1. National Journal's Network Science Initiative (NSI)
Description (From JAZZ): National Journal Research is launching its latest venture called the
Network Science Initiative. The new service will focus on identifying connections between
individuals and entities that shape public policy in industries like Healthcare, Energy,
Finance, and others. Our team of analysts will partner with corporations, associations, and non-
profits to create maps that highlight connections among the top 1,000 to 2,000 significant shapers
of public policy in a particular terrain.
Overview
o This program that seeks to analyze and map out the connections among
different organizations that influence how leaders arrive at decisions or
introduce new policies so lobbyists can focus time and effort on fewer, more im-
pactful meetings
o Identifies the key influencers and decision makers, and those who influence
them
o Identify the strongest chains of influence leading from each partner to key de-
cision makersfrom think tanks, media, and academia to congressional offices
and agencies
Methods
o Network science is a relatively new academic discipline that has grown out of
digital advances in data collection, which allow for more sophisticated
analysis through different digital techniques.

Luke Hartig
o Executive Director of National Journals Network Science Initiative. Prior
to joining National Journal, Luke served as Senior Director for
Counterterrorism at the National Security Council (NSC), where he was
responsible for advising White House leadership on counterterrorism
matters, co-managing the NSCs counterterrorism policy and analysis team,
and coordinating U.S. Government counterterrorism policy and programs.
Luke previously served as the Deputy Director for Counterterrorism
Operations and as a foreign affairs specialist in the Office of the Secretary
of Defense. Luke has also served in various positions with the State
Department, Office of Management and Budget, Government
Accountability Office, U.S. Forces Afghanistan, and San Diego County.
Luke began his career as a Peace Corps volunteer in Guatemala. Luke holds
a Masters in Public Policy from the Harvard Kennedy School and a B.A. in
International Relations from Boston University. He is a term member of the
Council on Foreign Relations, a fellow at the Truman National Security
Project, and was named a Next Generation Leader by the Center for a New
American Security in 2013.
