SECTION 2

INVITATION OF THE BID

2.1 INTRODUCTION:
VJTI Invites sealed bids for setting up and managing VJTI Internet Lab in VJTI
campus as per the specifications/requirements contained in Section-6 of this Tender
Document. The tenderer should be a reputed IT support and service provider. The
service need to be provided at VJTI, Matunga, Mumbai19

2.5 NOTE:
Technical Bids received without the printed e-receipt of tender processing fees
and EMD or not fulfilling the prescribed conditions will be summarily rejected
and decision of the Institute in this regard shall be final and binding. Only those
bidders, whose technical bids are complete in all respects and satisfy all laid
down terms, will be considered for financial bids.
Incomplete offers will be rejected. VJTI reserves the right to accept or
reject any or all bids at its absolute discretion without assigning any
reason, whatsoever or any notice.

SECTION 3

INSTRUCTIONS TO BIDDERS

S.NO INSTRUCTIONS
1. The Tender document can be downloaded from Institutes website www.vjti.ac.in.
No editing, addition/deletion of matter is permitted. If such action is observed at
any stage, such tenders are liable for outright rejection.

2. Only enclosed formats as provided in original should be used. All sheets need to be
submitted after affixing seal of the Company and Signature of the authorized
signatory. Additional sheets, duty authenticated, may be attached to elucidate
specifications or clarify the specific issues.
3. The prescribed tender documents consisting of duly sealed big envelope super-
scribing Bid for MANAGING VJTI INTERNET LAB SERVICES containing
3 separate envelopes may be submitted to inward section of administrative office,
main building of VJTI, Matunga, Mumbai 400019 or sent though Post at the
same address on or before last date and time staed as above.

4. Tenderer has to submit Earnest Money Deposit (EMD) and Tender processing fees
on-line through STATE BANK COLLECT procedure.
Note:
Tenders received without EMD and Tender processing cost shall be
summarily rejected.
The EMD shall be refunded (without interest) after the execution of the
contract.
The EMD of the contract winner shall be converted into security deposit
and the same shall be refunded (without interest) after the end of contract,
as per the norms.
5. Bids not fulfilling the prescribed conditions will be summarily rejected and
decision of the Institute in this regard shall be final and binding. Financial bids of
only technically qualified bidders shall be opened and considered for final
evaluation. VJTI reserves the right to forfeit the EMD amount on non-acceptance/
non-compliance of offer in full or part or if VJTI feels that Tenderer has misguided
in any way.
6. The bidder should quote only for the specified bandwidth connectivity.
7. Corrections/Alterations, if any, in the tender documents should be attested properly
duly signed by authorized signatory and affixing seal by the vendor, failing which
the tender may be rejected.
8. The bidder shall quote the prices in INR of required bandwidth and services. All
taxes, service charge if any should be clearly specified. No other charges shall be
paid separately.

9. In case of any discrepancy between the unit price and the total price, the unit price
shall prevail and total price shall be corrected unless it is lower than the sum total
of unit prices. If there is any variation between amount written in figure & words
and then amount whichever is lower shall be taken into consideration.
All the terms and conditions for the deployment will be as given herein and no
change in any term or condition by the vendors will be acceptable.
10. Canvassing in any form will be viewed seriously and if any tenderer is found to be
resorting to such practice, the tender of such firm will be rejected.
11. Steps to be followed for making online payment Online through STATE

d. Click Checkbox to Accept Terms & conditions
e. Then click on Proceed
f. Select State as Maharashtra
g. Select Type of Category as Educational Institutions
h. Click on Go
i. Select the Name of the institution as Veermata Jijabai Technological Institute.
j. Select the Payment category EMD and/or Tender Processing Fee on next screen
Enter Name of firm, Place, PAN, VAT/CST No, Enter appropriate Tender Number,
Enter appropriate amount in Rupees.
k. Proceed as instructed and Click on Submit
l. On next screen verify details and click on Confirm
m. You will be taken to payment gateway.
n. Select appropriate payment mode.
o. Check the charges/commission applicable for selected Mode of Payment.
p. Follow instructions to Print Challan and pay at any branch of SBI Bank in Cash /
Pay online using Internet Banking / Credit / Debit card.

