Disaster Drill

LAND RIGS

SCOPE

The primary requirement when an incident of any type occurs on a drilling site is to respond as
quickly as possible with the right equipment and trained personnel to insure a successful
conclusion (bring the rig back to a normal working condition) to an extreme event such as a
disaster. This Disaster Drill Plan (Land Rigs) objective is to activate all resources required, both
on site and Saudi Aramco organizational, to address an emergency as effectively as possible, in
the shortest possible time.

PURPOSE

The purpose of this disaster drill procedure is to give direction and define the emergency
preparedness within the organization, and provide route of practice and action, both on site and
organizational within drilling, for responding to an emergency event, with the available resources
and personnel who are adequately trained to fulfill the needs and responsibilities allocated to
them. The procedure has available, a man by man plan, general instructions, references, basic
equipment lists, and telephone numbers to be referred to in a short time for all type of extreme
events that could happen on onshore drilling & work-over rigs.

It is designed to demonstrate once the type of emergency (blow-out, H2S, Fire) has been
identified, D&WOD will be able to mobilize on the rig site and in the D&WOD Office Bldg. at
3193 Dhahran and drilling at Udhaliyah. All required human resources, equipment and materials
for an immediate response to the disaster will be mobilized under the control of the Drilling
Management Team and manpower, both on site and off described in this document.

THE PROCEDURE (drill or event)

This procedure is for onshore drilling activities and is applicable for any drill or emergency
arising in drilling and work-over operations. It is designed to provide all personnel on the rig site
location a clear direction of duty during a disaster or drilling for a disaster.
APPLICATION

Based on the scenario or actual event information, follow the man by man box plan laid out in
this disaster drill plan as well as standby equipment preparation, and definitions of position
responsibilities and decision making. Follow all emergency drill procedures and equipment
requirements laid out.

NOTE:

The following emergency procedures are be used as a guide. Each incident shall be considered
on its own merit, as it is not possible to anticipate the actions that will have to be taken in every
emergency.

It has been decided therefore to provide a guide for the initial steps of the emergency operation,
allowing the person in-charge on the rig site, independence of action.

DEFINITIONS

DEFINITION OF AN EMERGENCY An emergency is an unforeseeable and undesired


event that may develop into a serious incident. Moreover, an emergency needs to be addressed
by means of pre-prepared and specific plans and with competent, trained personnel. An
emergency is an occurrence that exposes human life, environment, the rig and relevant
equipment to an extreme risk.

Disaster Control Center: The DCC is the drilling control and command center for any disaster
related to drilling. It is located at the drilling building, bldg 3193 room 200 in Dhahran and is
manned by the superintendent responsible for the rig with the problem with a staff of 3 telephone
operators acquired from the clerks working on the drilling floor in bldg. 3193.

Udhaliyah Disaster Control Center: The UDCC is located in UDHALIYAH east admin. bldg.
in room 3535.

Safe Briefing Area: A safe briefing area is an area that is determined to be in a safe area for the
gathering of all personnel on location when an emergency exists. SBA's are designed to be at the
road approaches from opposite directions on the drill site and a predetermined safe distance from
the well. They are designed to be seen from each other in the case of confusion when an alarm is
sounded. Each briefing area is to be equipped with the required safety and emergency response
equipment.
Rig Site Emergency Response: The immediate action of a Saudi Aramco rig site
management and personnel to take charge of an emergency situation with his on site man
power and the resources at hand. The capability of reacting in an effective controlled
manner during an emergency on a rig site to bring events back to a normal working
environment. The capacity to establish all logistical and (external to the rig), emergency
response teams required to bring the emergency event under control and back to a
normal working environment.

Rig Site Emergency Procedures: Procedures to initiate an immediate response with the
support of rig on site and external emergency, operational, logistical support where
needed. (Ref. G.I. 1850.001)

Telephone No.: Telephone numbers relevant to Saudi Aramco on rig site personnel,
different Saudi Aramco personnel to be notified and contacted in case of an emergency
or drill.

Rig Site Man-by-Man Plan: A plan to provide an individual proven distinct, clear,
unified direction for each members of the rig site team to follow as a guide. This is in the
form of a box chart. (Ref. 5.0. & 6.9.1).

Notification Flow Chart: Chart to provide management with a clear direction of


command and responsibility for on shore drills and emergencies. (Disaster drill
notification flow chart).

The On Site Commander: The OSC is the foreman or his delegate in charge of the on
site activities during a drill or actual event. The OSC will establish an Incident
Command Post (ICP). The ICP will be the primary Safe Briefing Area unless otherwise
detailed by the incident on site commander. He shell also establish a secondary
command post or SCP (usually the camp) with communications established between
them. The backup secondary command post will be manned by personnel delegated by
the Site leader (foreman)

Incident Command Post: The ICP is the on site established area for staging and
command activities during a drill or actual emergency event. It is usually the up wind
safe briefing area.

