Im delighted to welcome you to ICE Flooding 2016 here at the VictoriaPark Plaza, London. Its great to see so many of you with us today.
In recent months, and even weeks, in the UK we have seen stark reminders of the damage that can be caused by extreme rainfall. Last winter large
parts of the country were inundated, and surface water flooding in our towns and cities has been a feature of a very wet start to summer. Its clearer
than ever that we cant continue to manage flooding using traditional models, yet there is no single solution to the challenge. We must continue to
develop our thinking around how to apply the right set of solutions in the right areas and build more resilience into our communities.
We as civil engineers, and those we work with, are uniquely placed to instigate change and meet the challenges we face ahead. ICE Flooding 2016
presents a timely opportunity for asset owners, the supply chain, policymakers and other flood risk management professionals to meet, discuss and
plan for the future. By reviewing the latest strategy, policy, best practice and technical innovations, together we can make progress towards
overcoming long term challenges and future proofing our infrastructure.
I look forward to hearing some stimulating presentations today from our top class speaker line up, which includes representatives of: The
Environment, Food and Rural Affairs Committee, the Environment Agency, the Centre for Ecology and Hydrology, the National Flood Forum, Welsh
Water, Transport for London, and many more. ICE was founded in 1818 as a forum for the open debate of civil engineering issues. Nearly two
hundred years on, the Institution is still committed to this process of knowledge transfer and seeks, through events like this, to provide an
environment for all those with a stake in future flood risk management to engage and influence that future.

GLASS FLOOD WALLS

Our Glass Flood Walls provide the ultimate glass flood defence system,
capable of withstanding virtually any flood condition. These glass flood
walls can be used as a permanent first line of defence with minimal
visual intrusion and can be fitted to existing defences as well as new
construction.

Using a combination of high strength structural glass and stainless steel


frames which are designed to withstand the location-specific static and
impact loads, our glass flood barriers can be mounted on top of half-
height structural walls, or entirely freestanding and used as a pedestrian
barrier if required. The constant profile of the top beam gives good
sight lines, as opposed to the post and plank type glass barriers.

The result is a continuous barrier that is ideal as a flood defence where


permanent protection is advantageous and visual amenity is important.
No moving parts mean reduced maintenance requirements over other
barrier types and the protection is self-evident at all times.

Glass flood barriers can also future-proofed against rising flood levels
by a unique patented design that allows the flood protection height to
be raised at any later stage by simple addition of a demountable barrier

CHAIRMAN

David Balmforth

Immediate Past President, Institution of Civil Engineers

David Balmforth is an Executive Technical Director with international consultants MWH. His
work covers all aspects of urban flood control, pollution management and climate change
adaptation in the wastewater sector, and he is currently engaged with major projects across
the south of England. He is an advisor to the Singapore Government on flooding strategy.

He was a principal contributor to the UK Governments Foresight Project on Climate


Change, Flooding, and Coastal Defence, and he has worked in the US with various
municipalities advising them on climate change adaptation strategies. Much of the recent
thinking on urban flood risk management has been developed by David through his
contributions to UK Government programmes on Integrated Urban Drainage and Surface
Water Management Planning.

David was a member of the Pitt Review Advisory panel and the UK Governments Strategy
Group on Engineering, Infrastructure and Climate Change Adaptation. He has acted as an
advisor to the UK Water Regulator (OFWAT), DEFRA and the GLA. He is currently advising
Thames Water on flooding in London.

David has worked in local government and as an academic before moving into consultancy.
He has been responsible for a number of innovations in urban drainage and has exhibited at
the Design Centre in London.

In ICE, David was responsible for implementing regionalisation and establishing a regional
support team in the Yorkshire and Humber Region during his year as Chair. From 2003 to
2006 he served on the Editorial Panel of the Water Management Journal. More recently, as
a member of the Water Panel, he was responsible for producing the Flooding State of the
Nation Report in 2008. He has been the ICEs spokesperson on flooding and has written and
spoken in the media on this topic on many occasions.

David was elected to ICEs Council in 2007 and to the Executive Board in 2008. As a Vice
President he held both the International and Learned Society portfolios. He took over as ICE
President in November 2014.

David recently retired as the editor of CIWEMs Journal of Flood Risk Management. He
retains his links with the academic world as a visiting professor in the Department of Civil
and Environmental Engineering at Imperial College, London.

George Arnison

FCRM Manager, Environment Agency

George Arnison is a Chartered Civil Engineer who has spent most of his 23 year career
working in flood risk management in both the private and public sector.

