2 Overview
This feature can dynamically adjust the camping strategy based on cell load, and
improve the network resource usage.
should be switched to UE random camping automatically when the network load is high.
Conversely, the strategy can also be switched back to specific carrier preferred camping
strategy when the network load becomes low.

3 Technical Description
When a UE enters the normal camping state through the initial cell selection process, it
determines whether to activate the cell reselection measurement to select a more
suitable cell to camp on in accordance with the current serving cell situation. When the
serving cell does not use HCS, the difficulty of activating inter-frequency measurement
for cell reselection mainly depends on the two quality thresholds: Sintersearch and
SsearchHCS. When the quality of the serving cell is less than either of the thresholds, the
UE needs to activate inter-frequency measurement for cell reselection. For the details
about the activated criteria of cell reselection measurement, refer to the ZTE UMTS Idle
Mode and Common Channel Behavior Feature Guide.
There are two types of cell reselection criteria. One type is the traditional criterion based
on the signal strength. The other type is the criterion based on the absolute priority. In
most cases, the traditional criterion is used. For a non-HCS cell, the following cell
reselection rule R is used for quality ranking in cell reselection:
Where, Qoffsets,n specifies the quality offset added to the serving cell and neighboring
cells when the R criterion of non-HCS cells is used. For the details about the cell
reselection criterion, refer to the ZTE UMTS Idle Mode and Common Channel Behavior
Feature Guide.
The random camping strategy is shown in Figure 3-1. Whichever carrier a UE selects to
camp on, the possibility of reselecting other carriers to camp on is comparative. So
random reselection needs little parameter difference between carriers, which means that,
for all carriers, the difficulties (controlled by Sintersearch and SsearchHCS) of activating
inter-frequency measurement for cell reselection are comparative, and there is little
difference between the relative quality offsets (Qoffset) of carriers.

Cell Reselection
The preferred camping strategy is shown in Figure 3-2. Whichever carrier a UE selects to
camp on, it will reselect a specific carrier to camp on through the cell reselection process.
That specific carrier is called the preferred carrier, and others are called non-preferred
carriers. Take Figure 3-2 as an example, the preferred carrier is F1, the non-preferred
carriers are F2, F3 and F4.
The preferred reselection needs the parameter configurations of the preferred and
non-preferred carriers to meet the condition: The quality offset between the preferred
carrier and non-preferred carriers is much higher than that between two non-preferred
carriers, and the preferred carrier can easily activate the inter-frequency measurement
for cell reselection.
For example:
A UE registers in F2, and the numerical value of quality offset between F2 and F1
(QoffsetF2,F1=-50) is greater than that between F2 and F3/F4
(QoffsetF2,F3/QoffsetF2,F4=-10). After the inter-frequency measurement is activated, the
UE reselects F1 according to the reselection criterion based on the signal strength.

Cell Reselection
In the multi-carrier network using preferred camping strategy, significant traffic increase
in a short time leads to a large amount of access failure, user experience gets worse, and
the system resources are not fully used. Therefore, this feature is introduced. The system
adaptively adjusts the camping strategy by monitoring the traffic state of a cell using
preferred camping strategy, and the system performance is improved.
This feature is only available for a cell using preferred camping strategy.
1. When the following conditions are all met, the periodic detection of cell traffic state
is started (the detection period is 15 minutes).
2. If the cell meets the conditions of heavy traffic state, system information update is
triggered to convert preferred camping to random camping.
a) The SIB3/SIB4 of the current camped cell and the target neighboring
cells (for the definition of a target neighboring cell, refers to 4. Definition
of a target neighboring cell in this chapter) needs to be modified:
SinterSearch and SsearchHCS are filled in accordance with the
parameters UCelSel.sInterSear4RdoCmp and
UCelSel.sSearHcs4RdoCmp respectively.
3. If the cell meets the conditions of light traffic state, a system information update is
triggered to convert random camping to preferred camping.
a) The number of RRC connection requests of the preferred cell and the
target neighboring cells is less than or equal to
UExtCelInfoFDD.rrcConNumThd2.

SinterSearch and SsearchHCS are filled in accordance with the
parameters UCelSel.sInterSearch, UCelSel.sSearchHCS respectively.
When a neighboring cell of the current camped cell meets all the following
conditions, it can be an object on which this feature is enabled, and system
information is updated.
i. This cell is an intra-RNC neighboring cell that covers or overlaps the current
camped cell.
iii. This cell supports cell reselection to the current camped cell.

The purpose of this chapter is just to guide the reader how to find the GUI location of the
parameters which are related to the deployment of this feature. The values indicated in
the figures possibly are not the real values to configure. Please refer to the last column of
table in chapter 4 for the practical configuration value.