The Secondary Command Post: The SCP is a safe area away from the rig usually the
camp that can be used as the ICP if the situation on the rig site requires total
abandonment. The SCP is also used as a rear staging area for medical, feeding
personnel, sleeping accommodation, and any other logistical consideration that is
required by the on site commander. Communications are established ASAP at the onset
of a drill or disaster event.
NOTE:
The following are the requirements for planning and holding a disaster drill as required in G.I.
1850.001"Onshore Contingency Plan" Section 9.1 and to test the types of drills and emergency
plans described in the S.A. Drilling & Workover Engineering Department Drilling Manual,
Chapter 8, Section F,"Emergency Response Planning and Drills".

GENERAL REQUIREMENTS

1.1. All rigs will have a Medical Evacuation (MEDIVAC) Plan that complies and
coordinates with Saudi Aramco GI 1321.015 (request for Air Medical Evacuation).

1.2. The disaster drill should be designed with a response from involved organizations as per
scenario instructions. Timing of the drill should be selected so all rig personnel can
participate in their designated role. The scenario will be developed in conjunction with
the Disaster Drill Rig Site Management Team, consisting of the Superintendent,
Foreman, Toolpushers, Drillers, Chief Electrician, Chief Mechanic and the Medic.

1.3. The following parties should be included in the drill:

Industrial Security, Medical Services, Aramco Fire station, E&D Unit Loss Prevention,
nearby Aramco facilities and Government Affairs.

1.4 All emergency, ambulance, local hospital, local security, local GOSP and other relevant
phone numbers must be acquired with a file in the foremans truck and posted in the
foreman's office for use in an emergency.

2.0. Before starting each drill:

The scenario shall match a known potential for loss as identified in D&WED
manual:
Chapter 8, Section F.

Check all communication equipment.

In H2S released scenario working under mask is mandatory.

The On Site Commander, OSC (Rig Foreman), rig tool pushers, (delegated) rig
safetyman, & (delegated traffic controller, shall wear a florescent orange vest.
2.1. The Traffic Controller shall:

Wear an orange florescent vest and have a road signal flag and flash light
.
Take control of the Y-junction of the loop entrances to the rig location as a staging
area to receive emergency services. The On Site Commander may choose to change
this location depending on the scenario or conditions, road access situation or wind
directional change.

2.2. The primary safe briefing area shall be:

Continuously manned by the On Site Commander, Toolpusher or other experienced


and competent individual, who will be delegated by the Foreman or Toolpusher.
Equipped as specified in the 4.0; equipment should be stored in adjacent offices, as
long as it is readily available.
The safe briefing area shell also have available:
Two, full stored breathing air 230 cu. ft. bottles, with a breathing air regulator and fill
up hose & (crescent wrench) attached for recharge of 30 min. bottles, wind sock,
standard identification sigh stating safe briefing area A or B.

2.3. The secondary command post:

Will be continuously manned with personnel wearing an orange vest, delegated by the
On Site Commander.
The SCP will maintain communications between the on site command post and the
SCP.
The SCP will maintain the required equipment for an emergency as laid out in this
document.

2.4. Walkie-talkie radios (6 units) shall be available for the following personnel:
On Site Leader (Aramco drilling foreman)
Rig Tool-pusher
Traffic Control / security
Primary Fire/Rescue Team Leader(s)
Gas Monitoring team

2.5. Rig (chief) mechanic or (chief) electrician to monitor the cascade systems, if there is
a safety specialist on location, he will handle all H2S needs after head count.

2.6.A critique meeting and crew debrief sessions must be held after each drill to
Ensure:

The crew can receive feedback on their performance and focus on any identified
areas of improvement when in house drills are conducted.

Key points and observations are recorded in an emergency drill report with a cc to
the Superintendent.

2.7. The following rules must be implemented to provide an adequate level of safety

o Implement a strict buddy system No one is to ever do anything alone.


Everything is done in pairs.
o All work is assigned to individual teams at the Safe Briefing Area
including fire and rescue.
o The safe Briefing Area leader keeps a written log of all assigned tasks,
logbooks should remain at the safe briefing areas with a daily tour by
tour head count list.
o Each emergency team is assigned one task at a time.
o An estimated time of completion is identified for each assigned task;
some timing requirements are identified in D&WED Drilling Manual
Ch. 8, Sec. F.
o Each work team report back to the Safe Briefing Area/Incident
Command Post immediately upon completion of their assigned task.
(This allows the Commander to be fully up-to-date on the progress being
made).
o Maintain trained, 2-man monitoring teams, chosen from the rig crew to
continuously monitor for gas (H2S& flammable) to ensure the hot
zone is adequately identified. (Wind can vary and change conditions
rapidly). These teams must use SCBA.
o If possible, the rescuer shall wear a rescue harness, in case he is
overcome by H2S.
o CPR shall begin immediately once the Victim is removed from H2S
contaminated area
o Medic will wait for injured to be brought to the designated safe area.
o Always approach the emergency area from the upwind side.
o Always evacuate to upwind direction.
o Remove or shut down ignition sources from the affected area if it is safe
to do so.

