spiring to distribute 120 kilograms of heroin and cocaine.
Williams, 46, was con-
victed Jan. 27 after a one-week
jury trial before U.S. District
Judge Lorna G. Schofield.
He will be sentenced May
2, 2017 and faces a mandatory
minimum sentence of 10 years
in prison and a maximum sen-
tence of life in prison.
According to the evidence
introduced at trial, other pro-
ceedings in this case, and docu-
ments previously filed in
Manhattan federal court: Be-
tween 2009 and August 2015,
Williams conspired with others
to traffic in excess of 100 kilo-
grams of cocaine and 40 kilo-
grams of heroin from California
to New York. Williams held
himself out to be in the music
business, and used his music

f there is one thing that we
can say about Jamaicans is
that they are very serious about
sporting activities, especially in
the area of athletics.
Jamaicas annual Boy and
Girls champs is one of the is-
lands most popular events at-
tracting well over 100,000
patrons and participants during
the four-day long event.
It would appear that every-
one is an accomplished athletic
star in Jamaica during the high
school championship. And the
commitment and support of the
schools, coaches, teachers, par-
ents and other family members,
as well as the past student asso-
ciations, must be commended
for their unwavering support
over the years.

Why I Am Against A Constitutional Convention
Y
ou should know that on
November 7, 2017, New
Yorkers will vote on whether or
not to spend millions of dollars
to hold a State Constitutional
Convention.
You should also know that
under the New York State Con-
stitution, every 20 years on
Election Day, New Yorkers are
asked to answer this ballot ques-
tion: Shall there be a conven-
tion to revise the constitution
and amend the same?
It is also important for you
to know that I believe that a
Constitutional Convention will
hurt the men and women in New
York who are already struggling
to pay their bills and raise their
families, among them are union
workers from transit to teachers,
retirees, those seeking employ-
ment, those who find them-
selves in court, and even our
environment will almost cer-
tainly suffer irreparable damage.
Some of the reasons why I
am opposed to a Constitutional
Convention are:
Currently, the Constitu-
tion guarantees that pensions
benefits for every public em-
ployee are protected and cannot
be diminished or impaired. A

would almost certainly result in

across the board for all public
employees.

Pleads Guilty to
Filing Fraudulent
Tax Returns

Nassau County, New York return pre-
parer pleaded guilty on April 19 to
filing fraudulent tax returns, announced

Stuart M. Goldberg of the Justice Depart-
ments Tax Division and Acting U.S. At-
torney James P. Kennedy Jr. for the
Western District of New York.
According to documents and informa-
tion presented to the court, from January
2010 through April 2015, David Menzies,
51, of Floral Park, filed fraudulent tax re-
turns for hundreds of clients that claimed
fake business income and expenses and
false dependents to claim refunds his
clients were not entitled to.
Menzies solicited, and sometimes
purchased, the personal identifying infor-
mation of minors from their parents, and
claimed them as dependents on other
clients returns. Menzies charged his
clients $250 for the use of the phony de-
pendents and often used the same chil-
drens information in multiple years.
He recruited people to assist him in
filing these fraudulent returns and directed
them to escort his clients to check cashers,
in order to cash their refund checks and
collect Menzies fee, including the money
for the false dependents.
In addition, Menzies concealed his
identity as the preparer by soliciting other
people to apply to the Internal Revenue
Service (IRS) for preparer IDs and filing
the fraudulent returns using the preparer
identification numbers the IRS assigned to
these individuals. Menzies admitted that
he caused a tax loss of more than
$250,000.
Menzies also acknowledged that he
failed to timely file his 2009 through 2015
personal tax returns.
Sentencing is scheduled for July 26
before U.S. District Judge Lawrence J. Vi-
lardo in the Western District of New York.
Menzies faces a statutory maximum sen-
tence of three years in prison, a period of
supervised release, restitution and mone-
tary penalties.

