DISTRICTS OF ODISHA
ANIMAL HUSBANDRY & VETERINARY SERVICES SECTOR

1. Introduction

The recent devastating cyclone/heavy rain Phailin 2013, which affected 14 of the 30
districts in the State resulted in huge losses of the livestock resources of the State. Details of
the livestock population affected by the cyclone/heavy rain in these 14 districts are as
follows:

2. Measures taken by the Department

The Department took all possible preventive measures well in advance to handle the
disaster situation so as TO ensure prevention of loss to animal life as far as possible. These
included:

All CDVOs were oriented on 9th October, 2013 through video conference to
make all preparatory measures.

The CDVOs were asked to inform the District Collector about storage of cattle
feed at some strategic locations at district level. The District Collector have
sent a letter to CMD, OMFED about storage of cattle feed at specific storage
points in the name of milk union. If the cattle feed would not be used in the
course of cyclone, same can be utilized in concerned milk union.

All CDVOs in undivided Cuttack, Puri, Balasore, Ganjam, Mayurbhanj,

Keonjhar, Dhenkanal Districts opened control room. The control room are
functional with Telephone, Fax, Internet connectivity and landline and mobile
phones were on. DG sets were to be kept in readiness. Department Vehicles
were filled in with fuel. Additional vehicles were requisitioned in consultation
with district authority and permission was given to utilise DLRDS funds to
meet contingency expenses.

Advance cattle health measures in potential areas should be taken up and

close watch on the field situation are to be kept.

The control room was made functional at Directorate. Meeting was convened
every day to assess the situation by Director. Similarly, CDVOs reviewed the
situation every day about the field condition. Instruction was given for not
allowing leave for staff.

All the CDVOs were required to submit a preliminary report about the
vulnerable areas and preparatory measures taken.

All the CDVOs were contacted well in advance to work out the requirement of
cattle feed in the areas to be affected by the flood. Cattle feed was stored at
strategic locations in the vulnerable districts to prevent any situation of
shortage of feed and distress to animals.

The Orissa State Milk Producers Federation (OMFED) was nominated as the
Nodal Agency to supply quality cattle feed as per the indents of the concerned
districts.
 The Mobile Veterinary Units (13 MVUs) from Keonjhar, Phulbani, Mayurbhanj
were deployed to affected district. Mobile Team consisting of one Veterinary
Doctor, two Livestock Inspectors and one Attendant was deployed in each
Block at the Veterinary Dispensary level to move about in the affected areas
for treatment of animals.

The Veterinary Doctors Mobile Team consisting of one Veterinary Doctor and
two Livestock Inspectors was also placed in each affected Block at the
Veterinary Dispensary level by deploying personnel from nearby districts not
affected by flood.

Pre disaster vaccination of cattle and poultry birds against contagious

diseases like Haemorrhagic Septicaemia (H.S), Black Quarter (BQ), Foot and
Mouth Disease (FMD), Ranikhet Disease (RD) was taken up on a war footing
in all the flood-affected districts. About 61.71 lakh doses of vaccines of
different kinds were supplied to 14 affected districts and as per the reports
received by 17th October, 2013 70 % of the vaccine have been utilised. Steps
are being taken to procure and supply additional doses of vaccine to the Chief
District Veterinary Officers (CDVOs).

The concerned CDVOs were authorized to incur contingent expenditure for

hiring of vehicles for transporting animal carcasses for disposal from DLRDS
funds which was done promptly in all the affected districts.

260 teams with 260 Veterinary Doctors and 767 Livestock Inspectors have
been put in place in affected Districts to provide medicines and vaccines to
animals wherever necessary.

Carcasses of 1142 (1059 of Ganjam District) Large Animal, 2717 (2645 of

Ganjam District) Small animals & 1, 61,949 birds have been disposed off in
affected Districts of the State.

50 ANANDMARGI workers were put on job for disposal of carcasses in Ganjam

District. They have covered Chikiti & Digapahandi area. Dr. Jaladhar Mallick,
Dy. Director (Fodder Dev.), Nodal Officer, CDVO, Ganjam and SDVOs are
monitoring the relief measures and carcass disposal work. 2.7 MT of
Bleaching Powder and 1.2 MT of lime have been sent to Ganjam district.
3. Supply of Fodder / Feed in the Cattle Camps

3.1 About 31 lakh cattle and buffaloes and 12.5 lakh small animals were affected during
the recent cyclone/heavy rain. It was felt necessary to stock cattle feed for 3 days for
these animals, the requirement of which worked out to be 5620 MT. The requirement
of cattle feed was calculated @ 1 kg / animal / day for large animals for a period of
3days. As per the CRF norms, Rs. 50/- per day is admissible towards the cost of
concentrate/ green fodder and medicine. The cattle feed is being supplied by the
Orissa State Milk Producers Federation (OMFED) (@ Rs.18.84/- per Kg.) from the
production in their own Feedmix Plant.

4. Animal Health Care

Around 43.5 lakh large and small animals were affected in 14 districts where the
recent cyclone/heavy rain occurred. 61.71 lakh doses of vaccine (in single and multiple
doses) were supplied and more than 70 % of the vaccines were administered to the livestock
in the affected districts. Till date, about 50,000 animals were also treated for different
diseases in the health camp and mobile veterinary camps. The livestock population in the
flood-affected areas become highly susceptible to different contagious and infectious
diseases owing to the unhygienic conditions during the flood which result in the outbreak of
various livestock and poultry diseases. The stress due to starvation also increases the
susceptibility of the animals to different diseases. In order to reduce morbidity and mortality
of the livestock, it is essential to organize Animal Treatment Camps for rendering curative
health care services in the flood-affected districts. Hence, it is proposed to organize in an
average 2 animal treatment camps per GP to provide veterinary health care in the affected
districts to treat animals with a multi-pronged approach so as to remove the burden of
disease and reduce chances of mortality. The details of the cost required for purchase of
vaccines and medicines of different kinds are indicated below:

Thus, a total amount of Rs. 6,75,50,000 or Rs.6.76 crore is needed for purchase of vaccines
and medicines to be supplied and used in the field during the period of the flood.

5. Damage to Departmental Infrastructure

5.1 There are 540 Veterinary Dispensaries (VD) and 2939 Livestock Aid Centres (LAC) in
the State of which 286 Veterinary Dispensaries and 1657 Livestock Aid Centres are
located in the 14 affected areas. The Departmental institutions were badly damaged
due to the cyclone/heavy rain and require substantial expenditure for repair and
restoration. Besides the buildings, the equipment and instruments as well as the
furniture in some institutions also got damaged due to cyclone/heavy rain 2013.

5.2 The details of the damage to buildings of institutions in 14 affected districts as per
preliminary assessment by the Department is enclosed in Annexure- II.

5.3 As per the preliminary assessment based on the reports received till date, the
requirement of funds for proper repair / restoration of the Veterinary Dispensaries and
Livestock Aid Centre and other office buildings is Rs.3.07 crores. The funds are
essentially required to take up immediately the required repair and restoration of the
damaged buildings to ensure that these service institutions in the rural areas come
back on the rails and delivery of these essential services is not adversely affected.

* For replacement of animals, the requirement of funds worked out in keeping with the
CRF norms is Rs. 142.50 lakhs which would be compensated later on.
It may be considered to provide the entire requirement of funds amounting to
Rs.142.50 lakhs for replacement of the dead animals and birds so that the huge loss
suffered by small and marginal farmers can be made up.