3.0. ASSESSMENT, REPORTING AND RESPONSIBILITIES

3.1. When all rig personnel are gathered at the Safe Briefing Area: (ICP)

The On Site Leader will assess the situation with the Toolpusher and crew to
develop an action plan of attack.
The trained Fire & Rescue rig crew members (trained in rig fire fighting,
and rig search and rescue) will be assembled with experienced personnel
and will prepare for emergency activities.
The trained Gas monitoring team (trained in the use of the H2S, SCBA
equipment & gas detection equipment) will be given instructions.

3.2. The On Site Commander will:

Initiate his action plan, insure his personnel are safe and dial 110 for the
required assistance to report the disaster drill or emergency as per Saudi
Aramco G.I. 1850.001 section 2.3.2, after which he will report the drill or
incident unfolding to the personnel manning the DCC or UDCC ASAP.

Establish communications with the DCC & UDCC or designate a man


trained to establish contact with the DCC & UDCC and report on the
progress of the drill or emergency.

3.3. The OSC will alert any persons or facility such as construction crews, contractors,
pipeline workers in the nearby area if applicable.
3.4. The OSC will communicate with DCC & UDCC with the vehicle HF radios,
IMTS radios or satellite phone.
COMMAND AND COORDINATION OF RESPONSE EFFORTS

UPON ARRIVAL OF THE EMERGENCY SERVICES AT THE STAGING AREA

Traffic controller will report their arrival to Incident Commander


Security patrol to start restricting accesses to all traffic.
The traffic controller will direct medical services (ambulance) to the
location of the injured personnel (safe briefing area or camp).
The fire support services will be directed to the Incident Command Post
through upwind entrance, and report to the On Site Leader
The fire chief will be briefed by the On Site Leader on all activities and
hazards and prepare to initiate fire control activities.
Government affairs will act as liaison with any interested civil and SAG
authorities.
The ambulance will be received by rig medic and remove any injured
personnel if applicable, (the rig medic is to remain on location or in the
camp, in case further injuries occur).
4.0. Equipment List for the on site command post personnel:
1. Aramco radio (radio in foremans vehicle or a portable unit, globe star).

2. Walkie-talkie Radios (6 units) as identified in General Requirements, item 1.8

3. Fluorescent orange vests (8 units) to identify the On Site Commander and the toolpushers,
traffic control and delegated site safetyman.

4. All extra SCBAs not in use elsewhere on the rig will be assembled at the ICP if needed.

5. At least one charged, spare cylinder for each SCBA on the rig with (6) six SCBA's in each
safe areas with fully charged spare bottles.

6. Two personal portable H2S monitors (alarm set at 10 PPM) at full charge.

7. Two portable H2S/S02 detectors (hand pump suction type) with high and low level tubes for
both gases.

8. Two portable combustible gas vapor monitors.

9. One Draeger Test kit for checking H2S in mud returns.

10. Two portable oxygen resuscitator units and two spare oxygen cylinders, with (4) four AMPU
bags (for H2S ventilation) and mouth pieces deployed to each safe briefing area.

11. One 25 man First Aid Kit on site and a second at the camp/quarters and any additional first
aid supplies the medic has prepared for the triage area.

12. One-basket type stretcher with (4) four blankets and securing straps, to be deployed to each
safe briefing area.

13. Two safety harness with two 250-foot retrieval ropes.

14. Two Quick-Air splint kits.

15. One portable bullhorn with extra battery packs.

16. One flare gun with minimum of 25 flare shots (kept in foremans office).

17. Six dry eraser boards or chalk boards.

18. A minimum of five explosion proof flashlights (with spare batteries).

19. Drinking water supply for Incident Command Post. (6) Boxes of large bottles that need to be
stored in the Foreman's office, and changed out on a monthly basis.
4.1 Equipment List for the off-site Secondary Command Post: (usually the Camp)

1. A long-range telephone (cell or mobile).


2. One site radio with battery for site-to-site communications.
3. Flash lights (2) with spare batteries (explosion proof).

6.0. DUTIES AND RESPONSIBILITIES

Duties and responsibilities defined in this plan refer to those duties and responsibilities required for
the execution of any emergency response action to any drill or any real disaster on a land drilling
location.