dropped to a new record low of 4.0 percent
in March 2017, the lowest rate since 1976,
which is the earliest available unemploy-
ment data from the New York State Depart-
ment of Labor (NYSDOL).
The unemployment rate breaks the pre-
vious record of 4.3 percent in February
2017, and is down from 5.2 percent in
March 2016, based on NYSDOL data. City-
wide unemployment is down from 8.2 per-
cent in December 2013, representing a 4.2
percent drop since Mayor de Blasio took of-
fice.
Based on a seasonally-adjusted analy-
sis, New York City added over 6,000 private
sector jobs in March 2017. New York City
has added 321,300 private sector jobs since
Mayor de Blasio took office.
The New York State Department of
Labor (NYSDOL) releases employment
data for New York City and State that it col-
lects under a joint program with the Bureau
of Labor Statistics.

tenced to 19 years for the grisly mur-
der of her toddler in their Mount Vernon
home last year.
Deasia Bartee of Washington Street was
sentenced on March 28 after pleading
guilty to manslaughter in the first degree.
According to the Westchester County
District Attorney Anthony A. Scarpino, Jr.,
on August 5, 2016 at approximately 5:21
a.m., a 911 call was received by Mount
Vernon Police for an unresponsive child --
14-and-half-month-old Samia Yusuf ---
who had died in her sleep.
The officers responded to 210 Wash-
ington St. where they found the victim in a
play pen. Police said the child was on her
back with her arms rigid pointing towards
the ceiling. The victim had no pulse and
was extremely cold to the touch. Her left
eye appeared to be swollen shut.

The victim was taken to Mount Vernon
Hospital and pronounced dead on arrival.
The ER doctor who examined her told the
police that the child was unusually cold and
stated his belief the child had been dead for
some time and may have been refrigerated
as she was in an advanced state of decom-
position.
The defendant, who was interviewed
by detectives, implicated herself in the
death of her child. She stated that she re-
peatedly struck the victim on the back with
her hand. She was placed under arrest.
An autopsy conducted by the Medical
Examiners Office ruled the victims cause
of death as blunt force trauma of the body
with a fracture dislocation of the lumbar
spine and internal bleeding.
Yusuf was significantly underweight
and malnourished and although 14-and-
half-month-old at the time of her death,
weighed only 14 pounds.

smartphone. The city's Finance Department has launched a new app called "NYC
Parking Tickets: Pay or Dispute."
Tickets can be found by looking up the violation or license plate number, and users
have the option to pay fines immediately.
If you want to fight a ticket, you can submit your own photo evidence directly from
your phone. The app is available for both Apple and Android devices.

CONCACAF files
federal law suit against
Warner, Blazer
A
federal lawsuit has been filed by CON-
CACAF against disgraced officials Jack
Warner and Chuck Blazer. The governing
body are seeking $20 million damages to "to
redress the harms caused by warner and
blazers fraudulent, unfair and unlawful acts
as former high ranking officials of CONCA-
CAF".
Warner, the former CONCACAF boss,
is facing extradition from his native Trinidad
and Tobago on charges of wire fraud, racket-
eering and money laundering.
Blazer, a former FIFA Executive Com-
mittee member and former CONCACAF
General Secretary, struck a plea deal in 2013
and turned whistleblower for the Federal Bu-
reau of Investigation. He was key to several
FIFA officials being arrested in Zurich in May
2015.
The 71-year-old former FIFA Executive
Committee member and Warner conspired to
accept bribes in connection with the 1998 and
2010 World Cup bid processes, won by
France and South Africa respectively.

