The Kill Sheet Program was developed to help drilling and workover
personnel calculate data to successfully control a well. This fully
interactive program allows personnel to enter pre-recorded well
data at the job site and the program makes the worksheet
calculations necessary to complete their tasks. The overall goal
was to eliminate mathematical errors while providing simple
and consistent well calculation methods. Drilling personnel
will be able to complete a (wait and weight) kill sheet.
Production personnel will be able to complete computations
to successfully bullhead a well. Students are trained to use
this program while attending a WCS well control class so

The United States Department of Transportation (DOT) Research and Special Programs
Administration (RSPA) requires pipeline operators (not necessarily their contractors) develop a
written qualification program to evaluate personnel and contractor ability to perform covered
tasks and to recognize and respond to abnormal operating conditions that may be encountered
while performing covered tasks. Contractors will be required to follow the operators written
plan. This is a performance-based qualification standard. The regulations can be found in 49 CFR
Part 192 Subpart N - GAS, and 49 CFR 195 Subpart G - LIQUID, which became effective October
26, 1999. While the final rules were published in 1999, operators were given until October 28,
2002 to complete the qualification of individuals performing covered tasks.

NCCER, in cooperation with American Petroleum Institute (API), has developed the Pipeliner
Training and Assessment Program (PTAP). The PTAP consists of Pipeliner Curriculum and Pipeline
Skills Assessments to qualify pipeline personnel under the Department of Transportations (DOT)
new regulation for Pipeline Operator Qualification. The Pipeline Assessments are tied directly to
NCCERs standardized Pipeline Curriculum and will determine qualification on selected covered
tasks as identified by API and the industry.