6.1. RIG FOREMAN

He is responsible for coordinating on site personnel, initiating the emergency call for assistance to
(110) and for organizing and coordinating all on rig site emergency response activates and drills as
well as coordinating emergency response equipment and needed personnel through the Saudi Aramco
emergency control center and his immediate Superintendent in Drilling Operations. Through out the
event he will maintain communications with the DCC (Dhahran) and UDCC in
(UDHALIYAH) if required.

The rig foreman will establish the incident command post (ICP). This is normally at the up wind safe
briefing area. All on site command activity will be directed from the ICP. He will also establish a
secondary command post, SCP; this is usually at the camp if the camp is in a safe area.

6.2. TOOLPUSHER

The Toolpusher will coordinate his activities under the direction of the foreman, and shall ensure the
well and manpower is in a safe condition before proceeding with an emergency drill. In an
emergency he will take direction from the Drilling Foreman and will over see all rig activities and
personnel, keeping the rig foreman informed as he proceeds.

6.2. THE DISASTER CONTROL CENTER AND UDHALIYAH


DISASTER CONTROL CENTER
(DCC) & (UDCC)

The DCC & UDCC will be manned by personnel delegated by the superintendent responsible for the
drill or emergency. These personnel will maintain the communication center in room 200 of bldg.
3193 (Drilling) until they are relieved or told the drill or emergency is concluded or they are
relieved. The Udhaliyah Disaster Control Center will be manned in Udhaliyah in room 3535 of the
east administration building.

6.4. TELEPHONE OPERATORS (DCC) & (UDCC)

In an emergency or drill three (3) telephone operators will be selected from the main floor clerk
personnel. These personnel should be fluent in both Arabic and English. They will maintain
communications with or call who ever they are directed to call by the Superintendent in charge of the
DCC or UDCC.

6.5. DRILLING SAFETY ADVISOR

The drilling safety advisor will act on the direction of the Superintendent in a drill. In an emergency
of any kind the drilling safety advisor will act on the direction of the Drilling Manager in control of
the emergency.

6.6. SUPERINTENDENT

The Superintendent having the emergency or (drill) shall inform the Manager of all on going
activities, giving him all details about the drill or of any emergency in progress ASAP. He will then
collect his telephone operators (3) and man the disaster control center in Dhahran to accumulate and
pass on all incoming, out going information and activities until the drill or the emergency is over. He
will inform the Drilling Manager at Udhaliyah (or his delegate) to activate the (UDCC) Udhaliyah
disaster control center, and establish communications with the DCC in Dhahran when ready.

6.7. MANAGER

The Manager is to be immediately contacted by the superintendent to notify him of a drill or


emergency in progress. He receives all information relevant to the emergency or drill and will inform
the General Manager as soon as possible, he will then delegate responsibility to all of his operational
staff as is needed. He will make him self available to the rig foreman, and his superintendent to
insure all logistical and emergency support necessary to control events on the rig are made available
to insure a clear, and controlled successful conclusion of this event is brought to bare on the
emergency under way. He is responsible for keeping the General Manager informed of the event.

According to the kind of incident on rig site, he co-ordinates with all pertinent departments and
collaborates with them during the emergency.

He plays an active part by arranging all applicable resource needs (human resources, materials,
equipment) essential to address the emergency or will delegate the responsibility to others.

6.8. GENERAL MANAGER


Is in charge of the Drilling department emergency event for Saudi Aramco Drilling and is in contact
with the Vice President Drilling Operations. He is to be informed of the event ASAP.

The VP Drilling Operations receives all information from the D&WOD General Manager.

The General Manager activates, mobilizes and supervises the emergency response through his
manager and superintendent, according to the kind of emergency.

He keeps in touch with the V.P and the appropriate manager, i.e. the leader of the emergency
response team or SWAT.

6.9. EMERGENCY RESPONSE MAN BY MAN PLAN (RIG SITE)

Purpose of a MAN BY MAN PLAN is to ensure that each person on rig site knows all of his actions
from his position to be taken in case of an emergency. Emergency Response MAN BY MAN Plans
are posted at strategic locations on rig site. This plan of action is to be used as a training tool for all
personnel involved in the plan in the form of a rig drill. In the event of an emergency, it will act as a
guide to establish a clear rout to control personnel in an unforeseen emergency event on a well site.

Everyone must read the MAN BY MAN PLAN and Procedures carefully and fully understand his
specified role in the procedures. He must practice his part in the training exercise or drill.

Everyone visiting the rig for the first time shall attend a safety induction including a safety tour,
conducted by the Rig Safety Specialist or whom ever the rig foreman chooses to delegate. He shell be
made aware of the Emergency MAN BY MAN plan and must find and define his role in the plan.
