Ans:

Prevention of Communal and Targeted Violence (Access to Justice & Reparations) Bill, 2011 which is
still pending ,According to Asgar Ali enginner :The only way to prevent communal riots in India is
by the Centre using Article 355 proactively, claiming concurrent responsibility of intervention by
deploying Central forces, when they see early signs of communal tension rising, instead of leaving it
to the inefficient states. We should implement the recommendations in Chapter IV (Internal
Security) by the NDAs Group of Ministers (GOM-February 2001) on Emergency Provisions read
with Punchi Commissions suggestions to amend Article 355 and 356 to bring specific trouble torn
areas under its rule for a limited period and localizing Emergency Provisions-either a district or
part of a district instead of the whole state. transforming the use of 2A of 7th Schedule(2A.
Deployment of any armed force of the Union or any other force subject to the
control of the Union or any contingent or unit thereof in any State in aid of the
civil power; powers, jurisdiction, privileges and liabilities of the members of
such forces while on such deployment.] Sacchar Recommendations may also be used to
minimize socio-economic disparity thereby reducing the deprivations.