SECTION 4

SCOPE OF WORK

3.1 Currently Institute has following Infrastructure.

a. VJTI shall provide a laboratory with 60 AIO PCs.

b. Laboratory of seating capacity of 108, equipped with following
facilities:
Fully furnished with electrical connections, seating arrangement,
ventilation, fans, sufficient lighting facility and independent entrance.
3.2 Scope of work under the current tender is as follows (Seating
capacity of the lab is 108)
3.3
3.3.1 Connectivity with ISP
a. Type of connectivity: Fiber
b. Capacity channel: 10 Mbps (1:1) leased line
c. Vendor may choose to provide reliable equipment for providing
connectivity with ISP.
d. (Vendor should specify the list of equipment to be deployed at VJTI).
e. Vendor should provide power backup for at least two hours for related
equipment to ensure
3.3.2 Connectivity for local network
I WiFi network setup.
a. Vendor should setup wifi network in the hall of capacity 108 (60 PCs
provided by VJTI and remaining own devices of users). Network
should be capable enough to support 108 concurrent users. Vendor
should ensure all 108 PCs/Laptop's should be connected to wifi
network. (Vendor should specify specifications and number of Access
points to be deployed at VJTI).
b. Vendor should give extended support in dealing user/student
connectivity with their device such as laptop/tablet.
c. Vendor should make arrangement for accessing VJTI Intranet
facilities in cooperation with VJTI data centre.
II WiFi support for 60 AIO PCs
a. Vendor should install wifi USB adapter in all 60 AIO PCs for network
connectivity
b. Preferred wifi USB adapter specifications (USB2.0, Maximum
Wireless Transmission Rate: 150 Mbps)
3.3.3 Security surveillance
a. Vendor should provide good quality surveillance system to cover
entire hall.
b. The system should have capacity in maintaining video recording for
one month with necessary manageability software.
3.3.4 Management of Internet Lab

Vendor should deploy following policies in accessing internet like:

a. Login id, accessing exclusively education content for VJTI students
and staff.
b. Network polices ( ensure device security in connecting wifi, access
control criteria, access scheduling, attack prevention, bandwidth
management, network strength in terms of network speed )
c. Log monitoring software and report generator, for said activities
should be maintained.
II Manpower required for handling WiFi network and other
services
a. Lab is expected to run in two shifts 8am to 4pm and 4pm to 11 pm.
Desirable manpower may be provided by vendor for following.
For supporting network related issues
For supporting desktop software related issues
For cleaning and maintenance look after
III Management of 60 AIO PCs
Vendor shall design a scheme where these 60 AIO PCs are secured
with policies like:
a. Centralized system login, support for external USB storage devices,
group policies, Software maintenance, operational related issues.
IV VJTI Internet Lab vendor General Guideline
a. Not allow any user to use its computer resource without the valid
VJTI identity card
b. Record and maintain the required information of each user in the log
register for a minimum period of one year. Also, VJTI Internet Lab
may maintain an online version of the log register.
c. Prepare a monthly report of the log register showing date-wise details
on the usage of the computer resource and submit a hard and soft
copy of the same to the person or agency as directed by VJTI
authority by 5th day of next month.
d. Be responsible for storing and maintaining following backups of logs
and computer resource records for at least six months for each access
or login by any user:
History of websites accessed using computer resource at VJTI
Internet Lab.
Logs of proxy server installed at VJTI Internet Lab.
Logs of network devices such as router, switches, systems etc.
Installed at internet lab
Logs of firewall or Intrusion Prevention/Detection systems, if
installed.
e. The screen of all computers, installed other than in Partitions or
Cubicles, shall face outward, i.e. they shall face the common open
space of the VJTI Internet Lab.
f. All time clocks in the VJTI Internet Lab System shall be synchronized
with the Indian Standard Time.
g. All the network connectivity in the VJTI Internet Lab shall be

equipped with the safety/filtering software so as to the avoid access to

the websites relating to pornography, obscenity, terrorism and other
objectionable materials.
h. Take sufficient precautions to ensure that their computer resources are
not utilized for any illegal activity.

SECTION 5

TERMS & CONDITIONS OF CONTRACT

1. Statement of experience in the domain
2. Tenderer should have registration of Sales Tax/V.A.T. Documentary proof of the same
will need to be enclosed.
3. The period of delivery of the equipment and making the service available in full, should
be clearly indicated.
4. To assist the examination, evaluation and comparison of bids, VJTI may at its discretion,
ask the bidders for clarification of bids including price. The request for clarification and
the response shall be in writing.
5. Delivery and Installation period: Maximum three weeks from the date of purchase order.
The installation report should be signed by the firm engineer jointly with authorized
VJTI personnel/representatives. The items shall be delivered and installed at VJTI,
Matunga, Mumbai-400019.
6. Payment terms: Payment shall be released on monthly basis on satisfactory installation
of Internet leased line, certified by firms engineer jointly with authorized VJTI
representatives. The monthly payment shall be released against the Invoice raised by
the vendor and the satisfactory functioning report from the authorized VJTI
representatives.
7. The suppliers request for payment shall be made in writing accompanied by relevant
document such as proper invoice and satisfactory installation reports duly signed by
VJTIs representatives.
8. VJTI reserves the right to accept or reject any or all offer(s) in part or full without
assigning any reason thereof, and to amend the terms and conditions before award of the
contract.
9. Any disputes arising out of this tender will be under the jurisdiction of court of Mumbai
only.
10. Contract may be awareded for three years. Review shall be taken peridiocally. The
continuation of contract is subject to satisfactory report from the VJTI authorized
person/s at the end of every year.
