Electricity interruption or no supply situation stalls relief & rescue operations
during disasters therefore demands Disaster resilient Distribution system

Interruption of Electricity services stalls operation of Hospitals & health care,


Mass transportation-Railways & Airports, affects water supply & sewerages
system etc.

Major Distribution asset are of over ground installation open to air and
scattered over entire licensed area of Distribution utilities high risk of being
damaged/affected

Large length of Distribution network of utilities are in OH system with bare


conductors and poles etc. vulnerable to natural disasters

Distribution equipment are installed in congested Public places, Residential


areas safety issues during natural or even in manmade disasters
We planned 3 Tier Approach of DM in CESC

ADMG (Apex Disaster Management Group)

CDMG (Central Disaster Management Group)

NDMG (Nodal Disaster Management Group)


Role & Responsibilities of three tiers in CESC
ADMG (Apex Disaster Management Group)
Comprises of Leadership team are in advisory role to monitor & review Disaster
handling process by next levels, communicate with Senior Govt. Officials &
Media, allocate fund & sanction budget.

CDMG (Central Disaster Management Group)


Consists of Senior level executives who coordinates with State Administration &
external stakeholders to announce disaster event, arrange special resources,
monitor and review Nodal groups, consolidate post disaster report for future
action plans.

NDMG(Nodal Disaster Management Group)


Line function groups who execute the ground work, carry out restoration of
supply, remove/replace damaged & danger prone electrical asset to ensure safety
etc and work under supervision of CDMG.

SOPs of each groups in the organisation define step by step activities in tackling
emergency situations & responsibility map against positions.

Each SOP describes the performance criteria, relevant standards, plan of


arrangement for manpower, services & infrastructure etc., along with
departmental/divisional organogram showing chain of command.

Documentation control & periodic review process of SOPs with ownership are
indicated in DM Manual.

Hospitals, vital installation from control centre for fastest restoration in crisis event

Failsafe Communication system using Radio communication or Mobile trunk

Smart Meter technology is being utilised to monitor supply status from remote
and proactive outage management of VIP consumer and vital HT installation
become possible during normal & crisis situation.
Major Process Initiatives in CESC for better DM
Deputing our Engineers & Security Officers at Kolkata Police control room for better
co-ordination during disasters & crisis situation

Manning KMC control Room with our Engineers for faster restoration during disaster
situation

Maintaining hot lines with Kolkata Police and KMC control Room for emergency
communication

Tagging our breakdown crew with local police stations in case of emergency/crisis
situation

Decentralised operation with manpower & material for quick restoration of supply

Escalation of call centre operation during emergency so that maximum consumer


complain gets docketed.

Mobile Generators, high ground clearance repair vehicles are kept at strategic
locations & pressed into service as situation demands.

Setting up EOC with all logistics and infrastructure for better monitoring &
coordination during emergency situation

Use of dynamic IT enabled Disaster Management Dashboard to display all


outages, incident of fire & electrocution and vital information.

Use of web based DRRS system for tackling fire related emergency situation

Keeping ERS system ready to tackle outages of EHV OH Lines during Disasters

Capacity building exercises through Mock drill, table top exercises and class
room training by experts (NIDM) and internal faculty members.

Conversion of bare OH conductor with insulated conductors or ABC cables in


congested locations of metro cities.

Replacing conventional HV Switch Panel with GIS
