1 Company Profile

Qingdao Haiyan Environmental Technical Engineering Co., Ltd. is committed to


the research on fluid separation technology in process industry and the application
of these research achievements to material separation and water treatment. It is
a professional company specialized in the process design, equipment integration
and engineering general contracting of material separation and sewage treatment
projects.

The Company provides complete equipment of water treatment, and system design,
installation, debugging and other incidental services for oil (bulk goods) storage and
transportation systems; delivers produced water workstations, oily sewage treatment and
reinjection devices, and services such as system design, installation and debugging for domestic
and foreign oil fields; as well as diagnosis and operation services for the unit equipment, design,
installation, debugging and process systems during the physicochemical treatment in the main
process of sewage treatment in oil fields, refineries, offshore platforms and petrochemical
enterprises; based on such core technologies as ceramic membrane, pre-coating film, the
Company is devoted to the process package development and equipment manufacturing in the
separation of biochemical pharmaceutical materials, concentrated water of organic ultrafiltration,
coking wastewater, removal of tar coke powder, desulfurization and denitrification of flue gas,
removal of suspended solids by exterior drainage, fracturing and flushing fluid of low
permeability oilfield and removal of oligomer package with polymer wastewater, etc.

With regard to the fundamental research, the Company has established a long-term
partnership with the Institute of Membrane of Nanjing University of Technology and Nanjing
Jiusi High-tech Co., Ltd. and Jiangsu Jiuwu High-tech Co., Ltd. (the largest manufacturer of
inorganic ceramic membrane parts and components in China) jointly set up by the Institute, so as
to apply ceramic membrane techniques to the material separation and water treatment during the
industrial process by taking advantage of the design, equipment manufacturing and engineering
experience of Qingdao Haiyan.

As for the process development, the Company maintains a long-term cooperative


relationship with Canada David Bromley Engineering Ltd. (DBE). The two have jointly
developed the process and equipment including regeneration and recycling of waste oil, and
harmless treatment of oily sludge, as well as the separation techniques of pre-coating
ultrafiltration membrane and corresponding technology package for the first time. David
Bromley, the founder of DBE, is the Former Chairman of the North American Filtration
Association, and the Guest Professor of Northern Alberta Institute of Technology and Texas
A&M University. The two sides Jointly established the DBE - Hytec co., LTD in Canada, Using
the precoating membrane technology and combining the characters of Qingdao advantage
equipment involved in the tail water treatment project of oil sands supported by Canadian
government.

For engineering experiment, the Company is maintaining long-term cooperation with the
Institute of Bioenergy and Bioprocess Technology, Chinese Academy of Sciences and related
departments of China University of Petroleum, participating in a number of national and

provincial research projects as well as the construction of an Integrated Membrane Technology
Laboratory, which is a practice training base for relevant postgraduates and doctoral students.

Our Company has 35 professionals, including 10 senior engineers and 15 engineers,
covering fields like water supply and drainage, environmental engineering, chemical engineering,
electric instruments, mechanical manufacture, civil engineering, etc.; besides, there are 3
specialists, including Professor Yang Zaoyan, former director of Environmental Engineering
Department of Tianjin University, Professor An Jiarong, Director of Storage and Transportation
Teaching and Research Office of China University of Petroleum, and Professor David Bromley
from Texas A&M University.

The chemicals consumed in the Project mainly are chlorinated disinfectants. The pac

kaging of the chlorine tablet is either barrel or woven with the specification of 25kg/bag.

The effective chlorine content in chlorine tablets is 50% or more, and if the specificatio

n of tablet is 5g/piece, the dosage should be 4 pieces/hour (in the treatment capacity of

2m/h, and it can be accordingly increased or decreased for other treatment capacity).

5.2 Description of process flow

Domestic sewage pretreated by the septic tank is released by gravity action into the

domestic sewage main drain and then the domestic balance tank for homogenizing and

flow control, and lifted by a domestic sewage pump to the integrated domestic sewage tr

eatment unit.

The integrated domestic sewage treatment unit consists of a pre-sedimentation tank,

a contact aeration basin, a secondary sedimentation tank and a sludge sump. The domesti

c sewage firstly enters into the pre-sedimentation tank which is mainly to remove the sil

ts and suspended solids with large particles in the sewage. Silts and other suspended sub

stances will deposit in the bottom of mud bucket of the pre-sedimentation tank according

to the principle of free settling, and the upper sewage will flow into the contact aeratio

n basin automatically. The contact aeration basin is aerated by the fan facility, the organi

c pollutants are treated by the metabolism of aerobic microorganisms and nitrification is

nitrated to remove ammonia nitrogen and then will be placed in the secondary sedimenta

tion tank for solid-liquid separation.

The supernatant in secondary sedimentation tank overflows into the disinfection tank

and is disinfected through the solid chlorine disinfection device by adding chlorine table

ts for disinfection, and the effluent water of disinfection tank overflows into the sewage

tank at site or discharges directly, which is specifically determined by the Purchaser.