After graduating from Loughborough University in 1993 with a first class degree in civil
engineering, George joined consulting engineers Binnie & Partners (later to become Black &
Veatch Ltd) working initially in their Chester office and later leading their Plymouth office.
Apart from a very formative year spent building a power station with Kier Construction,
George spent the majority of his 16 years with B&V working as a consultant, designer,
project manager and contract administrator on a wide range of river and coastal engineering
projects.

In 2009 George joined the Environment Agencys Area FCRM team in Devon & Cornwall,
initially leading the Asset Management team, and then the Partnerships & Strategic
Overview team. Currently George manages the Environment Agencys national team whose
responsibilities include FCRM partnership funding policy and guidance.

Jasper Blaauw

Operations Manager, Van Oord UK Ltd

Jasper Blaauw is currently occupied as Operations Manager for Van Oord UK Ltd and
involved with Water Injection Dredging and Maintenance Dredging works, after he
successfully completed the Broomhill Sands Coastal Defence(BSCD) as Construction
Manager earlier in 2016.

Jasper has been involved with BSCD from 2013 when he was appointed Tender Manager
for the scheme for Team Van Oord. After winning the contract he worked on the BSCD
project through start up to completion. Jasper builds on 12 years experience within the
Construction Industry having worked on engineering, dredging and coastal defence projects
around the world since he completed his degrees in Civil Engineering and Business
Administration.
Bronwyn Buntine

Sustainable Drainage Team Leader, Kent County Council

Bronwyn has worked in surface water management for over 20 years in Australia, USA and
UK, working for local authorities, utilities and consultancies. On coming to the UK, Bronwyn
worked as a consulting engineer to promote appropriate surface water management
solutions in new development. At Kent County Council, she has overseen the
implementation of the drainage role for LLFAs and promoted sustainable drainage solutions
within the County. She managed the development of the SE7s guidance document Water.
People. Places masterplanning for sustainable drainage in development. to promote
inclusion of sustainable drainage at appropriate stages within development planning.

In 2012, Bronwyn became involved with Defras Task and Finish Groups for implementation
of Schedule 3 of the Flood and Water Management Act. This led to participation in the team
working on the guidance for the Non-Statutory Technical Standards, which subsequently led
to wider involvement with promoting communication and awareness across LLFAs with
respect to matters relating to sustainable drainage.

Paul Cobbing

Chief Executive, National Flood Forum

Paul is Chief Executive of the National Flood Forum, a national charity that supports and
represents flood risk communities. It works by helping people to prepare for flooding and
supporting them to recover their lives when they have been flooded. The National Flood
Forum also works with government and other organisations to put flood risk communities at
the heart of policy making and operational delivery

Paul is also the Independent Chair of the Calderdale Flood Commission, Convenor of the
West Midlands section of the Chartered Institute of Ecology and Environmental
Management, a Director at Localise West Midlands a member of Forestry and Woodlands
Advisory Committee for the West Midlands and on the Board of the Warwickshire, Coventry
and Solihull Local Nature Partnership.

Previously, Paul worked in a variety of public and private sector roles relating to the
environment, including delivering agri-environment schemes, managing the land in a large
country park in Cornwall, and dealing with policy issues in Defra and Government Office for
the West Midlands.
Peter Coombs

Vice President Business Development EMEA, XP Solutions

Peter is a Chartered Water & Environment Engineer (MCIWEM) with over 30 years
experience in the construction industry.

He has experience in all aspects of drainage covering AMP as well as the design of
development infrastructure projects throughout the UK, Europe, Middle East and Africa
(EMEA).

The multiple benefits that we should be providing with SuDS are his key drivers, beyond the
drainage, water quality and amenity aspects he is focused on improved ecosystems and the
whole water cycle to satisfy the needs of future generations.

He guest lectures at Universities to help deliver workplace skills and build capacity. He has
produced numerous training courses for the UK and overseas and regularly runs online
educational webinars broadcast across EMEA.

More recently to bring all of these elements together he has used this experience to provide
appropriate industry standard technology throughout EMEA. The technology platforms have
been developed to cover infrastructure, SuDS and Floods.

His mantra is to Inform, Educate and Empower clients, public authorities and technical
consultants, using a variety of technologies.