the Dynamic Sports Club.
The Clubs president and founder,
Caswell Bryan, explained that Dynamic
Sports came out of necessity to supplement
the floundering New York Cricket League
and to promote professional cricket in the
community.
Less than a year since it was launched,
Dynamic is already creating a buzz as the
top cricket team in New York City. With

t is again my honor and privilege to wel-
come all of you on behalf of the Board of
the Friends of the Penn Relays who will be
attending the 123rd Running of the Univer-
sity of Pennsylvania Relay Carnival on April
27, 28 and 29.
When I say all of you, I mean every
athlete, coach, spectator and all of our offi-
cials and volunteers who make this wonder-
ful event happen every year.
The year after a Summer Olympics is
always very special as so many medalists
make a return to Franklin Field, hallowed
ground for almost 250 Gold medalists from
16 countries over the last 29 Olympic
games.
This year marks the 50th anniversary of
the first artificial running surface in Franklin
Field. Last year was the first year with our
new Rekortan surface, which allowed for the
expansion of the track. Donations from the
Friends of the Penn Relays made this possi-
ble. We have so many other improvements
that we would like to accomplish in the fu-
ture. What makes this event so special is that
all of you are Friends of the Penn Relays.
As the Chairman of the Friends, I ask

elcome to the 123rd Penn Relays! On
behalf of the University of Pennsyl-
vania and Penns Department of Recreation
and Intercollegiate Athletics, it is a great
pleasure to put together the 123rd edition of
the Penn Relay Carnival.
Nearly 75 years ago, Jamaica competed
at the Penn Relays in the person of Herb
McKenley. After his running days, when
Herb became a high school coach, it was his
prodding that provided the impetus for a Ja-
maican high school to attend the Relays in
1964. In the more than 50 years since then,
the Jamaican influence has transformed the
Relays into far more of an international
event than it had been previously, and has
added to what had long been known as the
Relays carnival atmosphere.
The Penn Relays extends a hearty wel-
come to all who will enjoy the Carnival this
year. And well try to deliver on a promise
of wonderful weather!

Team Jamaica Bickle Hosting Caribbean Athletes

eam Jamaica Bickle will begin
welcoming athletes from across
the Caribbean early next week to the
annual Penn Relays Carnival held at
the University of Pennsylvania, which
will take place April 27-29.
Athletes will arrive from dozens of
high schools and a handful of colleges
in Jamaica; from Trinidad and To-
bago, St. Vincent & The Grenadines;
Guyana and Barbados.
The organization provides
ground transportation, hot meals, chi-
ropractic care and coordinated hotel
accommodation, among other serv-
ices to the athletes during their stay in
Philadelphia.
With 23 year of hosting, under
its belt, it is a routine that they are
well used to. It involves early morn-
ings to ensure buses move on time to
get athletes to the stadium for compe-
tition, to getting breakfast started be-
fore the crack of dawn for those early
competitors.
The huge tent is a meeting spot
for the entire contingent. It is where
sponsors, friends and fans converge.
The large commercial grade kitchen
from which meals are served daily is
operated by the organizations found-
ing partner, Caribbean Food Delights.
Athletes throughout the years
have come to expect great Caribbean
hospitality; a warm spot in what can
be a cold Philadelphia during these re-
lays.
The week of preparation is a cul-
mination of planning of activities that
begin as early as fall of the previous
year. Throughout the months leading
into the relays, the organization and
its cadre of volunteers engage in var-
ious fundraising activities from New
York to Philadelphia to underwrite its
huge budget. Fundraising is neces-
sary for our survival, says Irwine
Clare CEO. Corporate support is not
as it used to be so we are pushed to in-
crease our activities especially at the
community level. Our appeal is for
the community to donate more as
their donations to us (as a not for
profit), are tax deductible. We are Staff members of the Tower Isles Frozen Foods, Ltd

Remember that hair is most susceptible to
breakage when it is wet, says Vaught. This
wont necessarily dry the hair, but it will
leave the ends brittle and lead to breakage
down the entire strand. Instead of brushing
wet hair, use a comb with a bit of leave-in
conditioner on it.
6. Daily Heat Styling
Whether its the dryer or flat iron, daily heat
to the hair will strip the hair of moisture.
This causes quite a bit of unnecessary
damage that can be avoided, says Vaught.
If heat is imperative, aim to keep the tem-
perature below 400 degrees.