(2) Sludge treatment flow

Sludge in the domestic sewage pre-sedimentation tank is discharged into the sludge t

ank through the sludge pipe. Sludge in the secondary sedimentation tank is lifted into th

e contact aeration basin by the pump to ensure its sludge concentration, and the remaini

ng sludge will be released into the sludge tank for weight reduction treatment, and then

regularly pumped for outbound treatment.

The supply scope of the Sellers is till the first flanges (including matching flange) o

The main facility of this scheme is integrated domestic sewage treatment facility, ma

1) Pre-sedimentation pond

It is mainly for the purpose of removing sediment and suspended solid of larger par

ticles in domestic sewage. It is based on the principle of gravity sedimentation, where d

omestic sewage flows slower after entering the pre-sedimentation pond, and sediment and

suspended solid of larger particles in domestic sewage will sink to the bottom of the ta

nk due to gravity, so effluent from the pre-sedimentation pond contains almost no sedime

nt and other suspended matters. Sludge pump at the bottom of pre-sedimentation pond is

discharged by sludger at regular intervals.

To better control the production process and the outgoing quality of products, personnel in

the quality management department take in charge of each process of products, make careful

inspection, record and marking in accordance with the drawings, processes, standards and

inspection specifications, etc. and record and give feedback in time if any non-conformity

analysis, hold quality analysis meetings and propose improvement measures pursuant to the

non-conformities occurred in the production process on a regular basis. All-round inspection and

10.6

10.6 Scope of technical service and technical support commitment

In accordance with requirements of EPC Contractor and the Owner, prepare schemes for

on-site installation and commissioning, commissioning outline and personnel training scheme

and organize related technicians to provide on-site services based on schemes. On-site service

engineers shall at least include process engineer, electrical engineer and mechanical engineer;

personnel involved in on-site services shall be qualified, necessarily trained and approved by the

EPC Contractor and supervised by on-site supervision company;

On-site service engineer should inspect quality of installation project from the aspect of

startup and ensure that the project quality can meet the design requirements of commissioning,

startup, operation, stop, safety and emergency treatment. In case of any problems, the on-site

service engineer should modify until all design requirements are met;

Revise and improve the installation scheme and instruct installation of equipment in detail.

In accordance with actual and process conditions of construction, review, refine and modify the

commissioning schemes for equipment and system and report to Project Manager for approval of

implementation.

Inspect whether performance and quality of equipment, pipe, valve, electrical appliance and

instrument of single or several systems meet requirements of design, specification and

commissioning specified in the contract; organize to prepare and improve schemes for linkage

trial run and commissioning of unit debugging system and report to Project Manager and EPC

Contactor for approval; responsible for detailed commissioning and trial run of system and

treatment of on-site emergencies to ensure that operation of the system can meet requirements of

process design;

Provide theory training and on-site training to operators, maintenance personnel and the

management of the Owner; train the on-site operators on actual operation in accordance with

process design documents and drawings and the Manual of Operation and Maintenance of

System and Equipment.

Instruction and assessment before startup: The assessment conditions of solo test run shall be

identified and the completion acceptance of machinery shall be participated to comprehensively

understand the whole situation of the system so as to determine key points of startup and

commissioning; preparatory work of all parties (the Owner, EPC Contractor and the Construction

Unit) shall be instructed and assessed before startup to determine the on-site preparation

conditions and equipment performance for system startup.

Organize all parties to carry out trial run and commissioning and resolve all problems arising

from commissioning;

Organizational performance assessment: The Owner, EPC Contractor and the Supervisor

shall be organized to participate in the performance tests, formulate assessment methods for

devices, determine assessment time and conduct assessment of device performance.

Management of assessment documents:Related records and startup log shall be filled in,

startup condition shall be summarized and all materials shall be archived.

Management of as-building documents and materials:As-building documents and materials

shall be completed, managed and submitted based on the condition of onsite organization;

Project handover and acceptance: All parties shall be organized to carry out project handover

and acceptance based on the assessment contents of devices;

Startup summary: Startup summary shall be completed and submitted to the project

manager.

We provide onsite operation training for operators of the Owner to ensure the equipment is

operated in a corrective way, so that the water treatment system can operate normally. Our

training contents cover basic knowledge about water treatment and process operation procedures,

accident management, aiming at familiarizing operators with the process flow, the function of

each treatment unit and operating procedures to analyze operation data, grasp the method of

measuring process data and the approach to the routine equipment maintenance and the way to

skillfully deal with unusual operation conditions as well as safety operation knowledge.

2.

2. Training organization

1) The training plan shall be prepared and submitted to the Buyer for approval with the

Operation and Maintenance Manual provided.

2) Experienced engineers and technicians shall be arranged to be in charge of the specific

theoretical and practical training and be ready to answer all questions raised by operators and

on-site management personnel of the Owner.

3) The assessment plan for training results shall be prepared, and the onsite operators and

management of the Owner shall be assisted with real assessment.

4) The training will be a combination of guided method and self-study manner, and the

training time will be separately negotiated.
