"State" in this class refers to countries, IR is about relations BETWEEN states instead of
domestic policies
Collective goods are a stable economy, world peace, healthy environment that benefit
everyone
o We all have to work for it, or else it will or be enough (ex. one state caring about
the environment will not drive results)
Many states worry about short-term individual benefits, try to become a free-rider or
refuse to work with others based on conflicts of interest
Fighting terrorist costs is costly, not everyone has the capability to contribute or the
desire for countries not directly affected
Ultimately, not many states want to comply in order to solve collective good problems
Some states "free-ride" by benefiting from the existence of collective goods without
directly paying the costs
