ABOT-ALAM
WHAT IS ABOT-ALAM?
In line with the objective of achieving the Education for All (EFA)
targets and Millennium Development Goals (MDG), the Department of
Education (DepEd) announces the implementation of the Abot-Alam Program.
Abot-Alam is a convergence program that is being undertaken by a
consortium of various national government agencies, and non-government
organizations (NGOs) and institutions under the leadership of DepEd and the
National Youth Commission (NYC). It is a national strategy to locate the out-
of-school youth (OSY) nationwide who are 15 to 30 years old and who have
not completed basic/higher education or who are unemployed, and to
mobilize and harmonize programs which will address these OSYs needs and
aspirations.
ABOT-ALAM is a nationwide program with the vision of helping our
community-based youth through opportunities for education, possible career
and employment. It is a campaign and strategy with the primary goal of
targeting all OSY in the country and reintegrating them to their communities,
achieving a zero percent OSY in the Philippines by 2016.
The main goal of ABOT-ALAM is to help OSYs become more productive
citizens of their communities by providing them opportunities to finish basic
education or acquire skills that will help them get employed or go into small
business.

AIMS
Abot-alam Program aims to reach one million OSY in 2014 and One
million in 2015 and to provide them with appropriate interventions on
education, entrepreneurship, or employment. More specifically, the program
aims to:
1. Create a comprehensive database of OSYs in the country by
organizing a barangay OSY targeting system
2. Unify the efforts and resources of all agencies and organizations
directed to solving the problem of OSY in the country
3. Ensure that all OSYs have access to programs and services of
different agencies and organizations.

VISION
"No Filipino Youth Left Behind." or "Walang Kabataang Maiiwan," Abot
Alam is a 3-year national strategy to organize efforts in integrating programs
for out-of school youth (OSYs), with the vision of providing them
opportunities for education, training, entrepreneurship, possible career and
employment from 2014-2016 ultimately helping them to become productive
and creative citizens;

Abot-Alam is a convergence program involving national government
agencies under the Human Development and Poverty Reduction Cluster of
the Cabinet. Through the collective effort of these agencies, in partnership
with local government units, civil society organizations, the private sector
and community-based groups

Abot-Alam is a two-phased program


1. REGISTRATION or the Barangay Targeting System

come up with a comprehensive database of OSYs nationwide
through a unified targeting registration and profiling system at
the barangay level;

2. REINTEGRATION or the Community Reintegration Program


as the second phase will reintegrate the OSYs to their respective
communities through programs and services by the DepEd (ALS, E-
skwela, etc), TESDA, private partners and other partner agencies.
Programs of intervention include DepEd BALS offerings, LGU programs for
OSYs, TESDA training, college scholarships and NGOs programs for OSYs;

Adopt Abot-Alam as the LGUs program for OSYs in partnership with
DepEd.
Provide leadership, with support from the local DepEd, to the Abot-
Alam local alliance
Mandate the barangays to gather data based on Abot-Alam
template/format
Allocate and mobilize resources
Undertake local level advocacy campaign to generate support for the
program

As of the end of December 2014, more than 1.9 million out of school
youth have been mapped and listed in the Abot-Alam database. More than
400,000 of them have been enrolled under various programs in education,
employment and entrepreneurship

The enthusiasm with which the program is received in the provinces,


cities and municipalities has been very encouraging and heartwarming. But
there is still a long way to go to attain its vision of Zero OSY Philippines.