and accused of spending more than $500 in
food stamps meant for other people, author-
ities said.
Carol Austin, 61, of Paterson, faces
theft and other charges for allegedly using
food stamps for herself that were issued by
social services to five low-income resi-
dents, Passaic County Prosecutor Camelia
M. Valdes said in a statement.
Austin used "Electronic Benefit Trans-
fer (EBT) cards that did not belong to her
and that she did not have authorization to
use," Valdes said.
The activity occurred from Nov. 2015
to February of this year, the prosecutor said.
EBT cards are issued by the Passaic
County Board of Social Services to low-in-
come residents for the purpose of assisting
them with buying food.
Austin was employed by social serv-
ices during the time the cards were used,
Valdes said. Her employment status with
the board was unclear on Friday afternoon.
The arrest was made by the Passaic
County Prosecutor's Office with the assis-
tance of the North East Regional Office of
the Inspector General for the United States
Department of Agriculture.
Austin was charged with imperson-
ation/theft of identity, theft by deception
and unauthorized use of food stamp
coupons, Valdes said.
If convicted, she faces more than 15
years in prison and up to $75,000 in fines,
the prosecutor said. Austin was given a
summons and released without bail. Any-

Trust me: If you surround your-
self with roommates and co-workers
who are neat, it actually will rub off
on you. Its not just because youll
see them having a generally easier
time in life, but also because theyre
really helpful resources.
For example, I cant tell you
how many times an organized friend
took pleasure in helping me pick up
and straighten out my closet. My
moms best friend is a professional
organizer, and she taught me how to
fold my clothes so theyd fit in my
drawers.
I know not everyone has a friend
who is a professional organizer, but
almost everyone knows one or two
people who are super neat. So use
them! See if your organized co-
worker will share the rules she sets up
in her inbox, or ask your boss how to
make your schedule work better for
your other colleagues.
Make Sure Everything
You Own Has a Place
For years, Id throw business
cards and paperwork on top of my
desk. They never really had an offi-
cial home, so theyd pile up in a ran-
dom corner, spilling over into the real
work I was trying to get done.
Sound familiar? Well, you can
reduce the messy explosion if you
just make sure that every single item
that you own has a place. I repeat:

certain desk drawer. Any outgoing
mail item lives in front of my monitor

For example, my boyfriend and
I recently came up with a challenge:

the end of the month has to do the
laundry for the next month. We did it
for the month of October, and it
(mostly) worked. We fell off track
after a vacation, but for the most part
we were able to keep our clothes in

Its really hard to stay neat when
you have a closet that doesnt fit your
clothes and a drawer in your desk

How Does Cosigning a Loan Affect Your Credit?

C osigning for a loan is an action

that should never be taken
lightly, as it can have very serious
implications for your credit history.
The reason youre asked to cosign
a loan is usually because the credit
applicant did not meet the require-
ments to qualify for a loan on their
own.
Your signature on the loan im-
plies that you are allowing the main
credit applicant to borrow your
good credit. It also means you agree
to abide by the terms of the loan. If
the borrower defaults, you are obli-
gated to pay off the balance to re-
solve the total amount.
The cosigned loan will AP-

credit as a debt owed. If you choose
to apply for additional credit of
your own, lenders may consider the
debt from the cosigned loan when

If the person you cosign for de-
faults on the loan, you are responsi-
ble for paying back the debt. The
unpaid debt will appear on your
credit report, seriously DAMAG-
ING YOUR CREDIT and perhaps
your ability to qualify for new
credit. If left unpaid, it could also
lead to collection accounts and fur-
ther damage your creditworthiness.
Who Cosigns for Loans?
Business associates, family
members, spouses and friends all
have the option to cosign for a loan.
However, many financial experts
are quick to advise that you use cau-
tion before you combine your credit
with anyone elses through a
cosigned loan. Open
communication with the co-bor-
rower is essential. Make sure they
fully understand their responsibili-
ties and that there is a clear under-
standing of how the debt will be
managed.
Friendships and relationships
can be ruined if a co-borrower de-
faults on a loan. If there is a danger
of default, contact your lender and
ask if you can set up a different pay-
