You should have take great pride in the
professional path upon which you are embarking.
Engineering has been pivotal in shaping this
country's industrial capability and improved the
economy. More significantly, engineering's
accomplishments over the past century have
utterly transformed the world and greatly
improved our standard of living.
Engineering achievements extend from the
more notable today: computers, the internet, and
what to us is commonplace, electricity.
 Engineers
Unfortunately, and taken for granted,
technological innovation has become so
commonplace that, regretfully, engineers are
not recognized by our society for their
contributions to our standard of living.
Also there is a lack of appreciation by most
young people of the tremendous value of an
engineering undergraduate education.
The future for engineering is bright Half of

 Oops, What a genius!
The best invention are often a matter of pure
coincidence, so it seems.
Penicillin, perhaps the greatest accidental discovery
of all, was first recognized by Scottish bacteriologist
Alexander Fleming in 1928 when, researching the flu
germ staphylococcus, he noticed that a blue-green
mould has killed all the bacteria in a Petri dish. It
wasnt until 11 years later that Ernst Boris Chain and
Howard Walter Florey isolated the pure form of
penicillin and begin clinical trials. All three men
received a Nobel Prize for their work in 1945.
 Potato Revenge
To spite a customer who complained that his fries
was too thick, chef George Crum sliced a potato
wafer-thin at the Moon Lake lodge Resort in
Saratoga Spring, New York, USA in 1853. The idea
backfired. The customer loved the new crispy
creation and potato chips became a house specialty.
Today the industry in the USA is worth over USD 6
billion a year.
 Smart thinking
Along with the compass, gunpowder and the kite,
ancient China also give the world the first umbrella.
A collapsible umbrella was invented in roughly 1,700
years ago. Appropriately, the Chinese character for
the word umbrella is a pictograph closely
resembling the model.
Brandy is one of the happier products of the long
association between alcohol and accidents. To save
storage space during shipping, medieval wine
merchants boiled water out of wine so that it could
be added again after reaching its destination.
Brandy was born when someone a thirsty sailor
perhaps decided to drink the wine concentrated
neat.

Foreigners are required to seek registration as
Temporary Engineers

Engineering Graduate with accredited degree
must register with Board of Engineers Malaysia
(BEM) to take up employment as an engineer
 Donts

Should not be the Submitting Person for

designs beyond his/her area of competency.
Should not endorse his/her PE stamp on report
or plans not prepared by him/her.
Should not practice in branch of engineering
he is not registered in.
 Supervision

Supervision of works designed by Submitting

Engineer is a requirement under the Uniform
Building By-Law 5 (UBBL 5).
The By-Law states that supervision must be
provided by the Submitting Engineer to ensure the
work carried out are intended in the design.
Delegation of supervision is permitted.
 Dos
Submitting Engineer should be responsible for
the project.
Must be meticulously proper in certification of
works.
Must be familiar with and knowledgeable
in the work he is to supervise.
Keep proper records of all documents.
Must be conversant with time and cost
in issuance of instruction.
 Donts
Must not over or under certify works.
Must not make wrongful certifications.
Must not certify works no within expertise.
Must not accept site supervision staff who are
not qualified or incompetent.
Must no delay approvals without justification.
Must not intentionally delay inspection of
works.
 Regulatory Requirements
Engineers registered with BEM must be familiar
with REA Act 1967 (Act 138) and its subsequent
amendments.
Ignorant of the requirements of this Act is no
defense in the Court of Law in Malaysia.
 Dos
Should notify the relevant authorities on
changes in designs or withdrawal of services.
Should submit forms in time for inspection and
approval for CF / CCC.
Should be aware of environmental, health and
safety matters during and after construction.
To ensure above are implemented as per
drawings and specifications.
 Donts
Should not allow works to proceed before
plans are submitted to and/or approved by the
authorities.
Should not undertake a project to which the
client is not going to fulfill statutory requirements.
 Code of Ethics
All engineers are expected to
Uphold the integrity of profession.
Behaving in a manner expected in the Code
of Conduct of Engineers.
 Dos

Must be familiar with the Code of Conduct of

Engineers.
Must understand the need for responsibility
and liability as stipulated in the Code of Conduct.
Must respond promptly to complaints and
enquiries by clients/authorities.
 Donts

Should not solicit/tout.

Should not knowingly mislead public by giving
misrepresented information so as to gain
commercial advantage/mileage.
Should not respond to an open advertisement
to bid for professional service if such services
requires bidding fees as imposed on contractors.
Should avoid favoritism among suppliers.

 Why ?
In the then Government view to introduce CCC
to cut red tape.
To enable house owners and property owners to
move into the properties faster.
CCC issued by the projects Principal Submitting
Person (PSP) Professional Architect or Professional
Engineer.
To encourage self regulation.

Present a copy of CCC (with Forms Gs) to PBT and
Professional Boards within 14 days.

The parties that issue Forms Gs and CCC without

complying to the provisions of the Acts can be sue
and reported to BEM.
Stricter disciplinary action by increasing fine,
extending the duration of membership suspension
and cancellation of membership.
