ABSENT:
WHEREAS, the late Efrain B. Treiias was one of the more prominent sons of the City
and Province of Iloilo;
WHEREAS, Efrain B. Trefias was an illustrious son of equally illustrious parents, the late
former Senator Potenciano T. Trefias and Estrella B. Blancaflor;
WHEREAS, Efrain B. Trefias took his pre-law studies at the University of San Agustin,
/ after which he studied law at the University of Sto. Tomas, graduating in 1948 and passed the
~ Bar in 1949 and has been a practicing lawyer since then;
WHEREAS, in his career as an educator and a lawyer, Efrain B. Trefias has been a Dean
of the College of Law at the University of Iloilo, a fellow and a Fulbright scholar of the
Academy of American and International Law, Dallas, Texas; a fellow of the International
Academy of Trial Lawyers; Professor of Law at the University of San Agustin and the
University of Iloilo, former Dean and Executive Vice President of the University of Iloilo and
President of the Iloilo Bar Association of the Integrated Bar of the Philippines, Iloilo Chapter and
later its Governor and a Member of the Constitutional Commission in 1986;

WHEREAS, he has likewise been a Member and President of professional and civic
organizations like the Iloilo Lions Club. the Rotary Club, the local chapter of the International
Chamber of Commerce and the Bishops-Businessmen Conference of the Philippines, among
others:
WHEREAS, to perpetuate the memory of such a distinguished Ilonggo who, during his
lifetime, has not only brought honor and prestige to the City and Province of lloilo but also
contributed to our sense of national pride as Filipinos, it is only fitting and proper that his name
be honored by naming a maior thoroughfare in Iloilo City after him.
Section 1. - The newly constructed road along Iloilo River from Carpenter's Bridge to
City Mall be henceforth called "EFRAIN B. TRENAS BOULEVARD"
Section 2. - This ordinance shall take effect on March 11, 2010 after its publication in a
newspaper of general circulation in the City and Province of Iloilo.