Anthony Fernihough

Profession Head (Pumps & Drainage), Transport for London

Anthony Fernihough is a Chartered Civil Engineer with over 19 years experience in both
water and rail sectors, giving him a broad perspective on engineering issues. His present
role is with London Underground as the Head of Profession for Pumps and Drainage,
managing a team of engineers, principally providing design and assurance of civil
engineering works.
Over the last two and a half years, Anthony has been responsible for the London
Underground Comprehensive Review of Flood Risk; a project to provide a quantified
understanding of safety and business related flood risk exposure to all of its critical
vulnerable assets. The delivery of this project relied on a systematic data-driven approach,
involving the acquisition, cleansing, manipulation and intersection of large amounts of
internal and externally sourced geospatial and hydraulic modelling data to understand
hazard magnitude. This was followed by quantified risk assessment examining and
modelling the frequencies and consequences associated with each event to allow
computation of monetised risk values.

The project has allowed London Underground to develop a work bank of future site-specific
investigations where cost benefit ratios are likely to be high and capable of yielding
maximum value for money for the Business and the most cost-effective delivery of safety risk
reductions for tube users.

Mark Goodger

Regional Technical Manager, Hydro International

Mark has over 10 years experience of working in stormwater management and flood control
and has been instrumental in the development of innovative technologies and solutions to
real world problems. He managed the launch of Hydro Internationals pioneering Hydro-
Brake Optimum Flow Control Range, including obtaining 3rd party verification through both
the British Board of Agremont (BBA) and the Water Research Council (WRc); placement of
the products within the industry leading hydraulic modelling software and development of
online design tools.

Mark has represented Hydro International on EU funded projects in relation to the Water
Framework Directive and Floods Directive & was part of the project steering group for
CIRIAs new SuDS Manual and remains on the steering group of CIRIAs susdrain.org web
portal.

Mark has a masters degree in Mechanical Engineering with German from Bath University
and is a member of the Chartered Institute of Water and Environmental Management
(CIWEM).
Dave Gowans

Consultancy Manager, The Moray Council

After graduating in civil engineering, Dave Gowans joined an ICE training scheme with
Strathclyde Regional Council where he designed and supervised roads and bridges for a
strategic programme in Ayrshire, achieving chartered status in 1982. Moving to Fife Regional
Council in 1989 as team leader, he continued the roads theme, along with public transport
and environmental projects. He joined Moray Council in 1996 as principal engineer then
consultancy manager, delivering a range civil engineering related services. Following major
floods in 1997, the role extended to delivering a series of (eventually five) flood alleviation
schemes in Moray costing 170 million in total. Dave set up an innovative partnership to
deliver the projects, learning from experience and from successfully completing a masters
degree in construction innovation. Dave is chair of the Scottish councils flooding group,
represents Local Authorities on Scottish Governments Policy Group, is a strategic advisory
board member for the recent Blue-green Cities research project and a trustee of the Scottish
Flood Forum. He is a past chair of Highlands and Islands ICE.

Ian Hodge

Deputy Director of Investment & Delivery Assurance, Environment Agency

Ian is the Environment Agencys Deputy Director of Investment & Delivery Assurance. A Civil
Engineer with more than 23 years experience in flood and coastal risk management,
spanning a range of executive leadership roles, Ians work is focused on high quality
investment and delivery assurance. Through his role he ensures investment decisions are
robustly appraised, innovation is embraced and shared, risks are managed and value for
money is achieved across the Flood and Coastal Risk management investment programme.

Ians portfolio includes the large projects review group (LPRG), Major Projects and the
National Engineering and Innovation Panel. In his spare time, Ian chairs the University of
Teesside, ICE Industrial Liaison Panel.
Sue Illman

Chair (Flood Mitigation & Resilience), Construction Industry Council

Sue Illman is Managing Director of Illman Young, a landscape architectural practice based in
Cheltenham, and was President of the Landscape Institute from 2012-2014. Whilst her
practice works across most planning and development sectors, she is probably best known
for her advocacy work promoting integrated water management and SuDS through inter-
professional collaboration. Catchment management alongside the integration of grey, green
and blue in our urban landscape has never been more relevant, and is a subject that Sue
continues to promote; a role that has been recognised in her current position as Champion
for Flood Mitigation and Resilience on behalf of the Construction Industry Council
(CIC). She is also one of the authors of the new SuDS Manual that was launched on 12
November 2015, and sat on the Steering Group for the CIRIA SuDS valuation tool BeST.

