Overview of Experience:
Alan Ross has strong academic qualifications and extensive experience of leading multi disciplinary teams
implementing projects in the developing world. He is a recognized international expert in road safety and impact
monitoring systems having written numerous guidelines and internationally manuals in these areas and having
advised Aid agencies and governments in benchmarking and in the design, implementation and impact monitoring
of national and regional road safety plans, safety projects and initiatives in over 50 countries around the world. He
has over 35 years of experience and has particular expertise in assessing needs, benchmarking and developing
strategies and remedial action plans as well as in safety management and safety engineering.

performance management/ impact monitoring software and for providing consultancy advice to UK and

1998-2000 Initially Adviser, later Technical Director of GRSP, World Bank


Alan Ross took a sabbatical from RSP to assist the World Bank in Washington DC to establish a Worldwide
public/private/NGO sector coalition to address the Global Road Safety Problem. Key achievements were

*Within the 6 months visited and persuaded major international organizations (including World Bank,
Development Banks in Asia, Africa, Latin America, United Nations Agencies in Africa, Europe and Asia, Red
Cross, World Health
Organization and Global private sector corporations such as Daimler Chrysler, Shell, Ford, Volvo, 3M, Diageo
etc) to collaborate to establish the Global Road Safety Partnership (GRSP)
*He was then asked by the World Bank to stay on for an extra year as Technical Director of the GRSP to help
develop and oversee its activities during its initial year of operations and to raise awareness of GRSP activities/
objectives.
* During this period, GRSP was established at the International Red Cross HQ in Geneva and he developed a
Global Strategy and Action Plan as well as traveling extensively giving awareness raising presentations to
numerous organizations , senior politicians and government officials from around the world)

1986-1999 Founder and Chairman of Ross Silcock Partnership (RSP) , a specialist consultancy firm
As one of the Partners, was responsible for business development generally and, in particular, for all road
safety, overseas and monitoring projects. Helped built this small (19 person) UK based consultancy firm from
one man company into the recognized leading firm internationally in its niche field of road safety. By the late
nineties, the firm had successfully completed projects and assignments in over 40 countries round the Globe
and Manuals and Guidelines (largely produced by Alan Ross or under his direction ) were distributed and in
regular use in over 120 countries. Projects during this period normally involved benchmarking of existing
activities, development of remedial action plans and implementation/impact monitoring of resulting Action
plans. Projects completed included:
