. On the Southeast by Road. On the South
West the remaining portion of Lot 1232-C-2-S. and on the Northwest by Bulanao
Creek.
Along the vision of developing the camp, the Kalinga Police Provincial Office aims to
have a permanent Lot by Titling the donated land. It was already surveyed by the
DENR in 1999 and the papers are on process
The Kalinga PPO aims to develop further the area to meet the increasing demands
of the PNP necessary in its operational activities.