James Murray

Programme Management Office, Metropolitan Glasgow Strategic Drainage Partnership

James has been an active part of the MGSDP Programme Management Office since 2009
and currently has the role of MGSDP Manager. He is tasked with facilitating and
coordinating the partners to deliver the Vision and Objectives of the partnership.

With a Masters Degree in Civil Engineering, his career has focussed on water, wastewater
and drainage engineering projects. He has worked for two of the industrys leading
consultancy firms on projects for a range of clients, including many of the current MGSDP
partnership.

James has lived and worked in the Metropolitan Glasgow area for most of his working life,
and has excellent knowledge of the challenges presented by the local history, geography
and geology. He passionately believes in the Vision of the MGSDP and is keen to challenge
others to practice what they preach in terms of demonstrating best practice and contributing
to manage the risks and impacts of flooding.
Tom Nisbet

Head of Physical Environment Research Group, Forest Research

Dr Nisbet joined Forest Research in 1987 as a forest hydrologist and now leads the Forestry
Commissions research on protecting soil and water resources. His primary interests are in
studying the impacts of forestry on the quality and quantity of water resources, including
evaluating the benefits of woodland creation for soil and water protection.

In recent years, Toms team has been at the forefront of evaluating the contribution of
forestry to sustainable flood management. This has included experimental work, hydrological
and hydraulic modelling, mapping, demonstration studies and assessing ecosystem/water
services. They were the first to develop opportunity mapping and apply this to identify target
locations for woodland creation to reduce downstream flood risk and diffuse pollution.

Tom leads the flagship Slowing the Flow partnership project at Pickering in North Yorkshire
and continues to work with colleagues in developing policy and practical guidance on
forestry and flooding, including informing the design of funding schemes to support
woodland creation for flood risk management. This work is contributing to a new EU COST
Action on Payments for Ecosystem Services (Forests for Water) (PESFOR-W).

Neil Parish MP

Chair, Environment, Food and Rural Affairs Committee

Neil Parish has been the Member of Parliament for the constituency of Tiverton and Honiton
since May 2010. Before entering politics, Neil was a farmer in his native Somerset and still
lives on the family farm to this day. Prior to entering Parliament, Neil was a Member of the
European Parliament for the South West of England and a local councillor. During his first
term as MP, Neil sat on the Environment, Food and Rural Affairs (EFRA) Select Committee.
He was Chair of the Associate Parliamentary Group for Animal Welfare from 2010 to 2015
and he also established three farming All Party Parliamentary Groups (APPGs) for Beef and
Lamb, Eggs, Pigs and Poultry and Dairy. Upon his re-election in 2015, Neil was elected as
Chair of the EFRA Select Committee. In his time as EFRA Chair, Neil has led inquiries into
flood prevention, air quality and the EUs Common Agricultural Policy.
Lisa Stewart

Head of Flood Estimation, Centre for Ecology & Hydrology

Lisa has over 25 years experience in hydrological research and project management. After
studying at Oxford University and Imperial College and working as a software engineer, Lisa
joined the Institute of Hydrology (now CEH) as a hydrologist. Her main research interest is
statistical flood and rainfall frequency, particularly the spatial and temporal characteristics of
extreme rainfall in the UK. Lisas work builds on a long history of research into frequency
analysis and flood modelling at CEH Wallingford, providing improved risk management and
policy implementation which is of use to insurers, homeowners and industry.

Lisa was a member of the Flood Estimation Handbook (FEH) core research team, and
managed the development of the FEH software tools which now have a broad user base
throughout the UK. Lisa leads a team working on the science that underpins current
methods of flood risk estimation, currently focusing on the hydrology of small catchments,
the use of local information to refine flood estimates and the analysis of non-stationarity and
uncertainty.

Russell Turner

Hydrometeorology Service Manager, Flood Forecasting Centre

Russell is based in the joint Environment Agency and Met Office Flood Forecasting Centre
(FFC) where his current role is to manage and improve flood forecasting services for
Category 1 & 2 responders.

He has worked at the Environment Agency in operational, tactical and strategic roles across
forecasting, warning and response during the national floods of Autumn 2000, Summer
2007, Summer 2012, Winter 2013/14 floods and Winter 2015/16. Following these national
flood events Russell has been involved in many local and national reviews, and led the
national review of the Winter 2013/14 Floods for the Environment Agency.

Russell has led and been involved in the introduction of many improvements identified by
post event reviews. This has included improving local flood warning plans, installing new
weather radars, updating our flood warning codes and introducing the Floodline service to
