RECOGNITIONOFFOREIGNLICENCES
1. INTRODUCTION
1.1 This chapter prescribes the condition for the recognition of aircraft
maintenancetechnicianlicencesorequivalentdocumentsissuedbythecompetent
authorityofaContractingState.Recognitionmeansgrantofauthoritytocertify
theairworthinessofNepaleseaircraftoraircraftcomponentsandmaybegranted
by:
(a) validationoftheforeignlicenceorequivalentdocument,or
(b) issuing tothe holder ofthe foreign licence or equivalent document a
Nepaleselicence,or
(c) issuingtotheholderoftheforeignlicenceorequivalentdocumentaletter
ofauthority, limited in duration and scope, forthe purpose ofmaking
specifiedcertificationsofparticularaircraftoraircraftcomponents
2. VALIDATIONOFAFOREIGNLICENCE
2.1 RenderingalicencevalidistheactiontakenbyaContractingState,asan
alternativetoissuingitsownlicence,inacceptingalicenceissuedbyanyother
ContractingStateastheequivalentofitownlicence.
2.2 NotbeingacitizenofNepal,theholderofavalidforeignlicenceorequivalent
document may apply for the validation in equivalent categories and with
equivalent ratings and this may be granted by the Director General, if the
applicant:
(a) isnotlessthan21yearsofage,
(b) satisfies the Director General that he has sufficient knowledge of the
English language to perform the duties of an aircraft maintenance
engineer/technician.
(c) passesawrittenororalexaminationonSubject18.AirworthinessRules
andRequirements,and
(d) paystheprescribedfees.
2.3 Validation remains in force only during the period of validity of the
foreignlicence.

2.4 A person whose foreign licence has been validated shall not certify
Nepaleseaircraftoraircraftcomponentsunlessheisfamiliarwiththelatestissues
of all relevant Nepalese Civil Airworthiness Requirements, Flight Standards
NoticesandanyAirworthinessDirectivesapplicabletotheaircrafttype.
2.5 ALetterofValidationwillbeissuedtoeachsuccessfulapplicant.The
letterwillstateanylimitationimposedbytheDirectorGeneralandshallbeina
FormF.5.1asshowninAppendix1tothisChapterF.5.
3. GRANTOFANEPALESELICENCETOAFOREIGNLICENCEHOLDER
3.1 BeingacitizenofNepal,theholderofavalidforeignlicencemayapply
foraNepaleselicenceinequivalentcategoriesandwithequivalentratingsand
thismaybegrantedbytheDirectorGeneral,iftheapplicant:
(a) isnotlessthan21yearsofage,
(b) satisfies the Director General that he has sufficient knowledge of the
English language to perform the duties of an aircraft maintenance
technician,
(c) meetsthebasicqualificationasspecifiesinparagraph2(c),(d)or(e)of
ChapterF.2,
(d) satisfiestheDirectorGeneral,thattheknowledgeandexperiencerequired
forthegrantofhisforeignlicenceconformedtothestandardsspecifiedin
theseRequirements.
Note1:Iftheforeignlicenceiswithouttyperating,theapplicantshallhavetopass
thesamplingexaminationoneachcategory(e.g.Airframe,Engine,Electrical,
Instrument and Radio and Associated Avionic Systems) as well as type
examination on theaircraft, aircraft component andsystems forwhich the
licenceistoberatedfor.
2:IftheforeignlicenceisratedfortypesorgroupsofaircraftontheNepalese
CivilAircraftRegister, orforaircraftcomponentsandsystemsofsuchaircraft,
equivalent ratings may only be added to the Nepalese licence after passing
samplingexaminationoneachcategorythelicenceistoberatedfor.Foreign
licenceratingsforaircraftortheircomponentswhicharenotontheNepalese
RegistermaynotbeaddedtotheNepaleselicence.
(e) passesawrittenororalexaminationonSubject18,AirworthinessRules
andRequirements,and
(f) paystherequiredfees.
3.2 TheholderofaforeignlicencewhoisgrantedaNepaleselicencewhich
hewishestoberatedforaircraftoraircraftcomponentsforwhichhisforeign
licenceisnotratedmustmeettheknowledgeandexperienceprescribedforthe
particularratingsinChapterF.3oftheseRequirements.
3.3 AnapplicantforNepaleselicenceinrecognitionofhisforeignlicence
must complete an official application form and forward it, together with his
foreign licence and all relevant certificates and work schedules, to the

AirworthinessDivision,AviationSafetyDirectorate,CivilAviationAuthorityof
Nepal.
4. ISSUEOFALETTEROFAUTHORITYTOAFOREIGNLICENCEHOLDER
4.1 TofacilitatethecertificationofmaintenanceperformedonNepaleseaircraftor
aircraftcomponents,theDirectorGeneralmayissueaLetterofAuthoritytothe
holderofaforeignlicenceorequivalentdocumentprovidedtheforeignlicenceor
equivalentdocumentisappropriatelyratedforthemaintenancetobecertifiedor
if it not appropriately rated, that it is in an appropriate category and that the
competency of the foreign licence or document holder is established to the
satisfactionoftheDirectorGeneral.
4.2 ALetterofAuthoritywillstatewhichparticularmaintenancetasksonspecified
aircraftoraircraftcomponentstheholdermaycertify.Itwillnormallybevalidfor
sixmonthsonlybutmayberenewedforafurtherperiodatthediscretionofthe
DirectorGeneral.
4.3 WhereaLetterofAuthorityisissued,itshallbeinaFormF.5.2asshownin
Appendix2tothisChapterF.5.
